Job Description:

Bp is reimagining energy for people and our planet.

We provide heat, light and mobility to customers worldwide. We’re fundamentally redefining what we do, so we can reach net zero by 2050 or sooner. We also have a strong mission to help the whole world reach net zero too – working across our industry to improve people’s lives.

It’s a big value to us that the differences we see in the world around us are reflected in our workplace. Who you are is what counts, not where you’re from or how you live your life. A culture that values everyone benefits all of us. That’s why, to help our people thrive, we cultivate a truly diverse and inclusive environment.

About the role

As a MED Regulatory Affairs you will lead regulatory affairs support for ST&S in Mediterranean area with focus on Spain across relevant legislation, including the Renewable Energy Directive (RED), ReFuelEU Aviation, Energy Efficiency and other regulatory requirements affecting fuels supply and trading. You will work in close coordination with other regulatory subject leads across the ST&S European regulatory affairs and low carbon fuels teams.

The role is accountable for defining ST&S RPT regulatory priorities in Spain and for supporting their delivery in coordination with C&EA and relevant bp businesses. As such, a key part of the role will be supporting the translation of regulatory developments into clear business implications, identifying commercial opportunities and compliance risks, and providing actionable regulatory advice to ST&S benches and business teams. The role is also responsible for maintaining the regulatory section in the Spain Compliance Handbook and regulatory templates, providing the regulatory basis for compliance and bio supply coordinator models and supporting specific compliance interpretations and communications with authorities. It also provides regulatory advice to Mid-Term Planning teams, translating regulatory requirements into clear assumptions for commercial and planning models and support projects where ST&S holds commercial DoA responsibilities in Spain. The role will connect with the relevant regulatory tags in France and Portugal to define the Mediterranean integrated picture

This includes ad hoc support to C&EA, where requested, through potential engagement with government representatives and regulators, participation in relevant trade association committees and development of bp positions in response to regulatory and legislative developments. C&EA leads external engagement in the area.

In this role you will:

  • Lead regulatory coverage of Spanish and other MED matters relevant to ST&S, working closely with low carbon fuel, compliance and supply coordinators as well as other relevant tags in different businesses and policy teams.
  • Monitor, interpret and assess regulatory developments, identifying potential commercial opportunities, compliance risks and impacts on ST&S activities and recommending appropriate regulatory related mitigation action
  • Provide regulatory interpretation and advice to relevant ST&S benches and business teams in response to specific questions
  • Own the definition and maintenance of regulatory assumptions for projects linked to ST&S commercial DoAs in Spain
  • Support ST&S and relevant bp businesses in mitigating compliance exposure and capturing commercial opportunities arising from current and emerging regulation, with a particular focus on road transport fuels while supporting relevant cross-modal and fuels-related regulatory matters.
  • Maintain the Spain Compliance Handbook and regulatory templates, supporting their translation into compliance and supply coordinator models
  • Support Mid-Term Planning teams in translating regulatory requirements into assumptions for business and commercial modelling
  • Coordination with the relevant country regulatory tags in France and Portugal to define the Mediterranean integrated regulatory overview, while retaining primary regulatory ownership for Spain.

Advocacy and regulatory development

  • Support C&EA Spain in the development and delivery of bp advocacy plans for legislative and regulatory changes affecting ST&S commercial activities, providing the relevant regulatory expertise and ST&S business perspective.
  • Define ST&S regulatory advocacy priorities and asks for Spain, aligned with ST&S and broader bp strategic priorities, providing these as input to C&EA-led advocacy strategies and plans.
  • Develop ST&S/bp positions in response to public consultations and emerging regulatory proposals, including drafting regulatory insights, consultation responses and advocacy materials.
  • Work with subject matter experts across bp to develop positions on emerging regulatory matters with potential impact in Spain, including EU legislation requiring national implementation, such as RED IV.

External engagement

As requested by, and in close coordination with, C&EA teams:

  • Support ST&S regulatory engagement with Spanish government representatives and regulatory authorities.
  • Represent ST&S regulatory positions in relevant industry and trade association committees and provide technical regulatory expertise to support bp advocacy.
  • Contribute to public consultations and external partner discussions, ensuring alignment between ST&S positions and wider bp priorities
