Overview

TISTA is seeking a MUMPS Engineer to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.

The MUMPS Engineer / SME (VistA) is the senior legacy engineer for the VistA supply chain and logistics modules on TISTA's prime contract performance for the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting VA's supply chain and logistics Product Line. This position owns legacy sustainment coding, patch development, table updates, and defect remediation across IFCAP, GIP, AEMS/MERS, ROES, Prosthetics, and related VistA packages, and is the engineer who makes legacy coexistence real by exposing VistA data safely to the integration platform while the modern replacements mature. VA's shrinking pool of MUMPS talent makes this one of the most mission critical seats on the program.

Responsibilities

  • Design, develop, and test MUMPS routines and FileMan data dictionary updates for legacy VistA supply chain systems (e.g., IFCAP, GIP), ensuring compliance with secure coding standards.
  • Build, validate, and deploy KIDS patches and data corrections while actively troubleshooting and resolving Tier 3 production incidents.
  • Engineer secure, non-blocking data integrations (using REST, JSON, RPC, and HL7) to seamlessly connect legacy VistA systems with modern platforms like Nuvolo and Oracle Health EHR.
  • Support modernization efforts by translating undocumented legacy logic into clear blueprints, aiding in data migration, and executing clean cutovers during system decommissioning.
  • Act as the primary human-in-the-loop validator to review, approve, and refine AI-generated MUMPS code, regression tests, and impact analyses.
  • Ensure high quality and security by remediating vulnerabilities within strict timelines, building regression tests, and maintaining strict version control for all code artifacts.
  • Actively participate in Agile/Scrum ceremonies, providing accurate effort estimates for planning and supporting post-deployment hypercare and validation.
  • Mentor developers new to MUMPS/VistA, conduct technical interviews, and build training materials to strengthen the team's engineering capabilities.
  • Drive corporate growth by identifying modernization opportunities, contributing VistA expertise to proposals, and sharing best practices across internal communities of practice.

Qualifications

  • 8+ years of MUMPS programming in VistA environments, including at least 3 years specifically supporting VA supply chain and logistics modules like IFCAP, GIP, and AEMS/MERS.
  • Proven ability to design FileMan data dictionaries and seamlessly develop, build, and release KIDS patches with comprehensive release notes and environment checks.
  • Strong background in building integrations between legacy VistA systems and external platforms using RPC Broker, HL7 messaging, and secure file-based extracts.
  • Experienced in modernizing legacy data by exposing VistA structures to integration platforms (like InterSystems IRIS) using REST and JSON services with governed, non-blocking access patterns.
  • Deeply familiar with managing legacy coexistence and decommissioning processes during the rollout of modern enterprise systems like Nuvolo, iFAMS, and Oracle Health EHR.
  • Committed to strict Agile delivery and security standards, tracking work in Jira/GitHub and strictly applying VA Handbook 6500 secure coding practices to remediate vulnerabilities.
  • Possesses a working knowledge of SQL and Databricks to effectively support data illumination and migration from legacy databases to modern cloud architectures.
  • Highly preferred experience validating AI-generated code, utilizing AI-assisted SDLC tooling, and enforcing human-in-the-loop approval gates.
  • Strong core competencies in root cause analysis, cross-team collaboration, and high-pressure problem solving, all driven by a focus on the VA/VHA mission and frontline operational continuity.

Certifications:

  • Completion of VA VistA FileMan and Kernel training, or equivalent documented VistA technical training.
  • SAFe Practitioner (SP) or SAFe Agilist (SA).

Education:

  • Bachelor's degree in Computer Science, Information Systems, or related field, or equivalent additional years of VistA/MUMPS experience.
Clearance:
  • Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.

Location:

  • Rockville, MD / Remote (CONUS).
  • Travel: Up to 10%.

Pay Range:

  • The suggested pay for this position ranges from $123,00 to $132,000.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
