We have the opportunity you are looking for! The TWC is looking for a Monitor Advocate (Program Specialist V) for the Migrant and Seasonal Farm Workers program. The Monitor Advocate provides important support to US agricultural workers and employers across the state and participates in the regional and national Monitor Advocate System. The Monitor Advocate System is a federal/state monitoring system that ensures migrant and seasonal farm workers (MSFW) have equitable access to career services, skill development and workforce protections so they may improve their living and working conditions. WHAT YOU WILL DO: This Monitor Advocate (Program Specialist V) performs advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing the Migrant and Seasonal Farm Worker program and providing consultative services, technical assistance and training to program staff, government agencies, community organizations, employers, and the general public. May serve as lead worker providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. YOU WILL BE TRUSTED TO: - Perform a variety of technical, training, research, planning, policy, program assessment, and administrative activities for the Migrant and Seasonal Farm Worker Program. - Perform studies and analyses of program operations and problems and the preparation of monitoring reports of findings and recommendations. - Monitor required performance reports and recommends appropriate changes. - Provide high-level advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program. - Conduct training and provides guidance to staff in the development and integration of new or revised methods and procedures. - Promote the Migrant and Seasonal Farm Worker program to community and professional groups and agricultural employers to encourage interest in the Migrant and Seasonal Farm Worker program and to secure support for the program. - Consult with public and private agencies involved in the program to resolve problems, identify training needs, and discuss program effectiveness. - Coordinate and conduct surveys, inspections, or reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures. - Analyze performance data to help ensure compliance with program policies and procedures, statutes, and rules; and recommends corrective action(s) as needed. - Analyze the application of and variations within programs and develops action plans to improve or initiate programs. - Analyze legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion of or reduction in program funding. - Collect, organize, analyze, and prepare material in response to requests for program information. - Determine program statistics and trends and resolves operational problems. - Prepare administrative reports and studies and performs specialized research projects. - May develop program policies, procedures, standards, and manuals in accordance with program objectives and goals. - May identify and prioritize business needs, ensuring alignment with agency goals. - May prepare and evaluate program budget requests. - May oversee the studies and analyses of operations and problems and the preparation of reports of findings and recommendations. - May monitor required performance reports and recommend appropriate changes. - May assist in determining program statistics and trends and resolves operational problems. - May assist in developing and implementing effective techniques for evaluating agency programs. - May serve as a lead worker providing direction to others. - Perform related work as assigned. YOU QUALIFY WITH: -Graduation from an accredited four-year college or university plus two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency. -One year of full-time experience may be substituted for each year (30 semester hours) of education. -Experience and education may be substituted for one another. *Special Requirement from Department of Labor: You are from a Migrant and Seasonal Farm Worker background, speak fluent Spanish or have substantial work experience in farm worker activities.
