Job Description: Implementation Payroll Manager – Payroll Operations
Job Purpose
The Implementation Payroll Manager – Payroll Operations is responsible for representing Payroll Operations throughout payroll implementation projects across EMEA and APAC, acting as the key bridge between Payroll Operations, Implementation, Product, clients, and in-country payroll partners.
The role is responsible for ensuring that implementations are operationally ready, appropriately governed, compliant with local payroll requirements, delivered against agreed timelines, and successfully transitioned into Business-as-Usual (BAU) Payroll Operations.
This role sits within the Payroll Operations function and provides Operations ownership and oversight across the implementation lifecycle, with particular focus on implementation readiness, payroll quality, parallel runs, partner delivery, risk and issue management, go-live governance, operational handover, payroll documentation, and continuous improvement.
The role will support complex, strategic, and high-priority implementations and will identify and drive improvements to strengthen the connection between Implementation and Payroll Operations.
Key Responsibilities
Operations Representation & Implementation Governance
Act as the primary Payroll Operations representative for implementations across EMEA and APAC.
Serve as the bridge between Payroll Operations and Implementation, ensuring operational requirements are considered throughout the implementation lifecycle.
Partner with Implementation Project Managers to establish clear responsibilities, timelines, milestones, dependencies, and deliverables.
Represent Operations in implementation meetings, governance forums and escalation discussions.
Ensure implementation plans appropriately reflect payroll operational requirements, country-specific requirements, payroll calendars, statutory timelines, and BAU considerations.
Provide Operations leadership with visibility of implementation progress, risks, issues, dependencies, and readiness.
Ensure appropriate governance and communication channels are established across Operations, Implementation, Product, and other relevant teams.
Implementation Planning, Execution & Deployment
Oversee the planning, execution, testing, and deployment of new or upgraded global payroll systems and payroll implementations from an Operations perspective.
Ensure implementation activities are delivered in accordance with agreed project timelines, milestones, scope, and quality standards.
Ensure payroll system implementations and upgrades are aligned with local payroll, tax, social security, statutory, and regulatory requirements.
Coordinate with Implementation, Product, Technology, Operations, and in-country partners to ensure seamless integration of payroll processes and systems.
Monitor critical implementation dependencies and proactively identify potential delays or risks to payroll delivery.
Ensure key activities such as data readiness, payroll calendars, statutory registrations, partner deliverables, payroll configuration, testing, parallel runs, and sign-offs are completed within agreed timelines.
Maintain clear action trackers and follow up with stakeholders to ensure timely completion of outstanding activities.
Develop recovery plans and escalate appropriately where implementation milestones are at risk.
Ensure clear ownership and accountability for all Operations-related implementation deliverables.
Operational Readiness & Go-Live
Own the Payroll Operations readiness assessment for new implementations.
Review readiness across payroll data, processes, calendars, country requirements, partner setup, controls, documentation, and operational capacity.
Establish and monitor go-live readiness criteria and ensure required sign-offs are obtained.
Coordinate closely with Operations teams to ensure they are prepared to assume responsibility for the payroll following go-live.
Identify and escalate operational, payroll, compliance, or client risks that may impact go-live.
Support go-live planning and provide Operations leadership with a clear assessment of readiness and outstanding risks.
Ensure a structured transition from implementation into BAU operations.
Support post-go-live stabilization and ensure outstanding implementation activities are appropriately transitioned to BAU ownership.
Parallel Runs & Payroll Validation
Coordinate with Implementation and Payroll Operations teams to establish appropriate parallel run plans for new payroll implementations.
Ensure parallel runs are appropriately planned, executed, reviewed, and documented.
Define expectations around payroll input validation, output comparison, variance analysis, and sign-off.
Work with Operations and in-country partners to investigate and resolve material variances identified during parallel runs.
Ensure parallel run outcomes and outstanding issues are clearly documented prior to go-live.
Consider country-specific payroll calendars, annual statutory changes, payroll cycles, and implementation timelines when determining the appropriate parallel run approach.
