A path for every ambition.
At HUB, we believe the best work happens when people are given real space to grow and then given the autonomy to exercise it. We power progress and protect ambition: for the clients who count on us, and equally for the people who make that possible every day.
We’re creative thinkers and determined doers, guided by values that show up in how we work together: with empathy, adaptability, accountability and a genuine commitment to one another’s success. We foster bold ideas, celebrate curiosity and share what we know. Because when people grow, the work they do grows with them.
Our purpose is deeply human: to help people navigate the world on their terms, at their speed, toward their future. We hold that same commitment to the people building careers here.
Whether you’re starting out or leveling up, you’ll find the resources to evolve, the support to take on more and a team ready to back you at every stage.
Your ambition has a home here.
The Licensing & Contracting (L&C) Manager leads the licensing and contracting function, overseeing a team of L&C professionals and driving operational excellence across the full contracting and licensing lifecycle. This role is responsible for direct people leadership, resolution of escalated issues, performance reporting, and identifying process improvements that enhance the producer experience and organizational efficiency. The ideal candidate is an experienced insurance operations professional who thrives in a leadership role and is passionate about building high-performing teams and scalable processes.
Core Responsibilities
People Leadership
- Directly supervise, coach, and develop a team of L&C Associates through regular feedback, performance evaluations, and professional development.
- Set clear performance expectations and service delivery standards, managing workload distribution to maintain capacity and quality.
- Partner with HR and leadership on hiring, onboarding, and performance management activities.
Escalation & Issue Resolution
- Serve as the primary escalation point for complex or time-critical licensing and contracting issues, ensuring timely and appropriate resolution.
- Maintain direct relationships with key carrier contacts and state department representatives to facilitate efficient resolution of elevated matters.
- Document escalated cases and identify recurring patterns to proactively address systemic issues.
Reporting & Performance
- Develop and maintain regular reporting on team activity, workload volume, cycle times, appointment status, and key performance indicators.
- Present performance summaries to leadership on a recurring basis, translating operational data into actionable insights and recommendations.
- Monitor individual and team metrics to identify trends, coaching opportunities, and resourcing needs.
Process Improvement
- Continuously evaluate licensing and contracting workflows to identify inefficiencies and opportunities for streamlining or automation.
- Gather feedback from producers and internal stakeholders to inform improvements in the customer-facing experience.
- Develop and maintain standardized procedures and process guides to ensure consistency, quality, and effective onboarding.
State Licensing & Carrier Contracting
- Oversee team execution of all state licensing activity, new applications, renewals, and status monitoring to ensure producers are properly licensed before conducting business.
- Direct end-to-end management of carrier contracting, from application preparation through confirmed appointment, with established controls to verify appointments before business is submitted.
- Maintain working knowledge of carrier requirements, licensing platforms and submission processes to support team accuracy and advise on complex cases.
Training & Compliance
- Ensure the team effectively communicates carrier product training, AML, and CE requirements to producers prior to sale, with documentation to confirm compliance.
- Serve as the escalation resource for questions related to training timelines, requirements, or compliance platforms.
Skills & Competencies
- Proven people leadership skills with the ability to motivate, develop, and hold a team accountable to high-performance standards.
- Strong analytical and reporting capability; comfortable translating operational data into clear, actionable insights.
- Solutions-oriented approach to problem-solving, with sound judgment in evaluating escalated issues.
- Exceptional organizational skills with the ability to manage competing priorities across team operations and individual responsibilities.
- Excellent written and verbal communication skills across all audiences — producers, carriers, and senior leadership.
- Proficient in Microsoft Office; comfortable with carrier portals, licensing platforms, agency management systems, and reporting tools.
- Adaptable and proactive in response to evolving business needs, carrier requirements, or regulatory changes.
Education & Experience
- Associate or bachelor’s degree preferred.
- 5+ years of experience in insurance licensing, contracting, or a related operations role; at least 1–2 years in a supervisory or team lead capacity.
- Life and/or health insurance industry experience required.
