What will you do in this position?

Malnutrition in all its forms remains a significant public health challenge in Palestine, compounded by protracted humanitarian crises, socioeconomic vulnerabilities, restricted access to essential services, and recurrent shocks affecting food systems and health service delivery. Women, infants, young children, school-aged children, and other vulnerable population groups continue to face nutrition-related risks that require coordinated, evidence-based, and multisectoral interventions. In parallel, growing concerns of triple burden of malnutrition related to micronutrient deficiencies, suboptimal infant and young child feeding practices, and the emerging burden of overweight and diet-related non-communicable diseases highlight the need for a comprehensive national response.

The current nutrition landscape necessitates a renewed strategic framework that aligns with national development priorities, the Sustainable Development Goals (SDGs), and global nutrition commitments, while responding to the evolving context in the West Bank and Gaza. To guide and coordinate national nutrition actions over the coming years, the Ministry of Health, in collaboration with key government institutions, United Nations agencies, academia, civil society organizations, and development partners, is leading the update of the National Nutrition Strategy for State of Palestine 2026-2030.

To support this process, the Consultant will provide specialist technical advice and lead the technical revision and drafting of the National Nutrition Strategy 2026–2030 and its costed Action Plan. Specifically, the Consultant will translate national priorities into a coherent and feasible strategic framework with clear objectives, interventions, implementation arrangements, M&E frameworks, and a detailed budget by incorporating lessons learned from previous strategies, existing evidence and policies, stakeholder inputs, and recommendations of the Fill the Nutrient Gap (FNG) exercise.

WFP provides logistics support to humanitarian and development partners, allowing them to reach more people faster, and at a lower cost to donors and the environment. By offering our cash-based transfer platform to the wider humanitarian and development community, coordinating logistics, and developing an inter-agency common feedback mechanism, WFP contributes to wider humanitarian efforts.

How can you make a difference?

The consultant is expected to work remotely and participate in meetings and consultations as required. In person meetings may be required on an as-needed basis.

Under the leadership and overall guidance of the Ministry of Health (MoH) Nutrition Department, the Consultant will report to WFP’s Nutrition Officer. She/He will work closely with WFP and UNICEF technical teams, the National Nutrition Technical Working Group and relevant stakeholders to support the update of the National Nutrition Strategy for State of Palestine 2026-2030.

The consultant will be responsible for the following:

  • Conduct a comprehensive review and analysis of existing nutrition-related policies, strategies, assessments, surveys, programme reports, and other relevant documentation to inform the strategic framework.
  • Integrate the current nutrition and humanitarian context in both the West Bank and Gaza, including the implications of the ongoing emergency, food insecurity, health system constraints, and vulnerabilities affecting nutritional outcomes.
  • Incorporate findings and recommendations from the Fill the Nutrient Gap (FNG) assessment and other available evidence to ensure the strategy is evidence-based and context-specific.
  • Review and synthesize recommendations and feedback received during stakeholder consultations (a workshop has already taken place and the stakeholder recommendations were collected) and ensure their appropriate reflection in the strategy document.
  • Develop a clear strategic framework, including vision, goal, strategic objectives, priority outcomes, and intervention areas aimed at addressing malnutrition in all its forms.
  • Ensure a multisectoral approach by identifying and defining the roles and contributions of relevant sectors, including health, food security, education, social protection, water, sanitation and hygiene (WASH), and other key stakeholders.
  • Develop realistic, prioritized, and achievable strategic objectives, interventions, and targets, taking into consideration available resources, implementation capacity, and the prevailing context.
  • Design a results framework and monitoring and evaluation (M&E) framework, including indicators, baselines, targets, means of verification, and reporting arrangements.
  • Develop a detailed and costed Action Plan for the implementation of the National Nutrition Strategy 2026-2030, including timelines, responsible entities, key milestones, and resource requirements.
  • Produce and submit the final National Nutrition Strategy 2026-2030 and accompanying costed Action Plan, incorporating all agreed comments and recommendations from the Ministry of Health and stakeholders.
  • Provide technical guidance throughout the strategy development process to ensure consistency, quality, feasibility, and alignment with international best practices in nutrition programming and strategic planning.

Deliverables at the end of the contract:

  • Inception note summarizing the document review findings, key information gaps, proposed methodology and workplan;
  • Draft and final National Nutrition Strategy 2026-2030 and Action Plan;
  • Draft and final M&E framework, including indicators, baselines, targets, means of verification and reporting arrangements, aligned with the Strategy and Action Plan;
  • Synthesis of stakeholder consultation recommendations, FNG results and recommendations, with the integration reflected in the updated Strategy and Action Plan.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree in Nutrition, Public Health (i.e. Epidemiology or Biostatistics) or other related fields are required.

Experience:

  • Minimum five (05) years of professional work experience in nutrition or public health in emergency context is required
  • Demonstrated experience in developing or revising national nutrition strategies and multisectoral action plans, with substantive responsibility for technical analysis and drafting is required
  • Experience in developing M&E frameworks, action plans, and integrating assessment findings and stakeholder input into practical recommendations is highly desirable.

Language: Fluency in Arabic and English language is required
