Job Description - Industry and Policy Specialist (Hybrid) (822779) Job Description Industry and Policy Specialist (Hybrid) - ( 822779 ) Description Industry and Policy Specialist (Hybrid) Program Specialist III-IV The Texas Workforce Commission (TWC) is looking for an Industry and Policy Specialist with experience in industry engagement, state policy and legislative processes, and working in a fast-paced, structured environment. The preferred candidate would be a knowledgeable and engaging industry subject-matter expert, a curious and resourceful researcher, and a capable state policy and legislative process coordinator who can collaborate effectively and think strategically. The position reports to the Deputy Director of the Outreach and Employer Initiatives Division and works with Commission staff, executive leadership, and staff from across the agency, as well as external stakeholders such as industry associations and local workforce development boards. You'll work in the Outreach and Employer Initiatives Division, a top-rated Division in the agency's annual Survey of Employee Engagement. What You'll Do: -The Industry and Policy Specialist performs an array of technical, training, research, planning, policy, program assignments, and administrative activities related to the Outreach and Employer Initiative programs and initiatives. Industry and Policy Specialist performs complex to highly complex (senior-level) consultative services. Works under general to limited supervision, with moderate latitude for the use of initiative and independent judgment. -Work with in-house Government Relations and General Counsel teams to develop and update agency rules and parameters, coordinate Division's response to policy and legislative inquiries, manage Fiscal Impact Notes, and help analyze the impact of current and proposed legislation. Prepare briefs, reports, research, and discussion papers on various topics and subjects. -Learn, engage, analyze, and discover the trends in Texas' key industries. Become the subject-matter expert and build deep and lasting relationships with industry leaders and representatives. Know what work and, most importantly, what doesn't. Discover the industry's needs, barriers, challenges, and opportunities and make recommendations to the Division leadership to align industry needs with the agency's programs and initiatives to serve Texas employers. -While teleworking is allowed, much of your work will be done in our headquarters on the north lawn of the Texas State Capitol in Austin. -Some travel is expected as you connect with industry leaders throughout Texas. -Perform other duties as needed. Minimum Qualifications: -Program Specialist III: Graduation from an accredited four-year college or university plus one year of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency. -Program Specialist IV:Graduation from an accredited four-year college or university plus one year and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency. -Both Levels: One year of full-time experience may be substituted for each year (30 semester hours) of education.
