Our Contracts & Supply Chain organization is seeking a Lead, Subcontracts Management to support the Digital Sector, Defense & National Solutions (DNS) Business Area.
The Defense & National Solutions Business Area supports a diverse portfolio of programs and growth opportunities across the Department of Defense, Intelligence Community, and other federal customers. DNS delivers secure digital modernization, enterprise IT, cyber, mission software, infrastructure, and technology-enabled solutions that support critical customer missions and advance operational readiness.
This position will lead full life cycle (“cradle-to-grave”) subcontract management activities supporting primarily U.S. Government programs and proposals. The role is responsible for ensuring subcontracting activities comply with contractual requirements, Leidos policies and procedures, and applicable federal acquisition regulations.
The successful candidate will serve as a senior individual contributor within the Supply Chain organization and will routinely interface with program leadership, functional management, suppliers, and senior supplier executives. The candidate will be responsible for contractual management of complex subcontract agreements, frequently involving significant value, risk, visibility, or business complexity.
The role requires close partnership with Program Management, Contracts, Finance, Project Control, Growth, Legal, Small Business, and other functional organizations to develop subcontracting strategies and successfully execute program and proposal objectives.
The successful candidate must demonstrate sound business judgment, strong communication skills, and the ability to independently manage competing priorities and complex subcontracting matters with minimal supervision. Although this is an individual contributor position, the candidate will be expected to demonstrate leadership within the organization, mentor junior personnel, and contribute to continuous improvement across the Supply Chain function.
A strong working knowledge of the FAR and DFARS and experience operating within a Government-approved purchasing system are essential. The candidate may also support subcontract file reviews and audits, CPSR readiness activities, organizational initiatives, and other special projects in addition to managing assigned programs and proposals.
Primary Responsibilities
The position requires strong business acumen, sound judgment, and extensive knowledge of federal subcontracting. The successful candidate will apply creative and compliant solutions to complex program, proposal, and business requirements.
Responsibilities include, but are not limited to:
- Lead subcontracting activities throughout the full acquisition lifecycle, including acquisition strategy, solicitation, source selection, negotiations, subcontract award, administration, modification, and closeout.
- Develop and execute subcontract and supplier strategies supporting program objectives, capture activities, and competitive proposals.
- Independently lead the subcontracting portion of major proposal efforts, including supplier engagement, requests for proposal, evaluation, negotiations, pricing support, and subcontract documentation.
- Negotiate pricing, terms and conditions, intellectual property provisions, data rights, payment terms, and other commercial and contractual requirements to maximize value and appropriately manage risk.
- Manage complex subcontract relationships and serve as the primary contractual interface between Leidos and assigned suppliers.
- Identify subcontract risks and issues, develop mitigation strategies, and provide recommendations to program and Supply Chain leadership.
- Partner with programs and cross-functional organizations to align subcontract performance, schedule, cost, compliance, and supplier outcomes with broader business objectives.
- Monitor subcontract performance and proactively address cost, schedule, contractual, compliance, and supplier-performance concerns.
- Ensure subcontract files meet Leidos policy, purchasing system, FAR, DFARS, and contractual requirements.
- Support internal reviews, CPSR preparation, Government audits, and other compliance activities.
- Review subcontract files and transactions for quality and compliance and provide coaching and guidance to junior Supply Chain personnel.
- Mentor and develop less-experienced subcontract professionals and share best practices across the organization.
- Support special projects and continuous improvement initiatives that strengthen Supply Chain performance, compliance, efficiency, and business outcomes.
Basic Qualifications
- Typically requires a Bachelor’s Degree and 8–12 years of prior relevant experience, or a Master’s Degree with 6–10 years of prior relevant experience.
- Must be a U.S. Citizen.
- Significant experience awarding and managing subcontracts within a Government-approved purchasing system.
- Advanced working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Demonstrated experience managing complex subcontract types and contractual arrangements supporting U.S. Government programs.
- Demonstrated negotiating experience with a track record of improving price, terms and conditions, reducing organizational risk, and maximizing business value.
- Experience independently leading subcontracting activities for competitive proposals and major program requirements.
- Demonstrated ability to manage multiple concurrent programs, proposals, and priorities while appropriately prioritizing actions based on business risk and customer requirements.
- Strong analytical and problem-solving skills with demonstrated ability to independently resolve subcontracting issues of varying complexity.
- Ability to effectively communicate subcontract status, business risks, recommendations, and issues to program leadership, functional management, and suppliers.
- Demonstrated ability to collaborate effectively across Contracts, Program Management, Finance, Project Control, Growth, Legal, and other functional organizations.
Preferred Qualifications
- Bachelor’s or Master’s Degree in Supply Chain Management, Business Administration, Contracts Management, Finance, or a related discipline.
- Experience developing strategic supplier relationships that can be leveraged to improve performance, resolve issues, and support future business opportunities.
- Experience mentoring, coaching, or training junior Supply Chain professionals.
- Prior experience supporting Contractor Purchasing System Reviews (CPSR), internal audits, or other Government purchasing system reviews.
- Experience performing subcontract file compliance reviews.
- Experience with automated procurement and purchasing systems, preferably Deltek Costpoint and iValua.
- Experience supporting large, complex DoD, Intelligence Community, or other federal programs.
- Experience working across both program execution and competitive capture/proposal environments.
- Experience applying AI-enabled tools, data analytics, or automation to improve procurement, subcontract management, compliance, or business decision-making.

Pay Range:
