Parts, Materials, and Processes Obsolescence Engineer

a.i. solutions is seeking a driven individual who is resilient in nature when working towards completion of his/her tasks. The engineer will support the Missile Defense Agency (MDA) Quality, Safety and Mission Assurance (QS) Directorate providing Parts, Materials, and Processes (PMP) support to the Targets Program in the Test Directorate (DTTQ) organization. The engineer will understand the importance of providing timely support to all tasks and will be a motivated individual experienced in taking initiative to identify and solve problems. The engineer will act as both an individual contributor and a member of an established team environment as required by the specific needs of each task to meet customer requirements.

Essential Roles & Responsibilities:

• Review supplier PMP Plans.
• Review Electrical, Electronic, and Electromechanical (EEE) Non-Standard Parts Approval Requests (NSPAR). Make recommendations for disposition of technical data packages included in the request. Prepare a comprehensive NSPAR report.
• Attend and engage in program level PMP Control Board (PMPCB) meetings. Prepare evaluations of part and material data packages.
• Assess Missile Defense System (MDS) supplier compliance with counterfeit parts requirements.
• Perform assessments of electrical and electronic systems and components to identify issues, concerns, and risks to the performance and reliability of the missile system.
• Evaluate component failures and perform failure analysis to understand root cause failure mechanisms and assist with development and implementation of corrective measures. Develop failure modes effects and analyses (FMEA’s) for missile systems
• Research missile component suitability for application in high reliability military systems
• Perform obsolescence and parts analysis at the system, subsystem, and component levels to evaluate electronic parts for obsolescence impacts
• Perform MDA evaluations, mission focused audits, manufacturing assessments, technical and mission assurance reviews, identifying issues, concerns, risks and proposed resolutions.
• Support failure review boards, engineering reviews, monitor testing and qualification activities.
• Review Government requirements documents and supplier hardware technical requirements for assurance compliance and assist with addressing issues.
• Perform risk management activities including identification, risk assessment, mitigation development and tracking.
• Develop and propose solutions to government customers to resolve supplier issues and non-conformances occurring during design, fabrication, assembly, test, handling or shipping which affect system integrity. Work with contractor suppliers to implement solutions and corrective actions.

Minimum Qualifications:

• Bachelor’s degree in professional engineering from a school of engineering Accreditation Board of Engineering and Technology, Inc. in electrical engineering (ABET) accredited as professional engineering curriculum with 12 or more years relevant experience in EEE parts, and/or materials engineering.
  • Acceptable Substitute: 14 years of experience in parts, materials, and processes related field.
• Experience in evaluating complex technical data, in conjunction with programmatic information, to develop PMP related positions and decisions.
• Experience in analysis of electrical, electronic components and assemblies in the areas of electronic reliability and part application analyses to independently identify failures, research screening and qualification test plans, and recommend potential technical solutions of electronic components applications.
• Experience in applying Supply Chain Risk Management (SCRM) policies in support of PMP requirements on advanced weapon systems.
• Experience in the application of military, industry, and commercial parts, materials, and Processes (PMP) standards.
• Experience in the detection and prevention methodologies for counterfeit parts and materials to include inspection techniques and test methods
• Experience utilizing part attribute tools to conduct part obsolescence analyses and provide mitigations.
• Security Clearance requirements: S
• Expectation is to work onsite fulltime. However, a hybrid schedule is now in affect.
• Ability to travel 25-30% in support of various review activities

Additional Qualifications:

• Previous work history with MDA suppliers is a plus, especially with IRBM, MRBM, SRALT, or ELRALT suppliers.
• Familiarity with soldering manufacturing processes and soldering technologies including Association Connecting Electronics Industries (IPC) Standards and J-Standards
• Familiarity of MDA Assurance Provisions (MAP) and MDA Parts, Materials, and Processes Mission Assurance Plan (PMAP) is a plus.
• Excellent written and oral communication skills, capable of daily direct customer interaction. Strong organization skills to provide clear, coherent, and concise information quickly and confidently. Advanced skills using MS Office with an emphasis on Word, Excel, and PowerPoint
