Bold New Solutions, Inc. (BNS)

Department: Operations
Reports To: VP of Operations
Employment Status: Full-Time, Salary, Exempt
Location: Based on business needs
Travel: As required to support project operations and customer commitments

Position Overview

The Manager of the Project Management Office (PMO) is responsible for establishing, leading, and managing BNS's Project Management Office as a centralized function responsible for project management standards, portfolio oversight, project performance, and Project Manager accountability across the organization.

As BNS continues to grow across Critical Infrastructure Solutions, BNS Networks, BNS Power, and its other business operations, the PMO Manager will establish the structure, processes, reporting, and management discipline necessary to support consistent and successful project delivery.

This position is accountable for the effectiveness of the project management function, including the development and implementation of standardized project management practices, oversight of the company's active project portfolio, leadership and development of Project Managers, and visibility into project schedules, budgets, resources, risks, customer commitments, and financial performance.

The PMO Manager will serve as the central point of accountability for project management practices across BNS. This includes establishing expectations, monitoring performance, identifying execution gaps, and ensuring that issues are escalated and addressed with clear ownership and recovery plans.

Working closely with the COO, executive leadership, Operations, Finance, Procurement, Contracts, Engineering, HR, and Business Development, this role will help ensure that projects are appropriately planned, resourced, monitored, and delivered in alignment with company objectives and contractual commitments.

This is a PMO leadership position, not a senior Project Manager role. The Manager is responsible for building and managing the project management function, establishing organizational standards, and holding Project Managers accountable for project outcomes. Operations retains responsibility for field workforce management, technician scheduling,

and deployment. Finance retains responsibility for financial controls and accounting, while Contracts and Procurement retain their respective functional approval responsibilities.

Key Responsibilities

1. PMO Leadership, Governance & Standards

· Establish, lead, and continuously improve the BNS Project Management Office.

· Develop and implement a standardized project management framework applicable across BNS business units while accommodating differences in project type, customer requirements, and contractual obligations.

· Establish project management policies, procedures, tools, templates, reporting requirements, and operating standards.

· Define project management roles, responsibilities, decision-making authority, accountability expectations, and escalation protocols.

· Establish consistent requirements for project initiation, planning, scheduling, budgeting, execution, monitoring, change management, and closeout.

· Ensure all Project Managers follow established PMO standards and maintain appropriate project documentation.

· Establish project governance and review processes to provide leadership with visibility into project health and performance.

· Evaluate and implement project management systems and tools that improve consistency, reporting, and organizational efficiency.

· Ensure the PMO remains practical, scalable, and aligned with BNS's business needs.

2. Project Portfolio Oversight & Accountability

· Maintain centralized oversight of the company's active project portfolio across business units.

· Establish a consistent process for project intake, prioritization, assignment, planning, and ongoing portfolio review.

· Ensure each project has an identified Project Manager, defined scope, approved schedule, budget, milestones, deliverables, and execution plan.

· Monitor project status, customer commitments, schedule performance, financial performance, resource requirements, and project risks.

· Establish consistent project health indicators and escalation requirements.

· Identify projects experiencing delays, cost overruns, scope changes, resource constraints, or customer concerns.

· Require Project Managers to communicate risks and potential delays proactively, including the cause, business impact, responsible owner, and recovery plan.

· Ensure project issues have clear ownership, resolution timelines, and appropriate follow-up.

· Lead regular project portfolio reviews with Project Managers and relevant operational leaders.

· Escalate significant project risks, financial exposure, customer issues, and resource conflicts to the COO and appropriate leadership.

· Ensure project closeout includes financial reconciliation, documentation, customer acceptance, and lessons learned.

3. Project Financial Performance & Controls

· Establish consistent project budget management, cost tracking, forecasting, and reporting expectations.

· Partner with Finance and Project Managers to monitor project financial performance and identify financial risks.

· Ensure Project Managers understand project budgets, approved costs, labor assumptions, subcontractor expenses, material costs, travel, per diem, and other project-related expenditures.

· Monitor budget variances, cost overruns, margin erosion, unapproved expenditures, and potential financial exposure.

· Establish expectations for timely and accurate project forecasting, including revenue, costs, labor requirements, and projected completion.

· Ensure scope changes, additional work, and customer requests are evaluated for schedule, contractual, and financial impact before execution.

· Partner with Finance to improve project financial reporting and provide leadership with reliable information for decision-making.

· Hold Project Managers accountable for understanding and managing the financial performance of their assigned projects.

The PMO Manager provides project-level financial oversight and accountability but does not replace Finance's responsibility for accounting, financial controls, or financial approvals.

