Company Description South Tipperary Development company (STDC) is a community-led local development company and registered charity working with individuals, families, communities and businesses throughout South Tipperary. Governed by a voluntary Board of Directors, STDC is managed by a Senior Management Team led by the Chief Executive Officer and currently comprising the Chief Executive Officer, Financial Controller and Social Inclusion Programme Manager.
STDC employs 42 core staff and 170 participants between the Tús programme and Rural Social Scheme. STDC delivers a diverse portfolio of employment services, labour market activation, social inclusion, rural and community development, health and wellbeing, integration and rural recreation programmes.
Purpose of the Role
This is a newly created senior management position at a pivotal stage in STDC’s development. The successful candidate will play a key role in shaping the organisation’s workforce, supporting and developing staff, promoting a positive work environment, strengthening organisational capacity and contributing to the delivery of employment and progression service programmes. The post offers an opportunity to influence both people strategy and service delivery as a member of the Senior Management Team.
The role involves the following key elements:
Human Resources
In association with the board and the CEO, the postholder will be responsible for recruitment, employee relations, staff development, promoting a positive working environment, policy development and employment law compliance, and ensuring that the organisation has the staffing capacity required to deliver its programmes into the future.
Employment Services
The postholder will manage assigned Employment Services programmes (e.g. LAES, Tús, Community Employment) with responsibility for programme delivery, staff performance, compliance and achievement of agreed targets.
Key Responsibilities
1. Human Resources
- In association with the board and CEO, lead and manage STDC’s Human Resources function.
- Ensure compliance with employment legislation, HR policies and organisational procedures.
- Lead workforce planning, succession planning and the identification of future staffing and skills requirements.
- Support Senior Management Team (SMT) in dealing with employee relations, performance, grievance and disciplinary matters.
- Advise the Chief Executive Officer and Senior Management Team on employee and workforce matters and employment legislation.
- Develop and implement a formal HR strategy aligned with organisational objectives
- Oversee recruitment, induction, probation and staff exit processes.
- Identify organisational training needs and lead the implementation of organisation-wide staff development programmes.
- Ensure HR records, contracts, HR systems and workforce information are accurate, up-to-date and compliant.
2. Employment Services
- Manage assigned Employment Services programmes e.g. LAES, Tús, etc
- Lead, manage and support assigned programme staff, ensuring effective performance, development and accountability.
- Monitor programme performance, compliance and achievement of agreed targets.
- Ensure programmes operate in accordance with funder, contractual and organisational requirements.
- Build and maintain relationships with funders, partners and other stakeholders.
- Prepare programme reports, returns and funding claims as required.
- Provide reports to the CEO and board as requested
3. Promote Positive Working Environment
- Take a lead role in initiatives aimed at promoting and supporting positive working relations, including e.g. Employee assistance programme and wellbeing initiatives
- Oversee the implementation of the Dignity at Work policy of STDC, working to ensure compliance and address any non-compliance.
4. Senior Management Team Responsibilities
- Contribute to the work of the SMT
- Support organisational planning, policy development and service improvement.
- Support auditing, monitoring and quality assurances processes
- Maintain accurate documentation and records in line with GDPR and regulatory requirements
- Prepare reports and papers for the Board and CEO as requested
- Represent STDC on various forums / committees as requested
Essential Requirements
Candidates must demonstrate:
- A Level 8 qualification in Human Resource Management, Management, Business, Organisational Development or a related discipline.
- Significant experience in human resource management and employee relations.
- Strong knowledge of Irish employment legislation and HR best practice.
- Experience managing programmes, projects or services and delivering agreed outcomes.
- Experience advising and supporting managers on performance management, attendance management, grievance and disciplinary matters.
- Experience leading recruitment, induction, probation and staff development processes.
- Experience developing, implementing and reviewing HR policies and procedures.
- Experience managing confidential and sensitive employment matters.
- Experience preparing reports, recommendations and briefing papers for senior management and/or boards.
- Experience managing staff and leading teams.
- Strong leadership, communication, influencing and interpersonal skills.
- Ability to operate effectively as a member of a Senior Management Team and contribute to organisational planning and decision-making.
- Excellent organisational, administrative and IT skills.
- Full driving licence and access to transport.
Desirable Requirements
- Relevant level 9 professional qualification and/or membership of the Chartered Institute of Personnel and Development (CIPD).
- Experience working in the community, voluntary, charitable or local development sector.
- Experience of publicly funded programmes and services.
- Experience managing employment, labour market activation or progression services.
- Knowledge of Employment programmes such as Local Area Employment Services, Tús and Community Employment Scheme.
- Experience working with Government departments, statutory agencies and programme funders.
- Experience supporting Boards of Directors and Board sub-committees.
- Experience in organisational development, service improvement or change management.
- Experience using HR, CRM or workforce information systems.
