Position Overview

The Oracle HCM Lead Consultant / Subject Matter Expert (SME) is a hands-on role that configures Oracle Fusion Cloud HCM directly and works with HR leaders to decide which business priorities the system should serve first. The role leads the design, configuration, optimization, and support of Oracle Core HR, Compensation, and Recruiting (Talent Acquisition), plus the connected HR technology ecosystem.

The Lead partners with HR, IT, Reporting & Analytics, and business stakeholders to deliver scalable solutions that support organizational objectives and improve the employee experience. The Lead may oversee a small team of analysts or consultants, setting priorities, reviewing work, and mentoring, while continuing to build and configure alongside them.


Key Result Areas (KRAs)

Oracle HCM Leadership & Business Prioritization

  • Lead the design, configuration, implementation, enhancement, and ongoing support of Oracle Fusion Cloud HCM, including Core HR, Compensation, and Recruiting/Talent Acquisition.
  • Serve as the functional and technical SME for Oracle HCM modules and related integrations.
  • Meet regularly with HR leaders to understand pain points, weigh competing requests, and agree on a prioritized roadmap and backlog based on business value and effort.
  • Conduct business analysis of current-state processes, identify gaps, and develop scalable future-state solutions.
  • Provide guidance on Oracle capabilities, best practices, and opportunities for process improvement and automation.

Solution Design & Hands-On Configuration

  • Configure and maintain Oracle HCM setup, including enterprise and organization structures, workflows and approval rules (Oracle Transaction Console / BPM), Fast Formulas, eligibility profiles, security roles and data security policies, and compensation plans and frameworks.
  • Create detailed solution designs, impact assessments, and implementation plans with cross-functional teams and business leaders.
  • Evaluate downstream effects across Core HR, Compensation, Recruiting, reporting, and integrations to protect end-to-end solution integrity.
  • Lead configuration activities for Oracle quarterly update cycles, enhancements, and continuous improvement initiatives, including opt-in feature reviews.
  • Develop and maintain design documentation, configuration workbooks, process flows, and support materials.

Reporting, Analytics & Data Management

  • Partner with Reporting & Analytics teams to use Oracle Transactional Business Intelligence (OTBI), BI Publisher, Oracle Analytics, and HCM Extracts.
  • Manage data loads and conversions using HCM Data Loader (HDL), HCM Spreadsheet Data Loader (HSDL), and related tools.
  • Maintain data integrity, governance, and compliance for employee and compensation data.
  • Perform root cause analysis and resolve data, configuration, and system issues that affect employees or business processes.

Integrations & Ecosystem Support

  • Support integrations tied to Core HR, Compensation, Recruiting, Payroll, Benefits, and downstream systems.
  • Work with integration teams to assess impacts, troubleshoot issues, and validate end-to-end performance.

Testing, Release & Support Management

  • Lead and support User Acceptance Testing (UAT), including test strategy, test case development, execution support, and defect resolution.
  • Manage break/fix activity and ensure timely resolution of production issues.
  • Evaluate new Oracle features each quarter and recommend adoption where they deliver business value.
  • Ensure adherence to HR, IT, security, compliance, and governance processes.

Team Leadership & Mentorship

  • Lead, coach, and develop a small team of analysts or consultants (as staffed), including work assignment, workload balancing, and quality review of configuration and documentation.
  • Set team standards for configuration, documentation, testing, and change control.

Stakeholder Management

  • Build strong partnerships with HR, Talent Acquisition, Compensation, Technology, and business leaders.
  • Communicate configuration changes, process impacts, and recommendations clearly to stakeholders at all levels.
  • Influence HR technology strategy and contribute to the Oracle product roadmap by aligning technology investments with business needs.
  • Maintain strict confidentiality when handling sensitive employee and compensation information.

Qualifications

Required

  • Bachelor's degree in Human Resources, Information Systems, Business Administration, Computer Science, or a related field, or an equivalent combination of education and experience.
  • 5-7+ years of hands-on Oracle HCM Cloud experience, with a strong focus on Core HR, Compensation, and Recruiting (Talent Acquisition).
  • Deep expertise in Oracle HCM configuration, including workflows, Fast Formulas, security, and eligibility, and in Oracle reporting (OTBI, BI Publisher).
  • Experience with Oracle data management tools, including HCM Data Loader (HDL), HCM Spreadsheet Data Loader (HSDL), and data conversion activities.
  • Working knowledge of Oracle integration tools (Oracle Integration Cloud, HCM Extracts, web services) and HCM-related integrations.
  • Experience supporting Oracle quarterly updates, feature adoption, and continuous improvement initiatives.
  • Demonstrated ability to facilitate discussions with HR leaders, resolve competing priorities, and turn business needs into system solutions.
  • Demonstrated success in Agile or product-based delivery environments.

Preferred

  • Oracle Cloud HCM certification (for example, Core HR, Compensation, or Talent Acquisition).
  • Experience leading, mentoring, or directing the work of a small team of analysts or consultants.
  • Experience supporting global Oracle HCM deployments and complex organizational structures.
  • Experience with other Oracle HCM modules, such as Talent Management, Performance, Learning, Benefits, Payroll, or Time and Labor.
  • Strong understanding of HR operations, compensation programs, and recruiting processes.
  • Experience leading large-scale Oracle transformation, implementation, or optimization initiatives.
