IT Procurement Manager

Our client is a leading global financial group with a network of partner banks operating across Southeast Asia.

This is a newly created, strategic role funded by the group's Corporate Banking division. It will lead procurement engagement across the group's partner banks in the region - each a major bank in its own market, operating under its own local management. The aim is simple: bring the banks together, align their buying with the overall group strategy, and use combined scale to unlock significantly bigger savings.

Role

As IT Procurement Manager, you will own the regional procurement strategy for the partner bank network. You will define buying priorities, understand each bank's future purchasing plans, and align them with group strategy - identifying where demand can be aggregated and where regional or global agreements can be extended to drive savings.

This is a hands-on, end-to-end role. You will run the full cycle yourself - from stakeholder engagement and market analysis through tendering, negotiation, contracting and supplier management - with no hand-holding. The focus is IT: software licensing, hardware, managed services and everything in between.



Key responsibilities:

• Set procurement priorities and engagement plans for each partner bank, aligned with group objectives.
• Build trusted relationships with partner bank leadership and procurement teams to shape purchasing decisions.
  

• Work closely with Head Office, Global and Regional Procurement, IT and control functions to align sourcing activity.
• Lead strategic IT sourcing end to end: tendering, negotiation, contracting and supplier selection.
• Aggregate demand across banks to leverage scale and extend group-wide commercial agreements.
• Deliver measurable value through cost savings, supplier consolidation, risk reduction and better contract terms.
• Advise on procurement policy and controls while respecting local legal and regulatory requirements.
• Influence senior stakeholders across separate legal entities without direct authority.
• Manage supplier performance and resolve or escalate commercial and contractual issues.
  

We are looking to talk to people with:

• 8-12 years in procurement, with regional or international exposure.
• Deep IT procurement expertise across software licensing, hardware and managed services.
• A proven track record running deals end to end - engagement, sourcing, negotiation and contracting - independently.
• Experience in banking or financial services is preferred, but candidates from large enterprise environments with broad IT procurement exposure are welcome.
• Strong commercial acumen and the ability to turn cost and risk analysis into clear recommendations.
• Excellent negotiation, communication and executive presentation skills.
• Cultural awareness and the ability to build consensus across countries and reporting lines.
• Willingness to travel regularly across Southeast Asia.
• A degree in Supply Chain, Business, Finance, Technology or related field; CIPS or a master's degree is advantageous.
