**We are seeking an individual with HR experience and we are not looking for a candidate whose primary experience is within workday/HRIS consultancy or in HR data analytics. We will not progress applications if your primary experience is in these areas.

We are seeking a motivated and detail-oriented Junior Human Resources Consultant to join our team. In this role, you’ll work alongside experienced HR professionals to support a variety of client engagements, including employee relations, performance management, wage and hour compliance, leave of absence guidance, and management training.

Essential Job Duties and Responsibilities
- Provide guidance and industry expertise to clients on the full spectrum of HR functions, such as employee relations, wage and hour compliance, performance management, leave of absence and management skills training.
- Offer consultation to clients on employee relations issues, leave of absence programs, employee handbook policies, and employee performance management, researching best practices and making relevant recommendations.
- Coach clients on effectively interpreting and enforcing employment and wage and hour laws, policies, and procedures, ensuring compliance.
- Develop and review documents, letters, and policies for clients to communicate their practices and policies, ensuring compliance with state and federal regulations.
- Assist in performing HR Practices Reviews to assess clients' HR practices and identify areas for improvement, offering tailored training and resources.
- Facilitate the creation of customized employee handbooks using the Silvers HR template, ensuring alignment with clients' unique business needs.
- Provide personalized advice on employment activities while developing a deep understanding of clients' business models.
- Efficiently organize and manage client work plans, deliverables, and timelines, maintaining strong relationships with client management at all levels.
- Facilitate Silvers HR Training programs surrounding topics as performance management and harassment prevention.
- Contribute to the Silvers HR Newsletter publication by researching and writing articles on relevant HR topics.
- Generate timely and accurate reports, including client activities and work status updates.
- Other duties as assigned.
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Professional certification in HR (SPHR, PHR, PHRca, or SHRM-SCP or SHRM-CP).
- Minimum 5 years, preferably 7 years, of Human Resources experience, focusing on California employment laws and regulations, recruiting, employee relations, onboarding/offboarding, training and/or performance management.
- Ability to research and provide guidance on HR issues.
- Strong analytical, problem-solving, and decision-making abilities.
- Familiarity with HR software and technology tools.
- Ability to prioritize tasks and manage multiple projects simultaneously.
- Exceptional communication skills. Written communication skills that demonstrate the capacity to articulate ideas, concepts, and information clearly, concisely, and accurately. This includes creating well-structured documents, such as reports, proposals, and correspondence, while maintaining proper grammar, punctuation, and style.

Essential Job Duties and Responsibilities
- Provide independent HR guidance and expertise to clients across the full spectrum of HR functions, including employee relations, performance management, wage and hour compliance, leaves of absence, workplace policies, compensation, organizational development, and management training.
- Serve as a trusted HR advisor to clients and management on complex employee relations and performance matters. Assess situations, research applicable laws and best practices, present appropriate options and recommendations, and assist clients in determining an appropriate course of action.
- Coach managers and business leaders on the interpretation and application of employment laws, policies, and procedures, with an emphasis on practical and compliant workplace solutions.
- Maintain current knowledge of California and federal employment laws, significant legal developments, and HR best practices and apply that knowledge to client guidance and work products.
- Conduct and/or provide consultation regarding internal workplace investigations, including developing interview questions, advising on investigation processes, reviewing investigation findings, and assisting clients in evaluating appropriate next steps.
- Develop, review, and revise HR documents, letters, policies, procedures, and other work products to accurately communicate client practices and support compliance with applicable requirements.
- Lead the development and review of customized employee handbooks, including assessing client practices, identifying areas requiring attention, and ensuring the final handbook reflects the client's business and HR practices.
- Conduct HR Practices Reviews to assess clients' HR practices, identify compliance and operational opportunities, and develop practical recommendations, resources, and training to address identified needs.
- Develop and lead client projects and consulting engagements, which may include employee surveys, compensation or salary surveys, job description development, employment law updates, management training, and other customized HR projects.
- Independently organize and manage multiple client work plans, deliverables, priorities, and timelines while maintaining high-quality work and meeting client expectations.
- Proactively build and maintain strong client relationships and credibility with client management at all levels, including senior leaders.
- Develop a thorough understanding of each client's business model, organizational structure, workforce, and operational needs in order to provide relevant and practical HR guidance.
- Participate in Silvers HR training efforts as an integral part of the Consultant role. Facilitate virtual and in-person training programs, including harassment prevention and management/supervisory training, and actively contribute to the development, enhancement, and delivery of new and existing training programs. Consultants are expected to develop training content and programs based on client needs, employment law developments, and Silvers HR priorities.
- Contribute to Silvers HR internal resources, templates, newsletters, and other educational materials by researching and writing on relevant HR topics.
- Provide guidance and support to Jr. HR Consultants and other team members on client matters, projects, research, and work products as appropriate.
- Participate in networking and business development activities on behalf of Silvers HR. Attend professional, community, and industry events; develop and maintain professional relationships; represent Silvers HR and its services; and identify and cultivate potential business opportunities. Consultants may occasionally participate in sales calls, prospective client meetings, and proposal development.
- Maintain strong in-person relationships with Silvers HR clients. Regular client visits and onsite meetings are a requirement of the position. Consultants must be willing and able to meet with clients at their locations for meetings, training, HR Practices Reviews, and other consulting activities as needed.
- Generate timely and accurate reports, including client activity, project status, and other required reporting.

