Industrial Indirect & CAPEX Procuremet Manager

Our client is a global pharmaceutical company with manufacturing operations in Türkiye and a strong international presence.

To support its manufacturing operations and regional procurement strategy, we are looking for an Industrial Indirect & CAPEX Procurement Manager who will lead procurement activities across capital investments and industrial indirect categories, ensuring cost efficiency, operational continuity, supplier performance, and compliance.

About the Role

Reporting to the Sr. Director Group Procurement – Direct & Indirect Industrial, South East & MENA, the Procurement Manager will be based at the Çerkezköy manufacturing site, with occasional work at the Maslak office.

The successful candidate will manage CAPEX and industrial indirect procurement activities, working closely with Engineering, Manufacturing, Maintenance, Quality, EHS, Finance, and Legal teams to optimize total cost of ownership, manage supplier relationships, and support regional procurement initiatives.

Responsibilities

• Lead CAPEX sourcing for equipment, production lines, automation, utilities, infrastructure, and engineering projects.
• Manage RFQ/RFP processes, supplier selection, commercial evaluations, negotiations, contracting, and project close-out.
• Apply TCO, benchmarking, value engineering, and decision-matrix methodologies to support procurement decisions.
• Develop category strategies for MRO, spare parts, maintenance, calibration, technical services, utilities, facilities, and factory consumables.
• Drive supplier consolidation, framework agreements, standardization, catalogues, and demand management initiatives.
• Manage supplier relationships, contractual commitments, performance, and sourcing risks across critical categories.
• Lead commercial negotiations and manage payment terms, guarantees, warranties, delivery conditions, penalties, change orders, and claims.
• Drive cost savings, cost avoidance, and TCO improvement initiatives while monitoring project spend and budget variances.
• Ensure compliance with Group Procurement policies, approval authorities, GMP, EHS, and ethical standards.
• Collaborate with cross-functional stakeholders to ensure technical, commercial, quality, and operational alignment.
• Drive procurement process improvements, SAP S/4HANA, e-procurement, reporting, and data-quality initiatives.
• Lead, coach, and develop the procurement team, ensuring clear ownership, priorities, and performance expectations.

Qualifications

• Bachelor's degree in Industrial, Mechanical, Electrical and Electronics Engineering, or a related technical engineering discipline. A master's degree is preferred.
• Minimum 8 years of procurement experience within manufacturing environments.
• Strong experience in CAPEX, MRO, engineering services, and industrial indirect procurement.
• Minimum 4 years of people-management or significant project-leadership experience.
• Experience in pharmaceutical or other regulated manufacturing industries is preferred.
• Strong expertise in strategic sourcing, RFQ/RFP, commercial negotiations, contract management, and supplier performance management.
• Solid knowledge of TCO, cost analysis, benchmarking, value engineering, and CAPEX budget management.
• Advanced SAP or similar ERP knowledge, e-procurement experience, and strong Excel skills.
• CIPS, CPSM, PMP, or equivalent professional certifications are preferred.
• Excellent analytical, commercial, negotiation, and stakeholder-management skills.
• Fluent English and Turkish are required.
• Ability to work regularly at the Çerkezköy manufacturing site, with residence in Çerkezköy, Çorlu, nearby districts, or the western corridor of Istanbul preferred.
• Willingness to travel domestically and internationally as required (approximately 5–10%).

Work Model: Site-based position at the Çerkezköy manufacturing facility, with remote working available on Mondays and Fridays, subject to operational requirements. Maslak office attendance as required.
