Manager, International Students & Immigration Services

Manager, International Students & Immigration Services

Organization: Medforth Global Healthcare Education (MGE)
Institutions Supported: Rocky Vista University (RVU) and St. George’s University (SGU)

Location: Preferred Colorado, Utah or Montana or Remote

Reports to: Chief Enrollment Services and Student Operations Officer (Temporary)

Position Summary

The Manager, International Students & Immigration Services serves as the operational lead and subject-matter expert for international students and immigration services across Medforth Global Healthcare Education (MGE), with primary responsibility for supporting Rocky Vista University (RVU) students.

The Manager coordinates with RVU’s Principal Designated School Official (PDSO) and the PDSO is responsible for the hands-on administration and oversight of RVU’s F-1 international student program and Student and Exchange Visitor Information System (SEVIS) activities, including Form I-17 maintenance, recertification, and the addition or removal of instructional sites. Depending on location, under the PDSO’s oversight, the Manager may handle day-to-day F-1 and Student and Exchange Visitor Information System (SEVIS) operations, including Form I-20 issuance and SEVIS record maintenance.

This is a highly student-facing and operational position. The Manager works directly with students throughout the student lifecycle to help them navigate immigration requirements, institutional processes, documentation, deadlines, travel considerations, and changes in academic or enrollment status that may affect their immigration status or ability to participate in their educational program.

The Manager also serves as an operational resource for immigration-related matters affecting SGU students, working across institutional and functional teams to coordinate student support, identify issues, facilitate resolution, and ensure appropriate escalation when legal or regulatory interpretation is required.

Given the clinical nature of many programs supported by MGE, the Manager partners closely with Clinical Education Operations and clinical students to address immigration, travel, documentation, and related operational requirements that may affect clinical placements, rotations, progression, or a student’s ability to enter or remain in a jurisdiction where educational activities occur. This includes coordinating visa support letters for SGU students entering the US on B-1 visitor visas for clinical rotations and supporting SGU students on UK visa requirements for clinical training placements, in coordination with SGU’s UK immigration lead.

This position is designed as a hands-on functional manager and individual contributor. The Manager is expected to personally manage student cases and immigration operations while providing institutional expertise, process ownership, and cross-functional coordination.

Essential Functions

Direct Student Support & Case Management

  • Serve as a visible, accessible, and student-centered resource for international students requiring immigration-related operational assistance.
  • Meet directly with students to review requirements, documentation, deadlines, travel considerations, and institutional processes.
  • Personally manage student cases from initial inquiry through resolution, coordinating with other university offices when necessary.
  • Provide proactive outreach to students approaching immigration, documentation, enrollment, travel, or program-related deadlines.
  • Develop clear student communications, FAQs, checklists, instructions, orientation materials, and other resources that make complex requirements easier for students to understand and navigate. Conduct orientation sessions for newly admitted international students and quarterly information sessions for students preparing for clinical transitions.
  • Help students understand how changes in enrollment or academic circumstances may interact with immigration requirements and connect students with the appropriate institutional resources.
  • Identify complex, high-risk, or unusual matters requiring legal or regulatory interpretation and appropriately escalate those matters to Legal, Compliance, and/or qualified immigration counsel.
  • Partner with the Office of the University Registrar and other appropriate offices when enrollment, academic standing, leaves of absence, withdrawals, program changes, or other student-status changes may have immigration implications.
  • In conjunction with the RVU PDSO, monitor student status, documentation requirements, and immigration-related deadlines and proactively communicate required actions to students.
  • Coordinate institutional responses to student circumstances that may affect F-1 status.
  • Maintain appropriate records and documentation to support institutional compliance and audit readiness.
  • In conjunction with the Senior Associate Director of Promotions and Pathways, coordinate, maintain and distribute visa disclosure letters addressing pathway challenges, country-specific travel bans, and Statement of Need availability for the J-1 visa.
  • Provide immigration guidance to students planning for US residency, including the J-1 (ECFMG-sponsored) and H-1B visa categories, Statement of Need requirements, and the J-1 two-year home residency requirement, in coordination with the Senior Associate Director of Promotions and Pathways.

