Salary Range: $115,000.00 To $140,000.00 Annually Position Title: Paas Delivery Lead – Project Manager Location: Remote (In the U.S) Other Considerations: U.S. Citizen or Permanent Resident (Required) POSITION SUMMARY We are seeking a PaaS Delivery Lead to join our team supporting the Contracts Product Lifecycle team. This role provides strategic and operational leadership across the PaaS Delivery workstream in direct support of the Department of Veterans Affairs mission to serve Veterans. The PaaS Delivery Lead oversees the people, processes, customer relationships, and delivery coordination required to move PaaS product requests successfully through the DTC product lifecycle. The role operates at the center of PaaS intake, prioritization, execution, security coordination, and reporting. It serves as a key connection point among VA customers, DTC leadership, project managers, platform teams, cybersecurity, platform vendors, System Integrators (SIs), Business Owners, and Executive Leadership to remove impediments, manage risk, strengthen governance, and maintain delivery momentum. RESPONSIBILITIES PaaS Delivery Leadership Lead and coordinate the PaaS Delivery workstream and the project managers supporting PaaS delivery Provide oversight across concurrent PaaS delivery activities and maintain a platform-agnostic perspective across the portfolio Provide direction to PaaS Delivery resources, balance workload and priorities, and maintain awareness of team capacity, performance, morale, and delivery health Set and maintain consistent delivery, quality, documentation, communication, and escalation practices across the workstream Execute against Federal and Executive-level goals and OKRs and support data calls, executive briefings, and leadership reporting Product Request & Lifecycle Management Oversee PaaS product requests across the delivery lifecycle, ensuring information is accurate and current in the designated system of record, including required fields, notes, attachments, links, tasks, and related records Coordinate schedules, milestones, dependencies, risks, blockers, stakeholder communications, and delivery documentation, including risk registers Understand and communicate the VA PaaS lifecycle and associated processes to internal and external stakeholders Support data integrity, change management, and continuous process improvement across SOPs, job aids, lifecycle artifacts, intake, cybersecurity coordination, and delivery operations Remove programmatic impediments and coordinate resolution of issues that could delay delivery Customer & Stakeholder Management Establish and maintain effective relationships with VA customers, DTC leadership, delivery teams, and other Product Lifecycle stakeholders Maintain regular, omni-directional communication regarding delivery status, schedules, milestones, risks, dependencies, blockers, and required actions Work with stakeholders to understand business requirements and coordinate the appropriate product and delivery path Facilitate regular check-ins with team members and serve as a primary point of contact for delivery team support Identify, document, manage, and escalate Federal and business customer risks, issues, and concerns with clear impact assessments and recommended mitigation strategies Platform Vendor & System Integrator Coordination Serve as a key coordination point among platform vendors, VA stakeholders, and System Integrators (SIs) responsible for configuring and implementing applications on DTC-governed platforms Establish and maintain strong working relationships with platform vendors supporting DTC’s PaaS ecosystem, coordinating platform-level questions, dependencies, risks, and delivery concerns Engage with SIs weekly to review active implementations, delivery status, upcoming milestones, dependencies, risks, blockers, and issues affecting applications being configured on DTC platforms Work with SIs throughout the application delivery lifecycle to align implementation activities with applicable DTC platform governance, delivery processes, technical requirements, and security expectations Coordinate across SIs, platform teams, cybersecurity, Product Lifecycle, Business Owners, and other stakeholders to identify dependencies and drive resolution of cross-team delivery issues Ensure SIs understand DTC processes, requirements, and actions necessary to move applications successfully through the PaaS product lifecycle Escalate systemic or cross-platform issues and facilitate alignment among the appropriate technical, delivery, vendor, and customer stakeholders Support delivery across Salesforce, Microsoft, Pega, Appian, and MuleSoft as part of the PaaS portfolio Security & Deployment Coordination Coordinate with delivery, cybersecurity, VA, vendor, and SI stakeholders to support required security approvals and deployment readiness Ensure applicable deployment requirements are addressed, including authentication and access requirements Maintain working knowledge of federal security authorization processes applicable to technology delivery, including ATO and FedRAMP considerations QUALIFICATIONS Bachelor’s degree or progress towards completion preferred Ability to obtain and maintain a Public Trust clearance 8+ years of industry experience in PaaS delivery, program management, product lifecycle management, or related discipline 5+ years operating in complex, cross-functional environments; federal or VA experience strongly preferred Demonstrated experience leading delivery teams and coordinating across intake, cybersecurity, and engineering stakeholders Demonstrated project and program management experience, including schedules, timelines, dashboards, risks, and stakeholder communications Customer-facing federal government project-management experience; technical project-management experience preferred Working knowledge of the software development lifecycle Deep understanding of PaaS delivery lifecycle and governance models Strong risk management and root cause analysis capabilities Experience overseeing structured product request tracking systems (e.g., Salesforce or equivalent platforms) Proven ability to manage capacity planning and performance reporting Ability to distill complex operational data into executive-ready insights and recommendations Executive-level written and verbal communication skills Proactive leadership style with strong prioritization and delegation capability Ability to connect people, processes, and systems across distributed teams Strong change management experience across SOPs, job aids, and lifecycle documentation High responsiveness, ownership mindset, and ability to manage multiple concurrent priorities Strong organizational, analytical, and problem-solving skills Excellent written and verbal communication skills Demonstrated ability to lead and collaborate in a dynamic, cross-functional environment Ability to effectively prioritize work as requirements change Preferred Experience supporting Department of Veterans Affairs programs Familiarity with federal cybersecurity coordination processes within PaaS approval workflows Experience supporting OKR-based execution models Prior people management or formal team leadership experience Experience driving operational maturity within government technology programs Experience working within a federal government environment. PMP certification Agile/Scrum experience; Certified Scrum Master is a plus Working knowledge of federal cybersecurity authorization processes, including ATO and FedRAMP requirements Experience supporting enterprise SaaS/PaaS delivery or product lifecycle activities WORKING CONDITIONS Standard Business hours are Monday through Friday. Occasional extended or weekend hours may be required based on operational needs. Must have reliable internet service that allows for effective telecommuting.  PAY RANGE The base salary range for this position is $115,000 to $140,000 annually, depending on geographic work location, relevant experience, skills, education, internal equity, security clearance, and contract requirements. Geographic salary ranges are determined in accordance with the company's compensation practices and represent a good-faith estimate of the compensation for this position at the time of posting.
