A key initial priority will be the successful planning, implementation and operation of the Deposit Return System (DRS) pilot in Phu Quoc, as the first step towards a potential national roll-out. The Managing Director will take a hands-on role in ensuring the pilot is successfully launched and operates effectively, while building a strong foundation for the future development of TOMRA Collection in Vietnam.

Key Responsibilities

  • Own the overall planning, implementation and operation of the Phu Quoc DRS pilot and ensure effective delivery of agreed objectives.
  • Establish and lead TOMRA Collection Vietnam, including recruitment, staffing, organizational development and day-to-day leadership.
  • Lead stakeholder engagement and represent TOMRA with government authorities, official institutions, customers, partners from retail, distributors, beverage industry, recyclers and other relevant stakeholders.
  • Build and maintain close collaboration with the pilot owner, the Phu Quoc Special Economic Zone People's Committee and relevant departments on provincial and national level, UNDP and other external partners.
  • Oversee negotiations with material buyers (recycling companies)
  • Lead the establishment of the Central Consolidation Hub (verification and light processing of collected used beverage containers) and the engagement and collaboration with local scrap dealers (“junk stores”).
  • Coordinate closely with TOMRA colleagues on technical, operational and commercial matters, including collaboration with Public Affairs, Marketing, Development, Legal and other relevant functions.
  • Take timely decisions, remove obstacles and resolve issues to keep pilot preparation, implementation and operations on track.
  • Manage the business with sound financial discipline, including appropriate understanding of profit and loss, budgets and commercial implications.
  • Ensure compliance with applicable laws, TOMRA policies and safety requirements, and promote TOMRA's culture and values across the local organization.

Leadership and Decision-Making

  • Take ownership of the pilot and the local organization, with accountability for delivery and operational readiness.
  • Provide clear direction while remaining actively involved in detailed business and operational tasks when required.
  • Work effectively across both strategic priorities and practical execution in a start-up environment.
  • Build an accountable, collaborative and solutions-oriented local team and working culture.

Culture, Compliance and Safety

The Managing Director is expected to adopt, demonstrate and promote TOMRA's culture and commitment to People, Planet and Profit, while maintaining high standards of compliance, integrity and safety.

  • 15 years in senior leadership roles, with wide-ranging experience in business management, organizational development and navigating complex stakeholder environments.
  • Strong commercial and financial understanding, including profit-and-loss management and business decision-making.
  • Proven negotiation, communication and relationship-management skills, with the credibility to represent TOMRA with government bodies, official institutions, customers and business partners.
  • Demonstrated ability to establish or develop an organization, lead through ambiguity and deliver in a fast-moving project or start-up environment.
