Position Overview
The NOC Manager runs the Network Operations Center for Stimulus Broadband, covering fixed wireless and fiber networks in Nevada, California, Oregon, Missouri and New Mexico. The role sets up 24/7 monitoring, ticketing, escalation and on-call, and hires and leads the NOC Technician team as it is added from late 2026 through 2027. The NOC Manager reports to the Director of Network Operations, or to the CTO until that position is filled. This is a remote position with occasional travel to markets.
What You'll Be Doing
- Stand up 24/7 network monitoring: surveillance, alarm hygiene and event correlation across wireless, fiber and core networks.
- Run the NOC monitoring platforms (NOC360, Zabbix) with engineering and keep every network element in monitoring.
- Set ticketing standards so incidents, restores and handoffs are fully documented.
- Declare outages, set and update estimated restoration times, and notify Customer Care Team of customer impact.
- Lead incident response and run post-incident reviews.
- Design the on-call rotation and escalation paths to network engineering and Field Operations.
- Troubleshoot and restore remotely before a truck is dispatched.
- Own the change calendar and maintenance window notifications.
- Write and maintain NOC runbooks.
- Report NOC metrics: incident volume, time to restore, SLA performance, and alarm volume.
- Hire, train and manage NOC Technicians
- Travel to markets as business needs require.
Success Profile
- Has experience developing a NOC with limited resources while building team
- Is a system thinker with an ability to create processes and implement tools
- Treats unresolved alarms and stalled tickets as risks to be closed.
- Stays calm and decisive during after-hours incidents.
Required Skills & Qualifications
- 5+ years in a NOC at an ISP, WISP or carrier, including 2+ years leading a team.
- Network monitoring and NMS platforms, ticketing, alarm management, and change control.
- Incident management: outage declaration, restoration estimates, customer communication, and post-incident review.
- On-call rotation design and vendor SLA management.
- Working knowledge of fixed wireless, fiber access and IP networking, sufficient for first line troubleshooting and correct escalation.
- Availability for after-hours escalations and emergency outages.
- Preferred: NOC360 or Zabbix experience; multi-state ISP or WISP NOC leadership; ITIL incident and change management.
- Must reside in Nevada, California, Oregon, Missouri or New Mexico. Adjacent states may be considered for the right candidate.
- Extended periods of working at a computer, including after-hours.
- Travel among markets as needed.
- Occasional lifting of equipment or materials up to 25 pounds.
- Site visits to active telecommunications facilities when required.
- Stimulus Technologies conducts pre-employment and random background checks, along with drug, alcohol, and cannabis testing. Candidates must pass all required screenings.
- A valid driver's license and an acceptable driving record are required.
