Summary Description: The Manager – Plant EPC and Jointly Owned Resource (JOR) Construction & Operation is primarily responsible for performing project management duties related to Plant EPC projects and JOR construction projects that support NCEMC’s growing generation needs. The position will also support both DER Fleet projects and other NCEMC projects as assigned with project management and engineering. The Manager – Plant EPC and JOR Construction & Operation will oversee projects from conception through operation supporting the entire life cycle of projects including design, contracting, permitting, financing & accounting, construction, commissioning, and transition to operations. Academic and Trade Qualifications: A bachelor’s degree in engineering or other related science is required. A master’s in business administration (or minor in business) and a professional engineer’s license are both highly desired to support the complex nature of NCEMC’s projects from business and engineering aspects. Work Experience: At least five (5) years of industry experience with at least three (3) years of progressive project management experience with construction and finance & accounting responsibilities included. Specific experience with power generation/energy projects is highly desired (combustion turbines, reciprocating engines, generators - simple and combined cycle, distribution and transmission interconnections). Additionally, experience with emission management and monitoring systems on generation plants is desired (selective catalytic reduction (SCR) and continuous emissions monitoring systems (CEMS)). Responsibilities : Project and Contract Management Collaborate with NCEMC leadership, member cooperatives, internal stakeholders, and joint owners of generation resources to set the direction for projects and manage project requirements, timelines, operations, and budgets Establish and manage strategic external partnerships with vendors to support the design, construction, commissioning, and operation of NCEMC’s generation fleet Prepare, negotiate, and manage construction contracts and support engineering design agreements and major equipment supply agreements Supporting Roles Provide technical engineering and project management support to other internal departments Provide operational and engineering support to generation plant staff Support NCEMC’s participation in industry groups related to power generation Reporting Lead stakeholder meetings (internal/external) to engage stakeholders and share project information Develop and deliver reports on workplace activities as directed by the Director – Plant EPC, DER Fleet & JOR Develop presentations and white papers in support of updating NCEMC and cooperative leadership and advertising the capabilities of NCEMC’s generation fleet. General Assist with the annual work plan and budget preparations Periodically report and present on activities Maintain professional development Perform other duties as directed by the Director – Plant EPC, DER Fleet & JOR Job Knowledge: Maintain up-to-date knowledge of safety standards, operational standards, and best practices related to DER projects (ie IEEE standards, UL safety standards, and NRECA GMAG best practices) Detailed working knowledge of combustion turbine plants, reciprocating engine plants, distribution and transmission interconnections, and emissions control and monitoring equipment Maintain up-to-date knowledge of market conditions including policy, interconnection, permitting, and competition Detailed working knowledge of personal computers is necessary, including software applications required. Proficiency in Microsoft Office products, including Word, Excel, and PowerPoint is required. Experience with project management software skills is a plus Experience and comfort with the use of AI in a professional environment is required – training will be provided by NCEMC. Abilities and Skills: Judgement when limited information or multiple sources of conflicting information are provided and specific to the use of AI tools Professional use of personal computing and communication devices Anticipate, plan and coordinate major projects with multiple stakeholder groups Multi-task among several projects with competing concerns, timelines, leadership direction, etc. Delegation to internal and external parties to include assessment and follow-up on their work products Sound decision making Build relationships and influence/direct personnel across stakeholder groups to include internal/external subordinates, peers and superiors Ability to analyze complex data sets to troubleshoot abnormal system operations Work independently with minimal direction and supervision Work and effectively follow, collaborate, and lead in a team environment Communicate effectively with others, through written reports, memos, and discussions (face-to-face, phone, email, messages) Relationships and Contacts: Internal Relationships: Responsible for building and maintaining internal relationships within NCEMC departments necessary to achieve the purpose of the position and the desired results External Relationships: Responsible for building and maintaining external relationships necessary to achieve the purpose of the position and the desired results. This includes vendors, research partners, and contractors to develop, operate, and maintain DER projects. Reports to : Director – Plant EPC, DER Fleet & JOR Working Conditions: Normal office or work from home (remote) conditions, travel to Member EMCs, job sites, and various other locations. NCEMC’s current work schedule is three (3) days in the office, M/W/Th, and two (2) days remote, T/F.
