Department Overview

The mission of the Information Technology Group (ITG) is to develop, implement and maintain technology-based services and solutions to enable OHSU to effectively manage information to accomplish its missions.

Reporting directly to the Senior Vice President and OHSU Chief Information Officer, the Chief Technology Officer (CTO) is a member of the ITG executive leadership team and sets the vision, strategy, and direction for OHSU's core technology infrastructure and architecture. The CTO has broad oversight of technology and infrastructure operations, projects and planning, and holds ultimate responsibility for the technology services components of OHSU's strategic and tactical initiatives. The CTO also positions the organization to adopt emerging technologies in ways that advance OHSU's clinical, research and academic missions.

The most critical function of the role is ensuring the ongoing, 24x7 operation of OHSU systems and networks. A stable, secure and resilient technology environment is vital to business continuity for the university.

The CTO leads the Technology Infrastructure, Design and Engineering (TIDE) Division, which delivers enterprise-wide core technology support including networks, compute and storage, telecommunications support, data centers, design and construction, collaboration and core applications and business continuity.

Function/Duties of Position

Technology Management

The strategic role of the Chief Technology Officer (CTO) is to establish direction and technology vision, to develop and pursue technical standards, to set general direction around core technology architecture and to evaluate and guide the adoption of emerging technologies. The operational role is to create and maintain the structure necessary to ensure business continuity through a stable technology infrastructure.

These roles translate to the following major responsibilities:

  • Responsible for defining a robust, scalable, extensible technology architecture that is fully integrated with the wider enterprise architecture and aligned with industry best practices.
  • Responsible for defining engineering and technical standards, processes and procedures for core technology, and ensuring consistent adoption across the division.
  • Directs the delivery and ongoing reliability of core technology services, systems and networks. Includes oversight of operational procedures and disaster planning. Ensures infrastructure is designed and maintained in accordance with security standards established by the Chief Information Security Officer and broader enterprise architecture strategy.
  • Responsible for establishing IT capacity planning to ensure technology infrastructure meets OHSU’s current and future needs. Proactively identifies technical infrastructure risks, emerging requirements and systems issues, and develops solutions.
  • Establishes and oversees performance metrics and measurements for division to inform tactical and long-range decision making.
  • Manage departmental operating and capital budgets and partner with Vendor Management to oversee strategic technology vendor relationships and contracts.

Division Leadership

The Chief Technology Officer (CTO) provides supervision and mentoring to Directors and frontline managers in the division. These directors and managers have day-to-day, functional responsibility for their areas and their perspectives are best focused on their individual specializations. The CTO’s role is to ensure that the collective group works in a unified, collaborative, cohesive direction.

ITG Executive Management

The Chief Technology Officer (CTO) is a member of the ITG executive management team, which collectively strives toward the common goals, strategies and vision of ITG and OHSU. Works with executive management to determine and execute the strategic goals and initiatives in support of the broader organization.

As part of the executive team, the CTO will gain a broad view of OHSU’s IT strategies and operations, which they must translate to efforts, direction and oversight within the division.

The CTO represents ITG executive management on committees and other groups.

Required Qualifications

Education and Experience

  • Master’s degree in information technology or related field; OR

  • Bachelor’ s degree in information technology or related field and significant experience in Information Technology.

  • Minimum of 8 years of progressively responsible management positions in information technology.
  • Three years of experience in technology management at senior management level, including budgeting and financial reporting.
  • Experience evaluating business requirements, technology options, operating models, costs, risks, and governance considerations. Significant organizational and management skills, specifically within a large organization.
  • Experience developing and implementing IT strategies.
  • IT project/program management experience to successfully manage small- and large-scale applications projects.
  • Experience in a complex technology environment.

Skills and Abilities

  • Broad range of knowledge of IT systems, networks, telecommunications.
  • Effective leadership of highly skilled management and technical personnel in overseeing the development and implementation of technology strategy and planning.
  • Superior oral, written and communication skills.
  • Ability to operate in a highly stressful environment, demonstrating good judgment and creative/original thinking to address the demands of the business.
  • Ability to influence, motivate and provide clear direction.
  • Ability to use tact and diplomacy to maintain effective working relationships.
  • Skilled in overseeing multiple projects with budget responsibilities.
  • Demonstrated skill in managing operational and capital budgets.
  • Must have knowledge of ITIL service management concepts.

Preferred Qualifications

  • Experience managing in a union environment.
  • Experience in an academic health system, healthcare, higher education, or similarly complex regulated environment.
  • Expert knowledge in information technology (systems, telecommunications, networks).
  • Knowledge of healthcare, research and academic environments and applications.
  • Knowledge of quality management and performance improvement techniques.

Additional Details

Location: This position is eligible for hybrid-remote work, the work location will primarily be remote with with occasional meetings and events onsite at various OHSU locations.
