We’re looking for a PMO Manager to join our team in Leeds city centre on a permanent basis. This hybrid role offers the flexibility of 2 days in the office.
This is an exciting opportunity to build and shape a centralised portfolio management practice, giving you the chance to make a real impact on how Liberty Blume prioritises investment, balances demand and capacity, and delivers strategic change.
Working within the Chief Technology Officer team, you’ll play a key role in bringing greater visibility, control and insight across our technology portfolio, helping ensure our investment priorities, business demand and delivery capacity stay aligned.
This is a hands-on, high-impact role for someone who combines strong ownership and attention to detail with analytical thinking and practical problem-solving. You’ll partner with project managers, developers, commercial teams, senior leaders and external suppliers to turn strategy into clear, actionable plans and build a portfolio management capability that supports the continued growth of the business.
What will you be doing?
Demand, capacity & resource planning
- Lead capacity planning across the CTO function and partner teams, making sure resources are aligned to the highest-priority work.
- Build a clear view of current and future resource needs, supporting effective sourcing, onboarding and allocation of internal and external capability.
Portfolio planning & prioritisation
- Own and maintain the technology delivery portfolio, creating a clear, reliable view across products, platforms and strategic change initiatives.
- Drive portfolio prioritisation, balancing business value, risk, dependencies and delivery capacity to help leaders make informed investment decisions.
- Manage the end-to-end demand lifecycle, from new work requests and prioritisation through to approval and delivery.
Governance, insight & reporting
- Turn portfolio data into clear, actionable insight, helping senior leaders understand progress, priorities, dependencies and delivery risks.
- Lead portfolio governance forums, bringing the right stakeholders together to make decisions, resolve trade-offs and keep delivery moving.
- Develop practical portfolio controls, standards and ways of working that strengthen delivery without creating unnecessary complexity.
Financial & commercial management
- Maintain oversight of delivery spend and forecasts, ensuring investment remains aligned with agreed budgets.
- Manage significant third-party expenditure and support the effective governance of supplier costs and commercial agreements.
We tend to look for people with:
Essential:
- Strong experience within a technology PMO or portfolio management environment, with hands-on responsibility for portfolio planning, prioritisation, governance and reporting.
- Confidence turning complex portfolio information into clear, actionable insights and recommendations for senior leaders, helping stakeholders make informed decisions.
- A proven ability to build strong relationships and influence effectively across technology, commercial, delivery and leadership teams.
- Strong working knowledge of Jira, Microsoft Excel and PowerPoint, with experience using AI tools such as ROVO, Microsoft Copilot or Gemini Enterprise to improve reporting, analysis and insight.
- Excellent meeting and workshop facilitation skills, with the confidence to drive decisions, actions and accountability.
- Highly organised and comfortable working autonomously, balancing changing priorities and competing deadlines in a fast-paced environment.
- A strong eye for detail and a disciplined approach to data quality, governance and controls, ensuring portfolio information is accurate and reliable.
- A relevant portfolio, programme or project management qualification, such as MoP, MSP, P3O or equivalent professional certification.
Desirable:
- Experience building, establishing or scaling a portfolio management capability, particularly within a start-up, scale-up or rapidly evolving organisation.
- Experience working within a fast-paced technology environment, particularly one embracing AI-enabled tools and new approaches to delivery.
What’s in it for you?
- Competitive salary
- 25 days annual leave + buy up to 5 days
- Access to wellbeing and mental health benefits such as the Calm app, personal medical, critical illness cover and dental insurance, plus many more.
- Matched pension contribution up to 10%
- Life assurance & income protection
- Exclusive Virgin Media O2 products, employee discounts and cashback offers on thousands of brands
- Access to electric car scheme
- 24 hours paid volunteering leave