Clinical Student & Clinical Education Operations

  • Partner closely with Clinical Education Operations to support international students participating in clinical education.
  • Serve as an operational immigration resource for clinical students whose immigration status, travel, documentation, or other requirements may affect their ability to begin or continue a clinical rotation.
  • Work proactively with Clinical Education Operations to identify students with upcoming immigration or documentation requirements that could affect placement or progression.
  • Coordinate directly with students and internal teams to resolve operational issues before they result in delayed or disrupted clinical rotations whenever possible.
  • Assist with immigration-related operational considerations associated with travel, entry or re-entry, clinical placements, and participation in educational activities across jurisdictions, including preparation of B-1 visa support letters for clinical rotations and coordination of UK Student visa and Standard Visitor visa documentation for clinical training in the United Kingdom.
  • Develop standardized processes, timelines, communications, and escalation pathways for recurring immigration-related issues affecting clinical students.
  • Partner with Clinical Education Operations when evaluating new or changing clinical experiences that may present immigration-related operational considerations.

SGU Immigration Operations

  • Serve as an MGE operational resource for immigration-related matters affecting SGU students.
  • Work directly with SGU students, as appropriate, to help coordinate and resolve immigration-related operational issues.
  • Partner with SGU offices responsible for immigration matters, the Office of the University Registrar, Clinical Education Operations, Student Affairs, Admissions, and other areas to promote clear ownership, consistent processes, and timely student support.
  • Provide particular support for immigration-related matters affecting SGU clinical students, including issues involving travel, documentation, entry or re-entry, and participation in clinical education.
  • Coordinate cross-functional resolution of cases where immigration considerations intersect with academic progression, enrollment, clinical placement, or other student operations.
  • Identify recurring immigration-related issues and recommend improvements to policies, processes, communications, systems, and student support.
  • Maintain visibility into significant immigration-related operational issues affecting students and provide appropriate reporting and escalation to leadership.
  • Partner with Legal and Compliance when matters require legal interpretation, regulatory guidance, or institutional risk assessment.

RVU F-1 & SEVIS Operations

  • Serve as an RVU Designated School Official (DSO), issuing, reviewing, updating, and maintaining Forms I-20 and SEVIS records accurately and within regulatory deadlines.
  • Support F-1 students with immigration-related processes associated with initial attendance, continuing enrollment, transfers, program changes, extensions, reduced course loads, practical training (CPT and OPT), change of status, and reinstatement. Under the direction of the RVU PDSO, provide day-to-day coordination and guidance to RVU DSOs and international student liaisons to promote consistent practices and appropriate SEVIS administration.
  • Support the RVU PDSO with SEVP communications, the Annual DSO Verification, recertification preparation, and audit readiness.

Operational Management

  • Maintain current working knowledge of immigration regulations, government guidance, and operational requirements relevant to international students supported by MGE and its institutions.
  • Translate regulatory requirements into practical and understandable operational processes for students and university colleagues.
  • Develop and maintain standard operating procedures, process maps, calendars, checklists, internal controls, and escalation pathways for immigration-related student services.
  • Establish appropriate tracking and reporting mechanisms for student cases, deadlines, documentation, and compliance activities.
  • Periodically review processes and records to identify operational or compliance gaps and recommend corrective actions.
  • Provide training and guidance to university and MGE colleagues regarding immigration-related processes, student support responsibilities, and appropriate escalation pathways.
  • Partner with Reporting & Systems and technology teams to identify opportunities to improve case management, student communications, tracking, reporting, and automation.
  • Analyze trends in student inquiries and cases and recommend improvements to the overall student experience.
  • Monitor US and UK visa trends, executive actions, proposed and final regulations, and consular processing developments that may affect the institution's international student population, respond in real time to emerging visa issues and travel restrictions affecting students, and prepare written briefings on trending issues for leadership.