Ensure go-live decisions are supported by appropriate payroll validation and stakeholder sign-off.
Payroll SOPs, Documentation & Regulatory Readiness
Ensure country-specific payroll Standard Operating Procedures (SOPs) are created, reviewed, maintained, and updated as part of implementation and ongoing operational readiness.
Ensure SOPs accurately reflect the latest applicable payroll, tax, social security, statutory, and regulatory requirements.
Establish appropriate ownership and review cycles for country payroll documentation.
Ensure changes resulting from new legislation, payroll system updates, process changes, or implementation learnings are reflected in relevant SOPs and operational documentation.
Ensure required implementation documentation is complete and accessible to Payroll Operations before handover.
Identify gaps in existing SOPs and documentation and drive remediation with relevant stakeholders.
Maintain consistency and standardization of payroll documentation across countries where appropriate.
Escalation, Issue Analysis & Root Cause Management
Act as the Operations escalation point for implementation-related payroll issues.
Analyse escalations, complaints, payroll errors, process gaps, and recurring operational issues.
Conduct or facilitate Root Cause Analysis (RCA) to identify underlying causes rather than addressing only the immediate issue.
Develop and drive Corrective and Preventive Actions (CAPA) to prevent recurrence.
Track actions through resolution and validate that corrective measures have been effectively implemented.
Identify trends across countries, clients, partners, and implementations to determine systemic issues.
Liaise with Implementation, Product, Technology, in-country partners, Client Success, and Operations teams to resolve issues end-to-end.
Ensure material risks and unresolved issues are appropriately escalated to senior leadership.
Capture lessons learned and incorporate them into future implementations, SOPs, controls, and operational processes.
Operations & Product Collaboration
Facilitate communication between Payroll Operations and Product/Technology teams regarding payroll system issues, bugs, enhancements, and operational requirements.
Translate operational payroll requirements and business impact into clear requirements for Product and Technology teams.
Coordinate investigation and resolution of payroll platform bugs and implementation-related system issues.
Track product issues through to resolution and ensure appropriate prioritization based on payroll impact and client risk.
Validate fixes from an Operations perspective before implementation or deployment where required.
Communicate relevant product changes, enhancements, and system updates to Payroll Operations.
Identify recurring platform issues and work with Product teams to drive permanent solutions.
Ensure operational and country-specific payroll requirements are considered in product development and system enhancements.
Strategic & Critical Client Support
Provide enhanced support for strategic, complex, and high-priority client implementations.
Partner with Implementation, Client Success, and Operations leadership to manage client escalations and implementation risks.
Support client governance meetings and implementation steering committees where required.
Ensure client commitments related to payroll readiness, timelines, testing, parallel runs, and go-live are appropriately managed.
Support post-go-live stabilization for critical clients and ensure issues are transitioned appropriately into BAU ownership.
Identify implementation risks that may impact client experience and proactively drive mitigation.
In-Country Payroll Partner Management
Manage and coordinate with in-country payroll partners throughout the implementation lifecycle.
Establish clear expectations for partner deliverables, timelines, SLAs, quality standards, and escalation processes.
Track partner deliverables and proactively address delays, quality issues, or missed milestones.
Maintain visibility of partner performance and implementation-related risks.
Ensure country-specific payroll requirements, statutory obligations, payroll calendars, and operational processes are appropriately documented and validated.
Escalate recurring partner performance issues and work with Partner Management and Operations leadership on remediation.
Ensure partner readiness prior to go-live and successful transition into BAU.
Handover to Payroll Operations
Own the implementation-to-operations handover from an Operations perspective.
Ensure all required payroll documentation, SOPs, calendars, process information, country requirements, controls, contacts, and operational procedures are complete before handover.
Coordinate knowledge transfer between Implementation, in-country partners, and Payroll Operations.
Ensure clear ownership of all activities and outstanding actions following go-live.
Establish appropriate post-go-live support and hypercare arrangements for complex implementations.
Track outstanding implementation actions through closure.
Conduct post-implementation reviews and capture lessons learned for future implementations.
Payroll Knowledge Repository & Cross-Functional Enablement
Create, manage, and maintain a comprehensive global payroll knowledge repository covering country-specific payroll requirements, processes, SOPs, regulatory information, implementation learnings, and operational guidance.
Ensure payroll knowledge is structured and accessible to Payroll Operations, Sales, Client Success, Implementation, and other relevant cross-functional teams.
Ensure knowledge repository content remains accurate, current, and aligned with the latest country requirements and payroll practices.
Partner with country payroll teams and subject matter experts to identify knowledge gaps and ensure appropriate content is developed.
Support Sales and cross-functional teams by providing accurate payroll information required for client discussions, proposals, implementations, and operational decision-making.
Establish appropriate governance for content ownership, review, updates, and version control.
Trackers, Deliverables & Request Management
Maintain structured implementation, readiness, risk, issue, partner, and handover trackers.
Provide clear visibility of outstanding deliverables, owners, due dates, dependencies, and status.
Communicate requirements and deadlines to relevant team leads and stakeholders.
Follow up on outstanding deliverables and proactively escalate delays or risks.
Coordinate and manage ad-hoc operational and implementation requests, ensuring appropriate prioritization, ownership, and completion.
Ensure trackers and action logs provide accurate visibility for governance and leadership reporting.
Identify recurring ad-hoc requests and assess opportunities to standardize or automate them.
Project Governance, Reporting & Risk Management
Maintain structured governance across Operations-supported implementations.
Prepare and provide regular implementation status updates to Payroll Operations leadership and relevant stakeholders.
Maintain RAG status covering implementation milestones, operational readiness, risks, issues, partner performance, and go-live readiness.
Track key decisions, actions, risks, dependencies, and escalations.
Ensure appropriate governance cadence is maintained for strategic and complex implementations.
Provide clear visibility of projects requiring leadership intervention or additional support.
Support monthly and quarterly implementation governance reviews as required.
Process Efficiency & Continuous Improvement
Identify gaps between Implementation and Payroll Operations that create operational, quality, compliance, or client experience risks.
Identify recurring implementation issues and conduct RCA to determine underlying causes.
Develop and implement improvements to implementation governance, readiness, testing, parallel runs, documentation, and handover processes.
Standardize implementation-to-Operations processes across EMEA and APAC where appropriate.
Develop and maintain implementation readiness checklists, handover frameworks, governance templates, SOP standards, and operational acceptance criteria.
Partner with Implementation, Product, Operations, and other stakeholders to drive automation and process improvements.
Ensure lessons learned from implementations are incorporated into future implementation practices.
Operational Capacity & Readiness
Partner with Payroll Operations leadership to assess the impact of upcoming implementations on operational capacity.
Provide advance visibility of upcoming go-lives, payroll volumes, countries, payroll complexity, and expected BAU workload.
Identify potential resourcing, training, process, or partner capacity requirements before go-live.
Ensure Operations teams have appropriate knowledge, access, documentation, and support to assume BAU responsibility.
Support planning for transition and stabilization periods following go-live.

Implementation, risk, issue, readiness, and handover trackers provide accurate visibility of deliverables and ownership.
Post-go-live risks and outstanding implementation actions are clearly owned and tracked.
Recurring gaps between Implementation and Operations are identified and addressed through continuous improvement.

7+ years of experience in global or multi-country payroll.
Demonstrated experience in payroll implementation, transition, migration, or payroll transformation.
Experience managing or supporting complex, multi-country payroll implementations.
Experience working with payroll vendors / in-country payroll partners.
Experience managing parallel runs, payroll validation, go-live readiness, and operational handover.
Experience managing payroll SOPs, process documentation, or knowledge repositories.
Experience conducting RCA and implementing corrective and preventive actions.
Experience partnering with Product and Technology teams to resolve system issues and implement payroll system enhancements.
Experience managing senior stakeholders and complex escalations.
Project management certification or equivalent project management experience is preferred.
Experience across EMEA and APAC payroll environments is preferred.
