The Division of Technology Services is seeking an experienced Senior IT Project Manager to join the DTS UDOT Application Development team. This is an opportunity to lead complex, high-impact technology initiatives that support the systems and services UDOT relies on every day; from public-facing applications and transportation services to structures, construction, finance, aeronautics, and internal business operations.

As a Senior IT Project Manager, you will work at the intersection of technology, business, and people, partnering with agency leaders, product owners, developers, business analysts, vendors, and other stakeholders to turn complex business needs into successful technology solutions. We are looking for someone who can bring structure to complexity, build strong relationships, navigate competing priorities, and help SAFe Agile teams deliver meaningful value.

This job may be filled at either of the levels listed below. (Rate as listed or in accordance with DHRM Rules for current state employees.)

Key Responsibilities

What You'll Do

You will provide project and delivery leadership across multiple interconnected technology initiatives and will be responsible for helping teams successfully move projects from concept through implementation and into production.

Your responsibilities will include:

• Lead and manage a portfolio of complex software development and technology projects supporting UDOT.
• Partner with agency representatives, product owners, business analysts, developers, vendors, and other stakeholders to understand business needs and define project objectives, requirements, scope, and deliverables.
• Develop project plans, schedules, milestones, resource assignments, estimates, and delivery strategies.
• Coordinate resources across multiple teams and projects in a matrixed environment.
• Establish priorities and help teams balance competing demands, dependencies, and organizational priorities.
• Monitor project progress, risks, issues, dependencies, scope, schedule, budget, and resource capacity.
• Identify potential problems early and work collaboratively with teams and stakeholders to develop solutions and mitigation strategies.
• Facilitate project planning, status meetings, sprint ceremonies, backlog refinement, retrospectives, and other delivery activities as appropriate.
• Provide clear and timely project status reporting to product owners, sponsors, leadership, and other stakeholders.
• Work with product owners and technical teams to translate business objectives into achievable features, deliverables, and implementation plans.
• Coordinate software and technology deployments across development, test, and production environments
• Support vendor and third-party implementations, ensuring external partners remain aligned with UDOT expectations, timelines, and deliverables.
• Help establish effective project controls, processes, documentation, and reporting practices.
• Facilitate communication and decision-making across teams when projects involve complex dependencies or competing priorities.
• Promote SAFe Agile principles and help teams continuously improve how they plan, collaborate, prioritize, and deliver.
• Serve as a Scrum Master or provide similar delivery leadership when appropriate to the needs of the team.
• Adapt project management and delivery practices to meet the needs of different UDOT customers, projects, and teams.

Qualifications

Minimum or "day-one" qualifications:

• Demonstrated experience managing software development and technology projects.
• Experience working in an Agile or SAFe Agile environment.
• Experience developing and maintaining project schedules, resource plans, estimates, and delivery plans.
• Experience managing project scope, risks, issues, dependencies, and competing priorities.
• Experience coordinating work across multiple teams or functional areas.
• Experience facilitating project meetings, planning sessions, retrospectives, backlog refinement, or similar collaborative activities.
• Experience working closely with business analysts, product owners, developers, technical teams, vendors, and business stakeholders.
• Strong understanding of software development processes and the Software Development Lifecycle (SDLC).
• Strong written and verbal communication skills.
• Strong organizational, facilitation, and time-management skills.
• Ability to communicate project status, risks, issues, and recommendations to stakeholders and senior leadership.
• Ability to work effectively in a matrixed environment with distributed or remote team members.
• Ability to manage multiple simultaneous initiatives while maintaining appropriate focus on priorities and deadlines.
• Ability to identify potential problems, understand their implications, and facilitate appropriate action.
• Ability to bring stakeholders together, facilitate resolution of differences, and build alignment around decisions.
• Demonstrated ability to prioritize work based on organizational needs, business value, risk, and available resources.

Preferred qualifications:

• Experience working within the Scaled Agile Framework (SAFe) or another Agile-at-scale framework.
• Direct experience designing and developing software, with a background in writing code or contributing hands-on to software development projects.
• SAFe certification or comparable Agile certification.
• Previous experience serving as a Scrum Master, Product Owner, Release Train Engineer, Product Manager, or similar Agile delivery role.
• Experience with Lean-Agile frameworks and practices including Scrum, Kanban, Extreme Programming, and/or DevOps.
• Experience with Agile estimation and planning techniques, including relative estimation and Planning Poker.
• Experience with project and collaboration tools such as Jira, GitHub, ServiceNow, and Lucid.
• Experience managing technology projects involving cloud-native applications or platforms.
• Familiarity with modern software development technologies and practices.
• Experience coordinating third-party or vendor-led technology implementations.
• Project management certification such as PMP or a comparable credential.
