Role Overview
BEM Systems, An Aventia Company, delivers innovative SaaS, AI-enabled, GIS-integrated, and mobile solutions to Departments of Transportation (DOTs), transit agencies, and government organizations. Our flagship PAECETrak platform supports right-of-way, utilities, permitting, infrastructure management, and related business processes through secure, configurable cloud-based applications.
We are seeking a disciplined, client-focused Senior Project Manager to lead complex enterprise software implementations and upgrades for government clients. The role is accountable for scope, schedule, budget, quality, risk, governance, organizational change, stakeholder communication, and transition to operations.
The ideal candidate brings exceptional scope management, experience delivering $1M-$5M enterprise projects, strong SaaS and fixed-price project controls, and practical use of AI tools to improve delivery efficiency.
Key Responsibilities
- Project Delivery: Lead multiple concurrent enterprise software implementations and upgrades from kickoff through acceptance and transition to support.
- Planning and Controls: Own project plans, schedules, budgets, forecasts, resources, milestones, dependencies, and delivery reporting.
- Scope and Commercial Management: Maintain requirements traceability, enforce SOW and change control to prevent scope creep, and manage margin and invoicing.
- Client Leadership: Serve as the primary client contact and lead status meetings, working sessions, steering committees, demonstrations, and executive communications.
- Team Leadership: Coordinate cross-functional teams across analysis, configuration, development, integrations, migration, testing, training, deployment, and support.
- Risk, Quality, and Governance: Manage risks, issues, decisions, actions, acceptance, document control, and delivery quality; escalate concerns and drive corrective action.
- Implementation and Change Management: Lead readiness, testing, training, go-live, stabilization, stakeholder communications, adoption, and organizational change activities.
- AI-Enabled Project Management: Use approved AI and automation tools to improve planning, reporting, meeting follow-up, risk analysis, documentation, and delivery efficiency with appropriate human review and security controls.
- Continuous Improvement: Capture lessons learned and improve delivery methods, templates, estimates, metrics, and portfolio visibility.
Qualifications
Required Qualifications
- Bachelor's degree in business, computer science, engineering, information systems, organizational management, or a related field, or equivalent professional experience.
- 10+ years of project management experience leading enterprise software, SaaS, web, or systems implementations.
- Demonstrated success managing complex implementation projects valued at $1M-$5M from initiation through deployment, stabilization, acceptance, and support transition.
- Advanced scope management skills, including requirements baselining, traceability, impact assessment, SOW alignment, change control, and scope-creep prevention.
- Experience managing fixed-price projects, budgets, forecasts, margins, milestone invoicing, risks, and contract deliverables.
- Experience leading training, adoption, and organizational change for enterprise implementations.
- Demonstrated experience leading onsite, remote, and offshore software development and implementation teams across multiple time zones.
- Strong multi-project management capabilities, including prioritization, resource coordination, dependency management, schedule recovery, and executive reporting.
- Advanced stakeholder management skills, with experience aligning executives, client teams, technical teams, subcontractors, and other delivery partners.
- Proficiency with AI-enabled productivity and project management tools.
- Working knowledge of Agile/Scrum and traditional project management methods.
- Excellent client-facing, executive communication, facilitation, negotiation, and organizational skills.
- PMP certification.
Preferred Experience
- Implementation of enterprise solutions for state, county, city, transportation, transit, infrastructure, right-of-way, property, permitting, utilities, or asset-management organizations.
- Government contracting, procurement, formal acceptance processes, and change-order negotiations.
- Cloud-hosted SaaS platforms, Azure environments, APIs, system integrations, GIS/Esri, data migration, analytics, and mobile applications.
- Tools such as Jira, Confluence, Microsoft Project, Azure DevOps, SharePoint, or equivalent project and collaboration platforms.

- Clients receive transparent communication and understand status, responsibilities, dependencies, upcoming decisions, and acceptance criteria.
- Milestones, documentation, testing, training, deployment, and formal approvals are completed in alignment with contractual commitments.
- Project financial performance is actively managed, including utilization, budget, margin, invoicing milestones, and change requests.
- Implementation lessons are captured and translated into repeatable delivery improvements across the ITS portfolio.
- AI-assisted workflows improve speed and documentation quality without compromising security, confidentiality, or human accountability.
