Kmc Solutions IncThe Quantity Surveyor Officer provides technical support in quantity surveying, cost estimation, tendering, value engineering, and project cost management for corporate office, BPO, office fit-out, renovation, and design-and-build projects.
The role is responsible for preparing accurate quantity take-offs, cost estimates, BOQs/BOMs, vendor quotation evaluations, and project cost documentation. The Quantity Surveyor Officer works closely with the Project Management, Design & Engineering, Procurement, and Operations teams to support projects in achieving the required scope, quality, and budget.
The role will also assist in identifying cost-saving and value engineering opportunities and support the Senior Quantity Surveyor/Project Manager in project cost monitoring and commercial activities.

DUTIES AND RESPONSIBILITIES
1. ESTIMATE AND COSTING
- Prepare quantity take-offs, BOQs/BOMs, and cost estimates for office fit-out, renovation, reconfiguration, and design-and-build projects.
- Assist in developing and maintaining standard RFP, Bill of Cost, and Bill of Materials templates.
- Maintain historical cost data from completed KMC office builds and renovation projects.
- Assist in maintaining industry and market cost benchmarks for office fit-out works.
- Review architectural, engineering, and MEPF drawings and specifications to identify quantities and project requirements.
- Assist in identifying discrepancies, missing scope, and cost implications in project documents.
- Ensure that estimates are complete, accurate, and aligned with the approved project brief and KMC Technical Standards.
- Support the Senior QS in preparing preliminary and detailed project cost estimates.
2. PRE-PROJECT IMPLEMENTATION
- Assist the Project Manager in preparing and documenting the project brief.
- Prepare quantity take-offs and costing based on approved drawings, specifications, and scope of work.
- Coordinate with the Design/Engineering and Project teams to clarify project requirements.
- Prepare RFIs and clarification requests for contractors, vendors, and consultants when required.
- Assist in preparing and issuing RFPs/RFQs and Requests for Inspection to accredited vendors and contractors.
- Review and evaluate BOMs, BOQs, bid documents, and vendor quotations.
- Check vendor proposals for completeness, scope alignment, exclusions, assumptions, and pricing discrepancies.
- Ensure that vendor/contractor proposals comply with KMC Technical Design Standards and the approved project brief.
- Prepare bid comparison and evaluation summaries for review by the Senior QS and Project Manager.
- Assist in preparing tender documents and related award/rejection documentation.
3. VALUE ENGINEERING AND COST OPTIMIZATION
- Assist the Senior QS, Project Manager, and Design/Engineering team in identifying value engineering opportunities.
- Research alternative materials, suppliers, systems, and construction methods that may provide cost savings.
- Prepare cost comparisons for proposed alternatives.
- Assist in evaluating the cost impact of design changes.
- Ensure that proposed cost-saving alternatives do not compromise project functionality, quality, safety, or technical requirements.
- Maintain records of approved value engineering and cost-saving initiatives.
4. TENDER AND VENDOR QUOTATION EVALUATION
- Collect and organize contractor and vendor quotations.
- Prepare detailed commercial comparison sheets.
- Check quantities and unit rates against approved BOQ/BOM and project requirements.
- Identify significant differences in pricing, scope, exclusions, and commercial terms.
- Coordinate with vendors and contractors to clarify quotations and obtain missing information.
- Assist the Senior QS in commercial evaluation and negotiation activities.
- Provide accurate supporting information for management's review and approval.
5. PROJECT COST CONTROL
- Assist in monitoring project costs against the approved budget.
- Maintain project cost records, approved BOM/BOQ, commitments, and variations.
- Track approved changes and additional works.
- Assist in identifying potential cost overruns and discrepancies.
- Prepare regular cost updates for review by the Senior QS and Project Manager.
- Ensure that project cost information is updated and properly documented.
- Assist in maintaining project cost reports and cost-to-complete information.
6. PROJECT IMPLEMENTATION
- Maintain the approved Bill of Materials / Bill of Quantities for implemented projects.
- Assist Project Management and Procurement with Owner-Supplied Material procurement planning.
- Review project variation and change order documentation.
- Validate quantities and scope of proposed variations against approved drawings and project requirements.
- Assist in evaluating the cost impact of variations and additional works.
- Coordinate with Project Management, Design/Engineering, Procurement, vendors, and contractors to clarify cost-related issues.
- Conduct site visits when necessary to verify actual project conditions, quantities, and completed works.
7. POST-PROJECT IMPLEMENTATION
- Assist in preparing post-project cost and material reviews.
- Compare estimated costs against actual project costs.
- Document significant cost variances and lessons learned.
- Update historical cost data based on completed projects.
- Assist the Project Manager in completing Post-Construction Compliance.
- Provide project information that can be used to improve future estimates and cost benchmarks.
8. TEAM AND PROCESS SUPPORT
- Provide technical support to other QS team members when required.
- Follow established QS procedures, templates, and costing methodologies.
- Ensure that all quantity take-offs, estimates, BOQs/BOMs, and bid evaluations are properly reviewed and documented.
- Support continuous improvement of QS templates, cost databases, and processes.
- Perform other related duties that may reasonably be assigned by the immediate supervisor.
MINIMUM COMPETENCIES
- Knowledge of Quantity Surveying, Cost Estimation, and Cost Control.
- Ability to read and interpret architectural and engineering drawings and CAD files.
- Basic to good understanding of office fit-out and MEPF works, including electrical, mechanical, plumbing, FDAS, and other related systems.
- Knowledge of construction materials, labor, and basic market pricing.
- Ability to prepare quantity take-offs, BOQs/BOMs, and cost estimates.
- Ability to review and compare vendor and contractor quotations.
- Basic understanding of value engineering and cost optimization.
- Strong numerical and analytical skills.
- Strong attention to detail and accuracy.
- Good communication and coordination skills.
- Flexible, resourceful, and able to work under pressure.
- Willing to conduct site visits when required.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Quantity Surveying, Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, or equivalent.
- Minimum 2–4 years of experience in Quantity Surveying, Cost Estimation, Cost Control, or related construction/fit-out work.
- Experience in office fit-out, BPO, corporate interiors, renovation, construction, or design-and-build projects is preferred.
- Experience with a Design & Build company, General Contractor, Fit-Out Contractor, or Construction Company is an advantage.
- Proficient in Microsoft Excel and MS Office.
- Knowledge of AutoCAD.
- Exposure to quantity surveying/estimating tools such as Planswift, CostX, Bluebeam, or equivalent is an advantage.
