The Heat in Buildings Assessment Operational Delivery team sits within the Scottish Government and is responsible for the operational governance of Scotland’s Energy Performance Certificate (EPC) system. Our mission is to ensure EPCs remain a trusted, high-quality source of information that supports property transactions, government schemes, and Scotland’s net zero ambitions.

Responsibilities:

  • Engage with stakeholders across Scotland, the UK and internationally to identify best practice and ensure alignment with relevant legislative and regulatory requirements (including the Energy Performance of Buildings Directive).
  • Recruit, lead and develop an audit team, or oversee the procurement and management of a third-party contractor to deliver onsite audits on behalf of Scottish Ministers.
  • Oversee the day-to-day operation of the audit regime, providing technical leadership, liaising with EPC Approved Organisations and ensuring audits are delivered to a consistently high standard.
  • Monitor performance and provide regular reporting to senior management and, where required, Scottish Ministers.
  • Line manage and support junior staff, fostering a culture of continuous improvement and professional development.
  • Undertake onsite audits during peak periods or where operational requirements demand.
  • Represent the Scottish Government at Scottish and UK technical working groups and stakeholder forums.
  • Provide specialist EPC expertise to Heat in Buildings policy, regulation and delivery teams.
  • Contribute to briefings, correspondence, Ministerial cases and Parliamentary Questions as required.
Qualifications:
  • Applicants must hold a recognised domestic (Level 3) and/or non-domestic (Level 4) EPC assessor qualification.

Please confirm that you hold these qualifications. If you do not hold all of the above qualifications, your application will not be considered.

Behaviours:

  • Making effective decisions – Level 3
  • Seeing the bigger picture – Level 3
