We are seeking an experienced, self-motivated and hands-on Human Resources Senior Executive (HRD Corp Specialist) to independently manage JRC's HR operations, with a strong emphasis on HRD Corp administration, training grant applications, claims management and compliance.
The ideal candidate must have proven, practical experience managing HRD Corp processes from start to finish, alongside strong HR generalist capabilities in Malaysian employment legislation, payroll, statutory compliance, recruitment and employee administration.
This is a full-time, semi-remote position.
Key Responsibilities:
HRD Corp Administration and Training Coordination
- Independently manage end-to-end HRD Corp processes, including employer-related administration, levy compliance, training grant applications, claim submissions, supporting documentation, verification and follow-ups.
- Coordinate HRD Corp claim-related requirements for JRC's training programmes, including liaising with clients, trainers and HRD Corp representatives to facilitate grant applications, documentation and claims.

- Maintain comprehensive records of training programmes, grant approvals, claims, levy utilisation and supporting documentation to facilitate compliance, reconciliation and audit readiness.
- Conduct training needs analysis and coordinate internal learning and development initiatives, maximising eligible HRD Corp training opportunities.
Human Resources Management and Operations
- Independently manage the full spectrum of HR functions, including HR policies, statutory compliance, payroll, recruitment, performance management, employee relations and administration.
- Develop, implement and maintain HR policies, standard operating procedures (SOPs) and the Employee Handbook in accordance with Malaysian employment legislation and JRC's operational requirements.
- Ensure accurate and timely statutory compliance, including EPF, SOCSO, EIS, PCB/MTD and other applicable employment-related obligations.
- Manage end-to-end monthly payroll processing, including salary computation, verification, disbursement, reconciliation, statutory deductions and annual reporting requirements.
- Prepare and administer employment-related documentation, including appointment, confirmation, variation, promotion, disciplinary and cessation of employment letters.
- Administer employee leave, attendance, claims, medical coverage, insurance and benefits, while maintaining accurate and confidential employee records.
- Manage the full recruitment lifecycle, including manpower planning, sourcing, screening, interviews, selection, onboarding and induction.
- Develop and administer performance management processes, including KPI setting, appraisals, performance improvement plans and remuneration reviews.
- Handle employee relations, grievances and disciplinary matters, including investigations, show-cause procedures and domestic inquiries, ensuring appropriate documentation and due process.
- Support employee engagement, wellbeing and organisational culture initiatives suited to JRC's hybrid working environment.
- Prepare HR reports and management dashboards covering headcount, turnover, payroll, recruitment, training and statutory compliance.
- Coordinate workforce-related data for JRC's sustainability and governance disclosures, including diversity, employee turnover, training hours and labour practices.
- Provide proactive HR advisory support to Management on employment legislation, workforce planning, compensation, organisational development and HR-related risks.
- Liaise with government agencies, statutory bodies, external advisers and other stakeholders on HR-related matters.
- Support broader office administration, internal governance and organisational initiatives as required.
Requirements:
