About the role:

As Manager II, Analytics Engineering, you will help ensure millions of Americans have access to healthcare by working with a team of Analysts, Data Scientists, Engineers, and Technical Product Managers to deliver on a federal contract that supports healthcare.gov outreach, analytics, and data science. Positioned between Data Engineering and Data Analysis, this leadership role will employ best practices in data modeling, SQL and dbt to design and build robust data pipelines, implement data quality testing, and maintain the foundational data models used for analytics reporting, outreach, and data science. This person will play an instrumental role supporting a team to improve documentation, manage pipeline automation, and transform data into actionable insights. Your track record should reflect domain knowledge in data analysis, data modeling, and ETL/ELT (particularly transformation), including experience adapting to changing technologies, business logic, policy implications, and client priorities.

In this position you will:

  • Direct and develop a small Analytics Engineering team that partners with Analysts and Data Engineers to define data modeling standards and dbt best practices across the healthcare.gov outreach team.
  • Oversee the migration, refactoring, and optimization of complex SQL logic into maintainable, highly scalable dbt pipelines; build dimensional models and semantic layers to answer critical business questions and track KPIs.
  • Develop and manage complex Airflow DAGs to orchestrate movement of data throughout the lifecycle of outreachImplement data quality checks (dbt tests, sources, freshness) and monitor data reliability.
  • Develop and maintain clear documentation for datasets, lineage, and transformation logic.
  • Drive best practices for query performance and data model efficiency, helping the team troubleshoot slow-running transformations and optimize Snowflake usage.
  • Develop a deep understanding of federal healthcare programs, specifically the ACA, policy mandates, and regulatory frameworks to ensure data models accurately reflect marketplace changes and consumer messaging.
  • Take ownership of task areas and strive to independently resolve challenges in order to deliver accurate products on short deadlines.
  • Complete such other reasonable tasks as may be assigned by management.

What we are seeking:

  • 5+ years of applied experience working in data analytics/infrastructure, analytics engineering with 1+ years leading, managing, or mentoring technical team members.
  • Proven track record working with dbt and developing downstream data models (Kimball/Vault) in cloud environments like Snowflake, Redshift, or Databricks along with pipeline management in Airflow or similar tools.
  • Experience optimizing data models for query efficiency.
  • Strong desire or experience mentoring junior Analytics Engineering staff and developing best practices within a team.
  • Ability to work alongside technical and less technical team members to understand the business logic of ingested data, ask the right questions, and translate that logic to build derivative data products that provide value.
  • Deep interest in researching and investigating problems, approaching new systems with a lot of curiosity, solving puzzles, and proposing solutions that improve both technical performance and end users’ satisfaction.
  • Comfort working independently to drive portions of larger projects, using organizational objectives and sound judgment to guide your work.
  • Experience providing detailed review of others’ work and a strong grasp of version control (i.e., Git).
  • Passion for applying your skills to our mission of improving government services and collaborating within a cross-functional team environment.
  • The ability to successfully attain and maintain a Federal Public Trust security clearance, as required by our government clients; this includes a background investigation and a requirement that the individual has U.S. Citizenship, or U.S. residency for three of the past five years (36 of the past 60 months).   • An undergraduate degree or higher.

You may also have:

  • Experience working with Medicare, Medicaid, or HealthCare.gov Marketplace data and systems.
  • Experience working with workflow orchestration tools, such as Airflow Workflows.
  • Experience navigating cloud data environments like Snowflake or AWS Redshift.
  • Familiarity with R for basic data manipulation, automation, or statistical analysis.
  • Experience working in an Agile development environment
