Job Summary:

The Junior Facility Condition Assessor supports Facility Condition Assessments (FCA), Property Condition Assessments (PCA), rough order of magnitude cost estimates, long range capital planning, and related capital asset management projects. Working under the direction of a Senior Facility Condition Assessor and/or Project Manager, this position assists with field surveys, facility documentation, condition observations, asset inventory, data collection, and report development. We perform work throughout the United States, and in several other countries around the world. This position may require up to 50% travel across the US, and potentially OCONUS. This position reports to our office in Merritt Island, Florida immediately south of Kennedy Space Center. A hybrid or remote position may be considered.

Key Responsibilities

Field Assessment:

• Participate in facility condition assessments and assist Senior Assessors at a variety of building types and facilities.
• Assist with visual inspections of architectural, structural, civil, mechanical, electrical, plumbing, and other building systems.
• Identify system, asset, and facility deficiencies, deterioration, maintenance issues, and potential capital renewal needs.
• Take and organize photographs to accurately document existing conditions and deficiencies.
• Collect information on building systems and equipment including materials, approximate ages, model and serial numbers, quantities, and observed conditions.
• Follow established assessment procedures, safety requirements, and project-specific protocols.
• Tailor assessment observations to match relevant building codes, industry standards, and client-specific requirements as required by contract.
• Travel to project sites as required, including multi-week and multi-site assignments.

Data Collection & Documentation:

• Enter field observations and asset information into a variety of software-based tools such as VFA, BUILDER, or even custom-made databases.
• Review existing drawings, facility records, maintenance information, and other available documentation.
• Adhere to progress reporting to project managers as planned.
• Organize and back up photographs, field notes, drawings, and other supporting documentation daily.
• Document observed deficiencies including a description of the issue and recommended maintenance, repair, or replacement actions. Generate rough order of magnitude cost estimates to address the deficiency.

Reporting & Quality Control:

• Review assessment information for completeness, consistency, and accuracy.
• Assist with quality control reviews of field data, photographs, and assessment documentation.
• Incorporate review comments and corrections into project deliverables.
• Assist with the generation of reports including system description writing, inventory reporting, and deficiency reporting.
• Maintain project files in accordance with company and project requirements.

Project & Team Support:

• Work collaboratively with Senior Assessors, Project Managers, engineers, and other technical staff.
• Communicate field observations, life safety problems, and potential work issues clearly and professionally.
• Support multiple projects and assignments while meeting established schedules and deadlines.
• Develop knowledge of FCA methodologies, industry standards, building systems, and capital asset management practices.

Required Qualifications:

• Enrollment in, or completion of, a four-year degree in an engineering discipline, facility management, or comparable field of study.
• US Citizenship and ability to obtain and maintain a National Agency Check with Local Agency Check (NACLC) clearance from the Department of Defense (DoD).
• Valid drivers license and US passport (preferred)
• Capable of understanding, identifying, and distinguishing typical building systems such as HVAC equipment, electrical system components, water and sewer distribution, structural types and materials, and architectural finishes.
• Computer skills and familiarity with devices such as computers, tablets, and digital cameras. General familiarity with Microsoft programs such as Outlook, Excel, Word, Teams, and Access. Devices will be provided by Salas O’Brien.
• Ability and willingness to travel up to 50% of the time to customer sites.
• Interpersonal and communication skills, ability to work closely with a team.
• This position requires regular field work with moderate physical activity:
  • Walking through large facilities and outdoor sites for extended periods.
  • Climbing stairs and ladders to access roofs and utility spaces where safely permitted.
  • Working in occupied, operational, construction, and industrial environments. These may be loud, hot, and contain dangerous equipment such as high voltage and rotating machinery.
  • Carrying equipment such as tablets for extended periods.
  • Working outdoors including heat, cold, rain, or other inclement weather to a reasonable degree.
  • Repeated crouching or bending to collect data low to the ground or navigate around tight spaces.

Preferred Qualifications:

• Experience with Facility Condition Assessments, Property Condition Assessments, building inspections, construction, facilities management, or maintenance.
• Familiarity with ASTM E2018 or other facility/property assessment standards.
• Knowledge of architectural, structural, mechanical, electrical, plumbing, or civil building systems.
• Experience reading construction drawings and specifications.
• Experience with Excel-based asset inventories or facility management databases such as Maximo, VFA, BUILDER, etc.
• Experience with ArcGIS, GIS, CMMS, or other asset management systems.
• Experience working in medical facilities, laboratory facilities, educational facilities, industrial facilities, or municipal facilities.
• Experience with cost estimating, especially with RSMeans CostWorks.
• Certification in OSHA, WHMIS, confined-space, fall-protection, or other applicable safety training.

Career Development

The Junior Facility Condition Assessor will have the opportunity to develop expertise in facility condition assessment, capital planning, asset management, and building systems. With experience, the position can progress toward Facility Condition Assessor, Senior Facility Condition Assessor, Technical Lead, or Project Manager roles.

Additional Eligibility Qualifications

• Valid/Unrestricted FL driver license

Work Authorization/Security Clearance

• Must be a US Citizen for Security Clearance requirements.
• Active/Interim or ability to obtain Secret Security Clearance.

Location: Hybrid, local to Merritt Island, FL is preferred

Travel: Up to 50%. Typical travel includes one (1) to two (2) weeks in the field of per deployment.

Compensation & Benefits:

The expected base salary range for this role is $55,000-$65,000 USD per year. Actual compensation will be determined based on several factors, including skills, experience, qualifications, and location.
