Zip Zap IT Solutions is seeking a Mobile Application Developer to support the continued enhancement and maintenance of the USDA APHIS Wildlife Services Operations and Reporting System (OARS) mobile applications for iOS and Android. OARS supports field operations and reporting and relies on mobile data synchronization with the Azure-hosted application and services. The developer will enhance the .NET MAUI mobile application, implement and maintain offline data synchronization using SQLite, and help ensure mobile synchronization operations complete within the PWS requirement of 60 seconds.

Key Responsibilities

· Develop, enhance, test, and maintain OARS mobile application functionality for iOS and Android using .NET MAUI.

· Implement and maintain offline data synchronization using SQLite so mobile users can work with application data when connectivity is limited or unavailable.

· Develop and maintain synchronization between the mobile applications and OARS APIs, meeting the requirement that mobile sync operations complete within 60 seconds.

· Support reliable synchronization behavior, including handling connectivity interruptions, failed or retried exchanges, data consistency, and synchronization errors.

· Integrate mobile application functionality with OARS APIs, Azure-hosted microservices, and applicable external services.

· Support Esri integration and mobile mapping capabilities where required by prioritized OARS requirements.

· Implement new functional and non-functional requirements and participate in Agile sprint planning, development, testing, and review activities.

· Create and maintain unit, integration, automated, regression, and smoke tests as applicable; support performance testing and issue remediation.

· Validate and document Section 508 accessibility requirements for mobile functionality and participate in quarterly accessibility testing.

· Support application security requirements, including mandatory MFA for authentication and FedRAMP Moderate security controls, in coordination with the broader OARS team.

· Support mobile releases and production deployments, troubleshoot mobile application issues, and coordinate with API, backend, QA, and infrastructure personnel.

· Maintain mobile-related architecture documents, user guides, training materials, security documentation, and final release package materials.

Required Qualifications

· Professional experience developing mobile applications for iOS and Android.

· Hands-on experience with .NET MAUI; experience with closely related .NET cross-platform mobile frameworks may be considered where the candidate can demonstrate directly transferable skills.

· Experience with C# and integrating mobile applications with REST APIs or backend services.

· Experience implementing local mobile data storage and offline application functionality using SQLite or a comparable embedded database.

· Experience implementing or supporting synchronization between mobile applications and backend systems.

· Experience testing and troubleshooting mobile applications on iOS and Android devices or platform simulators.

· Ability to collaborate with backend/API developers, QA personnel, and business stakeholders in an Agile development environment.

Preferred / Differentiating Experience

· Production experience delivering .NET MAUI applications for both iOS and Android.

· Demonstrated experience meeting a defined mobile synchronization performance target, particularly a 60-second completion requirement.

· Experience with offline-first mobile design, synchronization reliability, conflict handling, and data consistency.

· Experience with Esri/ArcGIS mobile mapping or geospatial data integration.

· Experience implementing and testing Section 508 accessibility in mobile applications, including assistive technology and platform accessibility features.

· Experience supporting applications subject to FedRAMP Moderate or comparable federal security requirements and mandatory MFA.

· Experience with mobile CI/CD, automated mobile testing, release packaging, signing, and production support.
