Overview
DecisionPoint seeks a Journeyman Instructional Designer / Train-the-Trainer Specialist to develop and deliver technical learning solutions for the USMEPCOM ENLIST program. This role transforms subject matter expert knowledge, standard operating procedures, system releases, technical changes, and lessons learned into effective courses, labs, job aids, microlearning products, exercises, and performance-based assessments.
The Instructional Designer / Train-the-Trainer Specialist will apply adult-learning principles, accessible-content standards, technical-writing practices, and instructional-design methodologies to create practical learning experiences for Government IT personnel. The successful candidate will deliver virtual and classroom sessions, facilitate technical exercises, prepare instructors and subject matter experts to deliver training, and evaluate whether learners can apply new knowledge and skills in operational settings.
This position is remote, with preference given to candidates located in or near Chicago.
Note: By applying to this position, you acknowledge and consent to having your resume included in an active competitive government contract bid.
Duties & Responsibilities

- Apply adult-learning principles and instructional-design methodologies throughout analysis, design, development, implementation, and evaluation.
- Develop accessible training content that supports diverse learners and applicable accessibility requirements.
- Ensure training materials are accurate, current, technically validated, clearly written, and consistently formatted.
- Coordinate technical reviews and validation with subject matter experts, system owners, instructors, quality personnel, and Government stakeholders.
- Incorporate reviewer comments, testing results, learner feedback, and lessons learned into updated courseware.
- Deliver engaging virtual, classroom, side-by-side, pair-programming, workshop, lab, and blended-learning sessions.
- Facilitate practical exercises, discussions, demonstrations, coaching sessions, and learner-assessment activities.
- Observe and evaluate instructors or subject matter experts during practice delivery and provide constructive feedback.
- Support pilot sessions, course testing, release-readiness training, and post-deployment learning activities.
- Align training content with system releases, migrations, upgrades, modernization efforts, operational priorities, and workforce learning paths.
- Coordinate course schedules, learner communications, enrollment information, prerequisites, technical access, training environments, and supporting materials.
- Maintain course files, version histories, review records, source materials, accessibility documentation, assessments, and completion evidence.
- Track participation, completion, assessment results, learner feedback, proficiency outcomes, and recommended improvement actions.
- Evaluate training effectiveness and recommend improvements to content, delivery methods, exercises, assessments, and supporting resources.
- Support technical knowledge transfer during transition-in and transition-out activities.
- Protect sensitive Government, program, personnel, training, and technical information.
