About the Position


ICPS is seeking a Human Resources Communications Manager to ensure that communication across the HR function is clear, consistent, and operationally effective. Reporting to the Human Resources Communications Director, this role plays a central part in maintaining organizational clarity by translating communication frameworks into structured, day-to-day execution. At its core, the role exists to eliminate confusion. The Communications Manager ensures that staff, candidates, and internal stakeholders receive the right information, at the right time, through the right channels. This requires strong coordination, attention to detail, and the ability to manage multiple communication streams without loss of accuracy or consistency. Operating at the intersection of HR operations and communication, the role involves managing communication officers, maintaining high standards of documentation and messaging, and ensuring that all communication supports efficient organizational functioning. To support focused execution, the role is structured across two specialized pathways. Candidates may indicate a preference; final alignment will be determined based on capability and organizational needs:


Internal Communications (Organizational Track)

  • Focused on ensuring clarity within the organization by managing internal communication flows, supporting onboarding processes, and maintaining accurate, structured communication across HR functions. This track plays a key role in enabling employees to operate with clear, consistent, and reliable information.


External Communications (Candidate Track)

  • Focused on managing candidate-facing communication in close coordination with recruitment teams. This track ensures that all candidate interactions are timely, consistent, and professional, directly contributing to a structured and positive recruitment experience.


Key Responsibilities

As the HRCM, you will have a vital role in overseeing HR communication processes, ensuring clear and effective messaging across all levels of the organisation. Your key responsibilities will include:


Communication System Ownership and Control

  • Own the performance of HR communication across internal and external channels by implementing and enforcing execution standards defined by the HRCD, monitoring information flow, and intervening where breakdowns occur to ensure consistency, clarity, and operational reliability.


Information Governance and Process Integrity

  • Implement and enforce standards for documentation, onboarding communication, and communication records, ensuring that all information is accurate, traceable, and aligned with HR processes, while eliminating inconsistency and duplication across teams.


Communication Workflow Execution

  • Ensure structured communication workflows are consistently followed, including message tracking, response timelines, and escalation handling, to maintain reliability and prevent communication breakdowns. Monitor communication effectiveness through indicators such as response time, accuracy, and stakeholder feedback, and take corrective action to maintain high standards of communication performance.


Team Management and Output Accountability

  • Manage and direct Communication Officers with full accountability for output quality, response timeliness, and execution discipline, ensuring that all communication activities meet defined standards and support broader organisational effectiveness.


Skills and Competencies Required:


Communication Operations Management

  • Ability to run communication as an operational function, with control over workflows, output quality, and system reliability rather than isolated messaging activities.


Governance, Control, and Standard Enforcement

  • Strong capability to define standards, enforce compliance, and maintain consistency across distributed teams, particularly in environments with high communication volume and variability.


Leadership and Execution Accountability

  • Proven ability to manage teams with clear ownership of outcomes, drive performance, and correct underperformance in a structured and disciplined manner.


Qualifications


  • A master’s degree in Human Resources, Communications, Public Relations or a related field is required.
  • A minimum of 5 years’ experience in human resources communications, with a proven track record of managing both internal and external communication functions. Strong expertise in communication strategy development and implementation within HR departments, particularly in global or non-profit settings, is preferred.
  • In-depth knowledge of human resources functions, including recruiting, hiring, employee relations, culture-building, and overall HR management. A background in HR team management is essential, as well as experience in supporting or leading HR operations within diverse teams.
  • Extensive experience in the creation, review, and distribution of HR documentation, guides, and resources. Expertise in maintaining accurate and up-to-date records, ensuring that all communication materials align with organisational policies, regulatory standards, and industry best practices.
  • Excellent conflict resolution abilities, with the capacity to address challenges that may arise during the communication process or within team dynamics. Strong problem-solving skills to ensure smooth communication and effective solutions.
  • A demonstrated sensitivity to cultural, gender-based, religious, racial, national, and age differences.
  • The highest standards of integrity and discretion, with the ability to maintain confidentiality and handle sensitive information in accordance with ethical guidelines. Trustworthiness in managing confidential HR-related data is paramount.
  • Comfortable with a part-time commitment (8–10 hours per week, 20%), with the flexibility to choose working hours and work remotely.
  • Fluency (C1) within English, French and German are advantageous but not required.
  • A motivational and empathetic leadership style, with a commitment to fostering inclusivity, integrity, and excellence. Strong interpersonal skills to inspire trust and credibility within the organization.
