About Razom We Stand

Razom We Stand turns documented evidence into binding European law.

We are a European energy and policy organisation, founded in Ukraine in 2022, working across Brussels, Kyiv and London. Our work spans two goals — ending Russian fossil fuel revenues and building the renewable, electrified system that replaces them — across EU regulation, enforcement, Ukraine's accession and the finance behind its reconstruction. We produce the evidence ourselves, because a designation, a court case or a vote requires a documented case rather than an argument.

About the role

The Legal Policy and Campaign Officer leads our legal and policy agenda on Ukraine's renewable energy transition and the reduction of fossil fuel use in reconstruction. The role sets the analytical direction on its files, carries our positions to the institutions that decide them, and holds the relationships with parliamentarians, EU bodies, external counsel and partners that make those positions land. The postholder works with a high degree of autonomy: identifying which questions are worth answering, answering them to a standard that survives scrutiny, and taking them somewhere to impact. It suits a policy or legal professional with an established body of work who now wants to choose what that work is aimed at. A qualification in law is not required, but the role demands the ability to work directly with energy related legislation, sanctions instruments and case material.

That framework is being written now, in legislation drafted in Kyiv and in sanctions packages agreed in Brussels. Europe's dependency on Russian gas finally has a binding legal floor — a regulation no single government can veto away. Oil does not. Nor does the question of what Ukraine rebuilds with. Those are the files this role owns.

Key responsibilities

1. Legal and policy analysis

• Demonstrate strong expertise in Ukrainian and European renewable energy legislation.
• Set the analytical agenda on assigned files, in agreement with the leadership team, across Ukraine's reconstruction, energy transition and democratic resilience.
• Analyse Ukrainian and the EU energy legislation and produce briefs of publishable standards that a decision-maker can act on.
• Monitor developments in main EU energy legislative acts, international energy law, sanctions regimes, anti-money laundering and anti-corruption law, and assess their implications for our strategy.

2. Strategy and advocacy positions

• Ability to identify key gaps in Ukrainian and European renewable energy legislation and translate them into compelling advocacy strategies and timely, high-impact campaign opportunities.
• Develop and own the organisation's positions on renewable energy transition and sanctions accountability, enforcement and legal reform.
• Co-design campaigns and policy interventions grounded in legal argument, and advise where a legal route is the right instrument and where it is not.
• Draft and quality-assure policy documents, memoranda, open letters, consultation responses and briefings.

3. Stakeholder engagement and representation

• Engage Ukrainian parliamentarians, EU institutions, coalition partners and civil society directly and on the organisation's behalf.
• Lead joint advocacy initiatives with Ukrainian and European partners.
• Represent Razom We Stand at national and international meetings, hearings, convenings and public events where appropriate by position.

4. Casework and external counsel

• Direct the cases at the centre of our strategy, including sanctions relief, oil and gas advocacy and accountability cases.
• Instruct and manage external counsel, legal aid organisations and law firms, including scope, quality, timelines and cost.
• Maintain accurate, current and audit-ready legal records, documents and case files.

5. Public communication

• Convert legal and policy analysis into material that non-specialist audiences act on: policy briefs, explanatory notes and briefing packs.
• Advise on the legal and factual content of media briefings and public communications.
• Present the organisation's arguments in workshops, panels and public settings.

6. Capacity building and team contribution

• Build internal training and resources for colleagues and partners on priority issues, including public procurement, sanctions and the right to a fair trial.
• Provide technical support to grassroots advocacy organisations and strategic partners.
• Mentor less experienced colleagues and contribute to the wider development of the team.

Essential

• A university degree in law or a related field such as public policy, international relations or political science. A specialisation in international, human rights, constitutional or EU law is an advantage.
• Five to eight years' professional experience in energy law, legal analysis, public policy, advocacy, or an institutional or parliamentary setting, including demonstrable experience at senior or lead level.
• A track record of personally authored work — briefs, submissions, legislative analysis, policy papers or case documents — that produced a consequence the candidate can describe.
• Experience of carrying a file independently from definition through analysis to external engagement.
• Direct working experience with legislation, regulation or sanctions instruments.

Skills and competencies

• Understanding geopolitics of energy
• Excellent analytical, drafting and policy development skills.
• The ability to distill complex, high-level legal and regulatory material into clear, action-orientated advocacy for non-specialist audiences.
• Sound judgement and credibility in unfamiliar and politically sensitive settings.
• Strong interpersonal and collaborative skills across cross-functional teams.

Languages

• Professional working proficiency in Ukrainian and English, written and spoken. All written work, internal and external, is produced in English.

Desirable

• A specialisation in energy and/or EU law.
• Admission to the bar in Ukraine or in an EU member state.
• Legislative experience within Ukrainian or European institutions.
• Subject expertise in sanctions enforcement, anti-corruption, transparency, or energy and environment.
• Experience of NGO, coalition or civil society campaigns.
• Experience instructing external counsel or managing legal service providers.
• Experience mentoring, supervising or line-managing colleagues.
• International fellowships, EU negotiation or multilateral diplomacy programmes.
