POSITION SUMMARY INFORMATION: DUTIES AND REQUIREMENTS Job Summary : The Manager, Medical Detention Operations is responsible for the operational oversight, coordination, implementation, and continuous improvement of healthcare services delivered across multiple detention facilities supported by GardaWorld Federal Services (GWFS). Reporting directly to the Senior Manager, Medical Operations, the Medical Detention Operations Manager serves as a key corporate leader responsible for ensuring facility healthcare programs operate in compliance with contractual requirements, National Detention Standards (NDS), Performance-Based National Detention Standards (PBNDS), federal regulations, applicable clinical standards, and organizational policies. The Program Manager provides strategic and operational oversight to facility healthcare leadership teams, ensuring delivery of high-quality, efficient, and compliant healthcare services to detained populations. The position supports operational readiness, staffing initiatives, quality improvement, regulatory compliance, government relations, contract performance, and healthcare program execution across assigned detention facilities nationwide. The incumbent functions as the primary liaison between facility leadership, corporate leadership, and government stakeholders to ensure operational excellence and successful contract performance throughout the continuum of detention healthcare services. Duties/Responsibilities : Provide operational oversight and program management support for multiple detention healthcare programs nationwide. Monitor facility healthcare operations to ensure compliance with contract requirements, federal regulations, and detention healthcare standards. Serve as the corporate point of contact for assigned facilities regarding medical operations, program performance, and operational issues. Collaborate with facility Health Services Administrators, Clinical Directors, and Medical Directors to support operational effectiveness. Ensure implementation and consistent application of corporate healthcare policies, procedures, and operational initiatives. Monitor facility performance metrics and operational indicators to identify trends, risks, and opportunities for improvement. Support healthcare startup activities, contract transitions, facility expansions, and operational improvement initiatives. Ensure facility compliance with National Detention Standards (NDS), Performance-Based National Detention Standards (PBNDS), applicable federal regulations, and contractual obligations. Monitor corrective action plans resulting from government inspections, audits, accreditation reviews, and compliance assessments. Coordinate responses to government findings and assist facilities in achieving sustained compliance. Support preparation for audits, inspections, accreditation surveys, and customer evaluations. Monitor compliance with clinical documentation standards, staffing requirements, healthcare protocols, and quality assurance programs. Analyze quality indicators, utilization trends, operational data, patient safety metrics, and healthcare outcomes. Lead performance improvement initiatives designed to enhance healthcare delivery, compliance, efficiency, and patient outcomes. Develop and maintain dashboards, reports, and performance metrics for corporate and government stakeholders. Support implementation of enterprise-wide quality improvement and operational excellence initiatives. Participate in root cause analyses, investigations, and risk mitigation activities as needed. Monitor facility healthcare staffing levels and collaborate with recruitment teams to address staffing needs. Support onboarding, orientation, and deployment of healthcare personnel. Assist facility leadership with workforce planning, retention strategies, and staffing optimization efforts. Provide guidance and support during staffing shortages, surges, or emergency situations. Maintain positive working relationships with government officials, facility leadership, corporate stakeholders, and external partners. Participate in customer meetings, operational reviews, and strategic planning discussions. Prepare executive briefings, reports, operational summaries, and presentations for leadership. Support contract deliverables, performance reviews, and customer reporting requirements. Assist in monitoring operational budgets, labor utilization, staffing expenditures, and contract performance indicators. Support financial forecasting and resource planning efforts related to healthcare operations. Identify operational efficiencies while maintaining compliance and quality standards. Support contract growth opportunities, proposal efforts, and business development initiatives as requested. Maintain confidentiality of healthcare information, operational data, and sensitive government information. Provide after-hours operational support during emergencies, critical incidents, or significant healthcare events. Travel extensively to support facility oversight, inspections, customer meetings, and operational initiatives. Perform other duties as assigned. Required Education, Certifications, Licenses, and Experience : Bachelor's degree in Healthcare Administration, Nursing, Public Health, Business Administration, Healthcare Management, or a related field. Master's degree preferred. Minimum seven (7) years of progressive healthcare operations, healthcare management, correctional healthcare, detention healthcare, or healthcare program leadership experience. Minimum three (3) years managing multi-site healthcare operations, government healthcare contracts, or detention healthcare programs. Experience overseeing operational performance, staffing, compliance, quality improvement, and contract execution. Experience working with federal government agencies, healthcare contractors, correctional systems, or detention environments. Demonstrated experience managing healthcare programs with multiple stakeholders and regulatory requirements. Proficiency with healthcare reporting systems and Microsoft Office Suite. Ability to obtain and maintain all required government clearances, facility credentials, and contractual requirements. Ability to provide proof of citizenship or legal U.S. work authorization. Must consent to fingerprinting and background investigations. Must be able to read, write, speak, and understand English proficiently. Extensive knowledge of detention healthcare operations, correctional healthcare systems, and healthcare program management. Strong understanding of National Detention Standards (NDS), Performance-Based National Detention Standards (PBNDS), and federal detention healthcare requirements. Knowledge of healthcare regulatory compliance, accreditation standards, and quality improvement methodologies. Strong leadership and team-building skills with the ability to influence and support multidisciplinary teams. Demonstrated program management, organizational, and operational planning capabilities. Ability to assess healthcare operations, identify deficiencies, and implement corrective actions. Strong analytical and critical thinking skills. Ability to interpret operational, clinical, and financial performance data. Excellent written, verbal, presentation, and interpersonal communication skills. Strong customer service and government relations skills. Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, Teams, and reporting platforms. Ability to manage multiple priorities across geographically dispersed locations. Ability to exercise sound judgment and decision-making in complex operational environments. Preferred Qualifications: Registered Nurse (RN), Physician Assistant (PA), Nurse Practitioner (NP), or other healthcare licensure. Master's degree in Healthcare Administration (MHA), Public Health (MPH), Business Administration (MBA), Nursing, or a related field. Project Management Professional (PMP), Certified Professional in Healthcare Quality (CPHQ), Fellow of the American College of Healthcare Executives (FACHE), or equivalent certification. Experience supporting government agencies through federal healthcare programs. Experience managing detention healthcare or correctional healthcare contracts. Experience with ACA, NCCHC, Joint Commission, or other healthcare accreditation standards. Experience leading multi-site operational improvement initiatives and complex healthcare programs.
