Background

The Global Initiative Against Transnational Organized Crime (GI-TOC) is an independent civil society organization headquartered in Geneva, Switzerland, with a globally dispersed Secretariat working across 43 countries. Founded in 2013, GI-TOC brings together a global network of more than 810 independent experts and a team of over 150 staff dedicated to understanding and responding to organized crime. Through research, analysis, policy engagement and support to civil society actors, GI-TOC works to deepen understanding of organized crime and strengthen effective, rights-based responses.

The GI-TOC works to:

  • Identify, analyse and map criminal trends and patterns of regional instability, and their impact on illicit flows, governance, development, security, conflict and the rule of law.
  • Connect and support civil society actors working on organized crime and corruption, and on their links to instability and conflict.
  • Strengthen local monitoring and analysis of national, regional and international organized crime and insecurity trends.

Job Summary

GI-TOC is looking for an Monitoring Evaluation and Communications Officer to work across its two flagship environmental crime programmes. The role sits between programme administration and research, and needs both skill sets.

You will set up M&E systems across major projects in Latin America, Asia and Africa, working with environmental defenders, civil society organisations, law enforcement and the private sector. You will help build a body of practice on measuring the disruption of environmental crime networks and illicit economies, a field where good methods are still scarce. And you will make sure the impact of GI-TOC’s and its partners’ work reaches key audiences.

This is a growth role. Extensive M&E experience is not required, but you will be expected to upskill quickly and with dedication.

Main Responsibilities and Specific Tasks

  • Monitoring, evaluation and learning: set up M&E systems across projects; collect information to set and track baselines, targets and indicators across both programmes; review and evaluate narrative reports from partners, grantees and country teams; gather and write up stories of impact; and contribute to learning and impact reporting.
  • Measuring disruption: help build a body of practice on measuring the disruption of environmental crime networks and illicit economies.
  • Donor relations: support donor reporting and correspondence, and help keep commitments, deadlines and deliverables on track.
  • International coordination: support coordination across country teams, observatories and partners in Europe, Latin America, Africa and Asia.
  • Communications: make sure the impact of GI-TOC’s and partners’ work reaches key audiences, preparing summaries, impact stories, newsletters and briefing materials in liaison with GI-TOC’s communications team.
  • Bridging teams: act as a connector between programme, research, data and communications colleagues, and with close GI-TOC partners, so information flows and work is coherent across projects.

Required Skills and Experience

Essential

  • University degree in a relevant field.
  • Some professional experience in programme support, research, M&E or communications.
  • Familiarity with M&E concepts, practices and approaches, such as results frameworks, theories of change, indicators and outcome harvesting.
  • Excellent written English and the ability to turn complex information into clear material.
  • Highly organised, careful with detail, and able to manage several workstreams at once.
  • Strong interpersonal skills, and able to build relationships across teams and organisations

Desirable

  • Formal M&E training or experience on donor-funded programmes, especially EU or Norad.
  • Knowledge of environmental crime, organised crime or natural resource governance.
  • Experience producing communications content.
  • Working knowledge of French, Spanish or Portuguese.

Personal Attributes

We work best with people who take initiative, are creative but careful with detail, and have a strong drive to bring organisation and coherence to our projects and to pursue impact. You will need to be internally well networked, and comfortable working across teams, time zones and partners.

GI-TOC operates a flexible working environment and encourages staff to achieve a suitable work-life balance and supports professional development and learning.

Only short-listed candidates will be contacted.
