JOB SUMMARY Manages programs for compensation and benefits, career pathing and leave administration. Leads the planning, administration and implementation of compensation and benefit programs for the Sewer District. Develops and maintains an effective career pathing program. Oversees the administration of all Sewer District leave programs. Performs other duties of a similar nature as may be required. ESSENTIAL FUNCTIONS Compensation Strategy - Manages the design, implementation, analysis and communication of the Sewer District’s compensation programs for salary, non-exempt and union/hourly employees. Ensures all compensation programs are efficiently and accurately administered, in compliance with applicable federal and state regulations and the Sewer District’s objectives. Integrates compensation programs to enhance the organization’s ability to recruit and retain employees. Drives innovation in variable compensation programs by preparing and implementing recommendations. Benefits Strategy - Provides overall strategic leadership for the Sewer District’s employee benefits programs. Ensures effective implementation of benefits and wellness objectives, policies and programs in the communication process and alignment with financial objectives of the Sewer District. Manages compliance standards associated with all employee benefits plans. Manages the Sewer District’s wellness program. Establishes metrics and deploys activities that address top health concerns and reduce healthcare costs. Leads the request for proposal process for benefit and wellness vendor renewals. Career Pathing and Job Description Management – Oversees the Sewer District’s career pathing and job description processes, ensuring jobs are clearly defined and aligned with organizational structure and career progression. Partners with leaders and stakeholders to maintain consistent job descriptions, develop career paths and support employees in preparing for advancement and movement into other positions throughout the Sewer District. Leave Administration - Oversees the administration of all Sewer District leave programs and policies including, but not limited to, Family and Medical Leave Act (FMLA), Workers’ Compensation, Short-Term Disability, Paid Parental Leave, Personal Leave and military leave. Leads the administration of the interactive process under the Americans with Disabilities Act (ADA). Ensures all leave programs and policies are efficiently and accurately administrated, ensuring compliance with all applicable federal and state laws and collective bargaining agreements. Works with leadership in establishing the department budget and carrying out related budgetary responsibilities. Administers and monitors the team’s program expenditures. Oversees the management of acquisition, implementation and maintenance of relevant contracts and programs, ensuring completeness, consistency and alignment with organizational goals. Researches, selects and maintains relationships with vendors and consultants. Provides strategic leadership, training and guidance to assigned staff. Manages dynamic workload and reassigns staff resources as business needs change. Sets teams performance objectives, monitors and evaluates outcomes. Performs other duties of a similar nature as may be required. MINIMUM JOB REQUIREMENTS EDUCATION Candidate must possess a bachelor’s degree, preferably in Human Resources, Business Administration, Organizational Development, Industrial-Organizational Psychology or related field. Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy. EXPERIENCE Five (5) years of progressively responsible experience in Total Rewards, including compensation, benefits and rewards strategy, with demonstrated success leading cross-functional initiatives, managing vendor relationships, ensuring regulatory compliance and partnering with leadership to support organizational goals. Candidate must possess three (3) years of supervising, managing, and/or leading people, projects and/or processes. OTHER REQUIREMENTS LICENSURE AND CERTIFICATIONS SHRM-CP, SHRM-SCP, PHR or SPHR certification preferred. Compensation and Benefits Cornell Certificate Program, Certified Compensation Professional certification, Foundations of Compensation Program (SHRM) or HRCI Pro: Compensation certification preferred. KNOWLEDGE, SKILLS AND ABILITIES Candidate must be proficient in Microsoft Office Suite, including Word, Excel, Outlook and PowerPoint. Candidate must be skilled in project management, problem-solving and analysis, follow-through and influence and persuasion. The ability to function as systems thinker and be solution-minded with a global perspective is a plus. Excellent oral and written communication skills are required. Candidate must be able to build and maintain professional relationships and possess the ability to work as an individual contributor and an effective team player, in addition to being highly organized, self-directed and forward-thinking. PHYSICAL AND MENTAL REQUIREMENTS During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, feeling, reaching, sitting, standing, talking and typing. Repetitive movements will need to be performed such as simple grasping and fine manipulation with one or both hands. Ability to push, pull and lift from floor to waist or waist to shoulder up to 10 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, depth perception, far acuity and near acuity. Ability to withstand faint to moderate noise exposure for fifteen minutes or longer on an infrequent basis is required.
