Work Environment: Remote; occasional travel may be required

Status: Contingent upon contract award

Salary Range: $140,000 - $160,000

Knowesis is currently seeking an exceptional Lead Scientific Review Manager to join our team and provide invaluable support to the Biomedical Research Application Evaluation and Support (BRAES) program. This senior position provides enterprise-level scientific and technical leadership and oversight of peer review activities across BRAES, fulfills the enterprise Scientific Review Manager function, and provides oversight and guidance to Scientific Review Managers (SRMs) supporting individual Program Task Orders. The Lead Scientific Review Manager reports to and works closely with the Scientific Director.

The Job Duties and Responsibilities include but are not limited to the following:

  • Provide scientific and technical leadership and oversight of peer review activities across BRAES.
  • Lead, mentor, and provide guidance to Scientific Review Managers (SRMs) supporting individual Program Task Orders.
  • Promote consistent implementation of peer review policies, review criteria, conflict-of-interest and confidentiality requirements, and scientific quality standards across Task Orders.
  • Monitor scientific review workload, capacity, schedules, and performance across Program Task Orders and coordinate with the Scientific Director to address staffing or performance needs.
  • Provide senior-level guidance on complex, cross-program, or escalated scientific peer review issues.
  • Monitor peer review quality and performance across programs; identify trends, risks, and opportunities for improvement.
  • Lead scientific peer review process improvement, quality control, and standardization initiatives.
  • Support development and maintenance of scientific peer review standard operating procedures (SOPs), guidance, training, and quality standards. Coordinate with program leadership and Task Order management to support peer review schedules, deliverables, and Government requirements.
  • Serve as a senior scientific and technical resource to Government stakeholders on enterprise-level and escalated peer review matters.

Required Qualifications:

  • PhD, MD, or equivalent doctoral degree in a biomedical, clinical, or related scientific discipline.
  • Significant progressively responsible experience in scientific peer review, biomedical research evaluation, research program management, or a closely related scientific field.
  • Demonstrated experience leading scientific or technical professionals in a complex, matrixed environment.
  • Demonstrated experience overseeing multiple scientific peer review programs, research portfolios, or comparable complex scientific activities.
  • Comprehensive knowledge of scientific peer review, including review criteria, panel composition, reviewer qualifications, conflicts of interest, confidentiality, and scientific quality requirements.
  • Strong leadership, Government/client engagement, communication, and relationship-management skills.

Preferred Qualifications:

  • Direct experience supporting the Congressionally Directed Medical Research Programs (CDMRP) or comparable Department of Defense (DoD) or Federal biomedical research peer review.
  • Experience leading Scientific Review Managers, Scientific Review Officers, or comparable scientific professionals.
  • Experience leading scientific peer review process improvement, quality-control, training, or standardization initiatives.
