Meet the Recruiter: Amber Smallwood

What You'll Get To Do:

Federal Affairs Manager to support the office of Government and Public Affairs (GPA) and to develop advocacy efforts across a diverse portfolio of federal policy issues, with a focus on trade, technology, and manufacturing. The ideal candidate possesses direct experience working on Capitol Hill, bringing a deep, firsthand understanding of the legislative and regulatory processes, alongside an established network of bipartisan congressional contacts.

This position is best suited for a government affairs professional with deep trade expertise who also possesses the versatility and policy acumen to support a wide range of legislative and regulatory issues. This role is ideal for a self-staring professional who thrives in a collaborative environment, is comfortable taking ownership of their policy portfolio from day one and is flexible to monitor and provide ad-hoc support on intersecting issues, including environmental policy, supply chain, and corporate taxation, as required.

Lobbying and Advocacy:

  • Support the development and execution of policy positions and advocacy strategies to advance Panasonic’s broad strategic and business interests and priorities before the US Congress, the administration, and federal regulatory agencies.

Policy Analysis:

  • Monitor, analyze, and report on legislative and regulatory proposals impacting trade, technology, manufacturing, and relevant sectors. As appropriate, draft compelling policy positions, one-pagers, and public comments (external) as well as talking points, briefing materials, and presentations (internal).
  • Provide ad-hoc support on intersecting issues, as required.

Relationship Management:

  • Maintain and expand a robust network of relationships with members of Congress, committee staff, administration officials, and other key stakeholders.

Cross-functional Engagement:

  • Work with government affairs staff and key internal stakeholders at Panasonic and its businesses on internal working groups as well as coordination on external advocacy and related activities with government officials, industry associations, embassies, think tanks, and non-governmental organizations, as appropriate.

Scope:

  • The Federal Affairs Manager reports directly to the Group Manager of Government Affairs. While this role has no direct reports, the Manager works highly cross-functionally, collaborating closely with legal, communication, and executive leadership to align policy goals.

  • Education: Bachelor’s degree in Political Science, Public Policy, International Relations, Communications, or a related field (post-graduate degree a plus).
  • Capitol Hill Experience: 5-7 years of professional experience on Capitol Hill (e.g., Legislative Assistant, Committee Staff) or in a federal government affairs role.

Problem Solving:

  • Proactive Initiative: Proven ability to work independently, manage competing priorities, and drive projects to completion in a dynamic environment.

Expertise:

  • Proven track record managing complex policy portfolios, with significant experience in trade policy, tariffs, and related legislative and regulatory matters.
  • Given the current, complex trade environment, trade expertise is a critical qualification and will be a primary focus area for this role.
  • At the same time, the successful candidate must be comfortable managing a broader portfolio of federal policy issues, which may include emerging technology, domestic manufacturing, economic policy, and other business priorities as they evolve. Prior experience with trade policy, trade agreements, and tariff-related matters is strongly preferred.

Process Knowledge:

  • Strong understanding of the federal legislative process, committee jurisdiction, administrative rulemaking process, and political acumen.

Communications:

  • Possess confident written and verbal communication skills, with the ability to synthesize complex policy language into clear, actionable business insights.
  • This role requires strong interpersonal skills – particularly writing and public speaking – as the team regularly presents business and policy implications to internal and external stakeholders.