4. Project Manager Leadership & Performance Management

· Provide direct leadership and performance management for Project Managers and assigned PMO personnel.

· Establish clear performance expectations, individual accountability, and measurable objectives for Project Managers.

· Evaluate Project Manager performance based on project execution, financial results, schedule adherence, customer satisfaction, communication, documentation, and adherence to PMO standards.

· Conduct regular one-on-one meetings, project reviews, and performance discussions.

· Identify skill gaps and establish training, coaching, and professional development plans.

· Support the recruitment, onboarding, and development of Project Managers as BNS's project portfolio expands.

· Build a consistent approach to project leadership, communication, problem-solving, and customer management.

· Address performance concerns and execution deficiencies in a timely and constructive manner.

· Develop a strong PMO team capable of managing increasingly complex projects and supporting BNS's continued growth.

5. Cross-Functional Resource Planning & Coordination

· Partner with Operations and Field Management to align project schedules with workforce availability, technician requirements, and deployment plans.

· Work with Procurement to ensure materials, equipment, subcontractors, and other resources are identified and coordinated in accordance with project schedules.

· Coordinate with Engineering and technical leadership to ensure technical requirements, designs, and implementation plans are aligned with project scope and deliverables.

· Partner with HR and Operations to identify upcoming staffing needs, resource gaps, workforce planning requirements, and project-related personnel challenges.

· Establish visibility into current and future project resource requirements.

· Identify resource conflicts across projects and coordinate resolution with the appropriate operational leaders.

· Ensure Project Managers communicate resource needs early enough to support effective planning and execution.

· Promote collaboration and accountability across departments to minimize delays and improve project performance.

The PMO Manager coordinates project resource requirements but does not independently control technician assignments, field staffing, or operational deployment decisions.

6. Contract, Scope & Customer Performance

· Ensure Project Managers understand contractual scope, deliverables, milestones, acceptance criteria, and customer-specific requirements.

· Establish consistent project change management and documentation practices.

· Ensure requests for additional work, scope changes, and schedule modifications are appropriately documented, reviewed, and approved before implementation.

· Partner with Contracts, Procurement, Finance, and Operations to identify contractual obligations and risks that may affect project delivery.

· Establish expectations for customer communication, project status updates, issue resolution, and escalation.

· Participate in significant customer escalations and project recovery efforts as needed.

· Monitor recurring customer concerns and identify opportunities to improve project execution and customer satisfaction.

· Ensure project deliverables and commitments are managed consistently across BNS.

The PMO Manager ensures project teams follow contract and change management requirements but does not independently approve contractual commitments or authorize changes outside established delegation authority.

7. Reporting, Metrics & Continuous Improvement

· Develop and maintain a standardized PMO reporting structure that provides leadership with an accurate view of project portfolio performance.

· Establish and monitor key performance indicators (KPIs), including:

o Project schedule adherence and on-time completion.

o Project budget performance and cost variances.

o Forecast accuracy and projected profitability.

o Project resource utilization and staffing requirements.

o Scope changes and change order status.

o Project risks, issues, and corrective action status.

o Customer satisfaction and project quality.

o Project closeout and documentation completion.

o Project Manager performance and adherence to PMO standards.

· Prepare and present regular portfolio reports to the COO and executive leadership.

· Lead recurring project review meetings and ensure action items have assigned owners and due dates.

· Identify trends, recurring execution challenges, and opportunities for improvement across business units.

· Ensure lessons learned are documented and incorporated into future project planning and execution.

· Develop corrective action plans when project performance or PMO compliance falls below expectations.

· Continuously evaluate the effectiveness of PMO processes and recommend improvements that strengthen BNS's operational and financial performance.

Required Qualifications

· 7+ years of progressive experience in project management, program management, or project operations.

· At least 3 years of experience leading Project Managers, project teams, or a project management function.

· Demonstrated experience establishing, managing, or improving a Project Management Office or comparable project governance structure.

· Experience overseeing multiple concurrent projects with responsibility for schedules, budgets, resources, customer deliverables, and financial performance.

· Strong understanding of project financial management, forecasting, cost controls, change management, and contract deliverables.

· Demonstrated ability to develop and implement project management standards, processes, reporting structures, and performance metrics.

· Experience leading cross-functional teams and coordinating with Operations, Finance, Procurement, Engineering, and customer-facing personnel.

· Ability to identify project risks, evaluate execution challenges, and implement corrective action and recovery plans.

· Strong leadership, communication, organizational, analytical, and problem-solving skills.

· Proficiency with Microsoft Office, project scheduling tools, and project management or enterprise resource planning systems.
