WHO YOU ARE: Seeking an IT professional to lead the team responsible for the development and maintenance of Workforce System applications. The ideal candidate will have strong leadership, problem solving, critical thinking and analytical skills. Must have the ability to communicate in a professional, customer-focused manner. This position is eligible for telecommuting from anywhere in the state of Texas. The ideal candidate must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule and provide excellent customer support, be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours. WHAT YOU WILL DO: The IT Manager performs complex to advanced (senior-level) managerial work administering the daily operations and activities for the Workforce Systems team while often working with other team leaders and departments. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under general to limited supervision, with moderate to considerable latitude for the use of initiative and independent judgment. Maintains a reliable, predictable work schedule, and/or be called upon to work outside of normal business hours to sustain operations or complete urgent assignments and provide on-call activities. YOU WILL BE TRUSTED TO: -Perform management/supervisor functions including, but not limited to: performance planning and reviews (PPR's), counseling related to performance or disciplinary matters, career development, planning, assigning and overseeing work activities. Performs activities related to acquiring and retaining talented staff. -Coordinate interfacing with other Agency application systems, teams, and vendors. Facilitate maintenance and operational support with vendors and assists with vendor contract management. -Establish short to medium-range goals, objectives and priorities for development team and assigned projects. -Manage all technical aspects of the projects to ensure timely completion through activity definition, sequencing, duration estimation, schedule development, and schedule control. -Coordinate with project sponsors/users and Systems Analyst team to define and control project scope. -Maintain and apply configuration management, quality control/assurance, risk management and standard SDLC processes to ensure changes to Workforce Systems-related applications are identified, controlled and available. -Coordinate the fulfillment of internal and external audit reviews. -Effectively communicate technical issues, project work status, progress, and issues to management, project team, and project sponsors in both written and verbal form. -Provide training, develop and conduct presentations and/or system demonstrations. -Develop guidelines, procedures, policies, and standards. Monitors compliance of staff in meeting established standards. -Develop and implement quality assurance procedures, standards and methodologies. -Identify project risks and develops/implements appropriate mitigation strategies. -Responsible for ensuring that all technical procedures and specifications related to disaster recovery efforts are properly maintained. -Develop resource and cost estimates, manages budgets and expenditures. -Actively participates in maintaining and providing input to the departmental dashboard. -Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and SOPs that govern TWC IT. -Contribute to teamwork and communicate effectively. -Promote an image of IT excellence. -Perform other duties as assigned. YOU ARE A GREAT FIT WITH: -Bachelor's degree related to Information Systems and 4 years IT experience in progressive growth, management and leadership responsible positions. -Prefer experience in Software Development Lifecycle (SDLC), DB2, Java, IBM Websphere/AIX. -Experience with DB2, Java, IBM WebSphere. -Knowledge of Drools, Sybase, SQLServer, PowerBuilder and Texas Workforce Commission programs. -Strong background in technical management processes, including structured design and development, scope control, project estimation, risk mitigation, preventive and corrective actions desired. -Ability to produce and present clear, concise and professional communications and presentations. -Strong competencies in planning, project management, leadership and organization. -Experience in managing a development team with diverse technical skillsets from both a work assignment as well as HR/professional development perspective. YOU QUALIFY WITH: -Manager III: Graduation from an accredited four-year college or university plus four years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year of which must have been in an administrative management or supervisory capacity. -Manager IV: Graduation from an accredited four-year college or university plus five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year and six months of which must have been in an administrative management or supervisory capacity. -Both Levels: One year of full-time experience may be substituted for each year (30 semester hours) of education.
