1. Purpose of the Consultancy
The main objectives of this consultancy are to:
· Provide practical instructional-design support to convert approved leadership and people-management content into six clear and user-friendly virtual learning modules.
· Support the formatting and packaging of the leadership toolkit and related facilitator and participant resources using agreed WHO templates, tools and standards.
2. Background
WHO EMRO is advancing its organizational transformation to strengthen leadership and organizational effectiveness across WHO Country Offices. The consultancy contributes by transforming approved leadership and people-management content into clear, practical and accessible virtual learning modules, toolkit materials and related learning resources. Work will be delivered under BOS/HRT guidance and aligned with EMRO priorities and timelines. The consultancy is funded under the HRT/SDL workplan.
3. Planned timelines (subject to confirmation)
Start date: 1 November 2026
End date: 4 months from the start date
4. Work to be performed
Under the HRT/SDL workplan, the consultant will deliver the following outputs:
Output 1: Leadership Learning Curriculum and Content Package Developed
- Deliverable 1.1: Deliver learning curricula, session outlines and instructional frameworks for leadership, people management and HR capacity-building programmes targeting WHO Representatives, Deputy WHO Representatives, Operations Officers and HR professionals.
- Deliverable 1.2: Prepare learning materials, including facilitator guides, participant workbooks, case studies, exercises, simulations, job aids and learning resources.
Output 2: Digital and Blended Learning Products Developed
- Deliverable 2.1: Prepare learning storyboards and instructional designs for virtual learning modules aligned with the project learning objectives and WHO standards
- Deliverable 2.2: Create and package multimedia learning content, assessments, assignments and learner engagement activities for delivery through digital learning platforms.
Output 3: Learning Evaluation and Knowledge Products Produced
- Deliverable 3.1: Compile and administer pre- and post-learning assessment tools, participant feedback instruments and learning evaluation mechanisms.
- Deliverable 3.2: Prepare a summary report documenting learning products developed, learner engagement approaches, lessons learned and recommendations for future scaling and sustainability of the programme.
5. Specific requirements
- Qualifications required: First university degree in administration, instructional design, education, educational technology, communications, learning and development or a related field.
- Experience required: Up to 5 years of relevant professional experience in instructional design, storyboarding, e-learning content development, digital learning materials or preparation of facilitator and participant resources. Experience producing learning materials for an international or multicultural audience is desirable.
- Skills / Technical skills and knowledge: Good knowledge of adult-learning principles, learning objectives, storyboarding and basic assessment design; ability to translate approved technical content into clear learning materials; proficiency in Microsoft PowerPoint and commonly used e-learning or content-authoring tools; good editing, quality-check and version-control skills.
- Language requirements: Expert knowledge of English is required. Intermediate knowledge of Arabic and/or French is desirable.
6. Place of assignment
Off-site (home-based). The consultant will work remotely and be available for virtual meetings during WHO EMRO working hours, as required.
7. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8. Travel
No travel is anticipated. Any exceptional travel requires prior WHO authorization and will follow applicable WHO rules and procedures.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed

- Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
