About the Opportunity:

Washington County Cooperative Library Services (WCCLS) is seeking a Collections Supervisor to join our Collections and Technical Services team as we transition to a centralized model for managing physical and digital library collections. This role will provide leadership, supervision, and strategic coordination to ensure efficient workflows and reliable access to library materials across Washington County.

The Collections Supervisor has a key leadership role in developing and providing oversight of a systemwide transition that will centralize collection development across a 16-library cooperative starting in July 2027. This position will build strong working relationships across the cooperative and lead with excellent communication skills, data-informed decision-making, and project management experience.


This role is responsible for providing collaborative strategic direction for how physical and digital collections are selected, managed, and distributed across the cooperative. Working with the Collections and Technical Services Manager, this position will engage in collection analysis, provide resource oversight, build strong vendor relations, and work closely with the WCCLS Collections team.

Key responsibilities include:

  • Supervising a Collections team that includes four Selection Librarians and one Senior Library Assistant
  • Leading centralized collection development and the Library Mail Service program
  • Overseeing an estimated $6 million annual collections budget
  • Guiding the selection and distribution of approximately 200,000 new items per year within a systemwide collection of nearly 1.4 million items
  • Using data, community insight, and collaborative decision‑making to support consistent access and service across diverse communities

This role is well suited to a collaborative, systems‑thinking leader who values data‑informed selection, creating new workflows and processes that center patron experience, and creating strong partnerships with library stakeholders.


Ideal Knowledge, Skills, and Abilities (KSAs):

Knowledge of:·

  • Development, implementation, and evaluation of program systems
  • Supervision, training, and personnel management
  • Program administration, budgeting, and quality improvement
  • Using qualitative and quantitative data for planning and decision‑making

Ability to:

  • Communicate clearly in writing and verbally
  • Lead and support staff through training, documentation, and guidance
  • Plan, assign, and evaluate work effectively
  • Analyze data to support strategic collection and budget decisions
  • Collaborate successfully across teams and partner libraries

Role-specific knowledge:

  • Advanced knowledge of collection development, evaluation, and de-selection practices
  • Knowledge of Machine-Readable Cataloging (MARC) format and Dewey Decimal Classification
  • Data collection, analysis, and reporting to inform decision-making
  • Knowledge of allocating, monitoring, and forecasting budgets
  • Experience using integrated library systems (ILS) for collection-related functions
  • Experience using other relevant collection data analytics software for collection analysis
  • Experience evaluating and recommending digital resources
  • Experience working with library vendors for digital and physical materials

Minimum Qualifications

Education and Experience:

  • Bachelor’s degree in a health, social service, business, or related field*; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
  • Seven (7) years of work experience in program administration, development, evaluation, and/or contract administration.

*Related fields include: library sciences


Additional Requirements

  • Some positions in this classification may require the possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.
  • Some positions in this classification may require the completion of a criminal history check in accordance with Oregon Administrative Rules.

Washington County Cooperative Library Services (WCCLS) is a partnership between Washington County, 9 cities, and 3 nonprofit associations, supporting 16 public library locations through shared funding, collections, technology, and cooperative governance. The cooperative model ensures that residents in cities big and small, as well as rural and unincorporated areas across the county, have access to the same life-changing library services.


While partner libraries have historically managed physical collections locally, WCCLS has provided centralized digital collections. Partners have now committed to fully centralizing collection management and technical services starting in July 2027 to support long‑term sustainability, efficiency, and equitable access countywide.