Depending on client needs and the Consultant's experience, responsibilities may also include:
- Assist clients with talent acquisition strategies and occasional recruiting needs, particularly for HR and management positions.
- Provide interim or onsite HR support for clients.
- Assist employers with EDD unemployment claim responses.
- Assist with responses to administrative agency claims or inquiries, as appropriate and under Silvers HR guidance.
- Participate in wage and hour hearings or other administrative proceedings when appropriate.
- Support other Silvers HR consultants with complex client matters and projects.
Requirements
Jr. HR Consultant
- Employee Relations Experience: Minimum of 2-3 years of hands-on experience in employee relations. Proven ability to provide employers with strategic advice and recommendations on complex HR matters, with sound judgment on when to escalate issues to ensure appropriate support and resolution.
- Employment Law Expertise: Knowledge of federal and California employment laws, including leaves of absence, wage and hour, and ADA/FEHA. Ability to interpret and apply legal regulations accurately.
- Policy Development: Experience in developing HR policies and handbooks that align with employment laws and best practices.
- Research and Analysis: Strong research skills to analyze California employment laws and practices, presenting clients with various options and their respective pros and cons.
- Training Experience Preferred: Experience in conducting harassment prevention training (AB 1825/SB1343) and developing/conducting supervisory/management training programs.
- Investigation Skills: Experience conducting internal workplace investigations, demonstrating professionalism, objectivity, and confidentiality.
- Recruitment Experience Preferred: Experience in talent acquisition, particularly in sourcing and hiring HR professionals.
- Travel: Ability to travel within Northern California, with a focus on the Sacramento area. Access to reliable transportation is a must.
- Collaboration: A strong team player who can work effectively in both independent and collaborative environments.
- Adaptability: Proven ability to thrive in ambiguous situations, make informed decisions, and manage change effectively.
- Flexibility: ability to change course on occasion with regards to schedules and projects based on client needs.

- Judgment and Escalation: Excellent judgment to assess situations and determine when other experts or legal counsel should be consulted.
- Attendance: Must have reliable and predictable attendance.
Work Environment and Physical Requirements:
Remote and On-site Work: The Jr. HR Consultant will primarily work a hybrid schedule, working remotely and in our Roseville office, and must also be flexible to travel to clients' offices as needed.
Communication: Excellent verbal communication skills are essential, as the Consultant will frequently engage in phone and in-person discussions.
Workstation Setup: The Consultant must be comfortable with extended periods of sitting and utilizing keyboard and computer equipment.
Physical Tasks: Occasional physical tasks may include standing, walking, reaching, balancing, climbing, stooping, kneeling, crouching, or crawling.
Vision: Close vision abilities are required for driving and reading detailed documents.
Lifting: The Consultant should be able to lift and carry objects up to 25 pounds occasionally.
Hours: This is a full-time Jr. HR Consultant position and will be classified as non-exempt. Hours will be from 8:00 am to 5:00 pm Monday through Friday.
HR Consultant
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Professional HR certification such as SPHR, PHR, PHRca, SHRM-SCP, or SHRM-CP. Higher-level certification and California-specific certification preferred.
- Minimum 7 years of progressive Human Resources experience, with 10 or more years preferred, including significant experience in employee relations, California employment law, performance management, leaves of absence, training, and/or HR consulting.
- Demonstrated ability to independently provide employers with sound HR advice, practical recommendations, and appropriate options when addressing complex or sensitive HR matters.
- Extensive working knowledge of federal and California employment laws, including leaves of absence, wage and hour, ADA/FEHA, employee relations, and other areas affecting California employers.
- Strong ability to research and interpret employment laws, regulations, and HR practices, including situations where requirements may be unclear or subject to interpretation.
- Experience developing and reviewing HR policies and employee handbooks.
- Demonstrated experience conducting or advising on internal workplace investigations with professionalism, objectivity, sound judgment, and confidentiality.
- Strong training experience, including harassment prevention and supervisory/management training.
- Experience developing and delivering training programs is required.
- Strong analytical, problem-solving, and decision-making abilities, with the ability to evaluate information, identify potential risks and opportunities, and develop practical solutions.
- Excellent written and verbal communication skills, including the ability to clearly and concisely communicate complex HR concepts to business leaders and managers.
