Salary Range: $75,000.00 To $75,000.00 Annually

Company Overview:

With an annual budget of $2.3 billion and more than 7,000 employees throughout the five boroughs, the New York City Department of Health and Mental Hygiene (NYC DOHMH) is one of the largest public health agencies in the world, serving 8 million New Yorkers from diverse ethnic and cultural backgrounds. We're tackling a broad range of public health issues with innovative policies and programs and getting exceptional results, but our work is never finished. The breadth of our innovative programs provides the widest range of choices for every member of our team.

With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant, but work will be supervised by DOHMH. This is a grant-funded position ending in November 2027.

Program Overview:

The Division of Finance is responsible for DOHMH’s agency-wide finance activities, such as budgeting, payments, and revenues. Finance helps to ensure that programs and administrative operations have the information, analysis, funding and technical capacity to deliver critical services effectively and meet DOHMH's objectives. Finance values motivated, energetic individuals committed to achieving excellence in a public-sector environment and a desire to be part of a city agency that is revolutionizing public health and mental hygiene services. Finance positions require analytic, interpersonal communications and problem-solving skills. Opportunities for advancement exist both within the Bureau and throughout the Department.

The Bureau of the Controller is responsible for all payments for the agency, both Personal Services (PS) and Other Than Personal Services (OTPS). Within the Bureau, Fiscal Management is responsible for OTPS payments for contracts and purchase orders, including pre-payment processing and post-payment review of human services contract payments.

Position Summary:

DOHMH has an opening for a Payment Analyst. Reporting to the Assistant Director of Fiscal Management, who oversees payment and post-payment activities, the Payment Analyst will process and review payments for human services contracts, including post-payment reviews to verify the validity of provider claims for reimbursement.

Specially the Payment Analyst will:

  • Assist with the processing of payments and accounting activities for designated divisions of NYC Department of Health and Mental Hygiene, ensuring that payments are in accordance with the scope of the contract or purchase order.
  • Audit OTPS invoices and claims for payment, review invoices and supporting documentation for accuracy and completeness.
  • Conduct post-payment reviews of human services contract payments to verify the validity of provider claims for reimbursement, selecting samples from provider-submitted invoices for review.
  • Send notification emails to providers requesting supporting documentation for post-payment reviews and follow up on missing or incomplete documentation.
  • Review and verify submitted documentation, confirming that all required forms, signatures, and supporting materials are present and that claims comply with applicable regulations, policies, and procedures.
  • Track the status of reviews and maintain contract worksheets documenting post-payment review results.
  • Ensure that payments and reviews comply with standards and directives from City oversight entities, including the NYC Comptroller, the Procurement Policy Board, and the Financial Information Services Agency, as well as state, federal, and other entities where applicable.
  • Perform special projects as directed by the Assistant Director of Fiscal Management.

Qualifications:

  • Bachelor’s degree in accounting. A degree in a related field, such as Finance or Economics, is also acceptable.
  • Minimum of 2 years of working experience in accounting or a related field (such as finance or economics). Public sector financial management experience, in particular City government experience, is strongly preferred.
  • Strong organization and communication skills.
  • Familiarity with accounting practices, DOHMH payment and accrual systems, and citywide financial management systems such as FMS and PASSPort.
  • Advanced proficiency in Excel (power user), Word, and PowerPoint; must be detail-oriented and accurate, with good interpretive skills.
  • Demonstrate initiative and good verbal skills. Must be able to tailor a presentation for its intended audience.
  • Must be responsive, possess effective people skills, and can work with employees at all levels.

Additional Desired Qualities:

  • Experience in contract payment processing, invoice review, or auditing, preferably in a city agency or public health setting.
  • Strong analytical skills and ability to manage and report complex financial information accurately.
  • Excellent communication (verbal and written) and interpersonal skills, including working with providers and staff at all levels.
  • Ability to prioritize and meet hard deadlines in a fast-paced environment, with a desire to grow professionally and develop new skills.
