The Details:
In-Office Requirements: This role requires up to 40% presence at our Downtown Seattle headquarters, as defined by the Collective Bargaining Agreement (CBA). Standard business hours Monday–Friday, 8:30 a.m.–5:00 p.m. This position will require some weekend and evenings with flex in our standard work hours.
Remote Work Eligibility: For employees residing outside of the Seattle metropolitan area, remote work may be considered in WA. Final approval is determined through a management review process.

About the Position:
Reporting to the Director of Training Benefit Operations and Training Administration, the Integration Testing Program Specialist II serves as the operational lead for the organization's Home Care Aide testing program. This role oversees testing operations, quality assurance, compliance, and testing integrity to support the successful delivery of Washington Department of Health-approved knowledge and skills examinations.
Working closely with internal teams, regulatory partners, and stakeholders, this position drives operational excellence, continuous improvement, and program effectiveness. Through collaboration, problem-solving, and data-informed decision-making, the Integration Testing Program Specialist II helps support a skilled home care workforce and advances the organization's commitment to high-quality training and certification programs.
You Will:
- Lead the administration and delivery of Washington Department of Health-approved Home Care Aide knowledge and skills examinations across the state;
- Serve as the operational owner of the Testing Integration Program, ensuring effective implementation, execution, and continuous improvement of testing operations;
- Develop, implement, and maintain scalable workflows, policies, procedures, and onboarding materials that support consistent and efficient program delivery;
- Coordinate cross-functional efforts to ensure testing operations align with organizational objectives, regulatory requirements, and learner needs;
- Ensure compliance with Washington Department of Health regulations, testing standards, exam security requirements, and testing integrity protocols;
- Lead the organization's quality assurance program, monitoring program quality, operational effectiveness, and adherence to established standards;
- Lead cross-functional projects, pilot initiatives, and process improvement efforts that enhance program performance, learner outcomes, and operational efficiency;
- Monitor testing capacity, operational performance, learner outcomes, and key program metrics to identify trends, opportunities, and areas for improvement;
- Analyze program, operational, financial, and travel-related data to support strategic decision-making and resource management
- Participate in planning, staffing structuring, forecasting, and decisions by providing data-driven recommendations;
- Develop reports, dashboards, presentations, and business cases that communicate program performance, insights, and recommendations to leadership and stakeholders;
- Build and maintain collaborative relationships with regulatory agencies, testing partners, vendors, and internal stakeholders to support successful program operations;
- Serve as a trusted resource and subject matter expert on testing operations, program requirements, and regulatory expectations;
- From time to time, perform other duties commensurate with the level of this position.
You Will Need to Have:
- Bachelor's degree in Business Administration, Education, Healthcare Administration, Public Administration, or a related field, or an equivalent combination of education and experience;
- 5+ years of program, operations, or project leadership experience in a complex or regulated environment;
- 3+ years of experience leading cross-functional initiatives and driving results through collaboration and influence;
- Experience developing and improving processes, workflows, policies, and operational procedures;
- Ability to analyze data, identify trends, and make sound business recommendations;
- Experience supporting budgeting, forecasting, resource planning, or operational decision-making;
- Knowledge of quality assurance, compliance, and risk management principles;
- Proven ability to build effective relationships and collaborate with stakeholders across multiple teams;
- Excellent organizational, communication, problem-solving, and prioritization skills.
It Will Be Great if You Have:
- Experience supporting certification, credentialing, licensure, testing, or examination programs.
- Knowledge of Washington State Home Care Aide certification requirements.
- Experience working with regulatory agencies, statewide programs, or highly regulated environments.
- Experience in healthcare, workforce development, adult education, or training administration.
- Experience utilizing Washington Department of Health iCode or similar testing management systems.
Salary Range:
- $89,356.91 to $116,590.51
- Candidates with more than 5-years experience usually land near the $103,589.15 range.
