Position Summary:
Reporting to the Associate Vice-President, FMAS, the Lead, Facilities Integration serves as FMAS' designated representative for all operational readiness and transition activities associated with the McGill Sustainability Park. The incumbent works closely with the MSP project team, FMAS functional units, and other stakeholders to ensure that the information, documentation, resources, staffing, operational processes, and service requirements necessary for a successful transition to operations are identified, obtained, coordinated, and integrated into FMAS.

The role is responsible for facilitating the resolution of operational readiness issues, addressing gaps and risks, leading business and resource planning activities, and overseeing facility activation, occupancy readiness, and post-occupancy integration. The primary focus of the position is to reduce the operational, financial, and organizational risks associated with FMAS assuming responsibility for a complex facility developed outside FMAS' direct project governance structure and to ensure that the information, resources, and operational supports required for successful long-term operations are in place prior to facility turnover.

Primary Responsibilities:
· Act as FMAS' representative on the Operational Planning and Integration Team (OPIT) and other operational readiness, transition, governance, and stakeholder committees associated with the McGill Sustainability Park.

· Act as FMAS' primary liaison with the MSP project team, consultants, contractors, and other stakeholders regarding operational readiness, facility transition, and post-occupancy integration activities.

· Identify, assess, monitor, and facilitate the resolution of operational risks, information gaps, unresolved requirements, and transition challenges that may affect FMAS' ability to assume responsibility for the facility.

· Responsible for determining the operational, technical, asset, maintenance, warranty, occupancy, and support information required by FMAS and work with the MSP project team to ensure such information is consolidated, documented, validated, and transferred in a format that supports ongoing operations.

· Manage FMAS activities associated with the migration and integration of project information, asset data, and operational records into institutional business systems and platforms, including Archidata (eSpace), Maximo, geomatics systems, Unifier, and related applications, and provide oversight of associated technology, reporting, data management, and system integration requirements.

· Identify and manage FMAS planning activities related to occupancy readiness, facility activation, training requirements, warranty management, commissioning transition activities, post-occupancy stabilization, and other operational requirements necessary to support long-term operations.

· Responsible for planning activities associated with project close-out obligations that may extend beyond the MSP project office mandate, including warranty obligations, commissioning follow-up activities, outstanding claims, records management requirements, litigation-related matters, and ongoing project commitments.

· Identify operational impacts associated with project decisions, deferred scope, design changes, innovative building systems, phased occupancy scenarios, and outstanding project risks, and facilitate the development and implementation of mitigation measures.

· Manage, in collaboration with FMAS functional units, assessments of operational staffing, contractor support, service delivery, training, equipment, and resource requirements necessary to support occupancy and long-term facility operations.

· Develop business cases, implementation plans, operating budget requirements, staffing proposals, funding requests, procurement strategies, and supporting analyses required to secure the resources necessary to operate and maintain the facility.

· Liaise with Human Resources, Finance, the Budget Office, Information Services, Security Services, Ancillary Services, faculties, occupants, and external stakeholders to establish operational readiness requirements, workforce planning, recruitment activities, procurement initiatives, and implementation planning.

· Manage FMAS activities associated with lease, reporting, regulatory, and stakeholder obligations related to the facility, including requirements arising from the emphyteutic lease, agreements with the site owner, government authorities, project partners, and other external stakeholders, and prepare recommendations, risk assessments, briefing notes, status reports, and decision-support materials for FMAS leadership.

Other Qualifying Skills and/or Abilities
· Undergraduate degree in Engineering, Architecture, Facilities Management, Project Management, Business Administration, Urban Planning, or a related field.

· Five (5) years of relevant experience in facilities management, building operations, major capital projects, commissioning, operational readiness, project turnover, or related fields.

· Experience managing complex, multi-stakeholder projects and operational initiatives.

· Experience developing business cases, resource plans, budget requests, procurement activities, and operational recommendations.

· Knowledge of facilities operations, building systems, asset management, commissioning, project close-out, and construction-to-operations transition processes.
