PMO Project Manager - Remote

Job Summary (Commonwealth of PA 2 - PTC - PMO Project Manager - SAP S/4HANA Initiative)

- Role: Project Manager for enterprise-wide SAP S/4HANA enhancement (Wave 2) for PA Turnpike Commission (PTC)
- Work Arrangement: Remote, with one week/month onsite in Middletown, PA, plus additional in-person sessions as required
- Contract Duration: 12/07/2026 – 06/30/2027
- Working Hours: 8:00 a.m. – 4:30 p.m.
- Compensation: $80/hr W2 OR $90/hr 1099/C2C

Key Responsibilities:
- Manage and coordinate internal/external staff across multiple complex IT projects
- Develop and maintain project management artifacts per PA Turnpike standards
- Build and manage integrated project plans, schedules, and critical paths
- Estimate and monitor project budgets and cost plans throughout lifecycle
- Plan and schedule resources, ensuring proper allocation and availability
- Forecast and manage resource capacity in a dynamic environment
- Establish and enforce project governance frameworks (roles, responsibilities, escalation, decision-making)
- Define and refine project scope with business owners and analysts
- Oversee full project lifecycle: initiation, planning, execution, monitoring, controlling, and closing
- Conduct lessons learned sessions and identify process improvements
- Act as primary liaison among technology staff, business owners, sponsors, vendors, and stakeholders
- Coordinate activities and dependencies with System Integrator Project Managers
- Manage all project documentation, including sign-offs
- Adhere to PA Turnpike PMO Playbook and standards

Required Skills & Experience:
- Minimum 10 years’ experience in project management (integration, scope, schedule, vendor, risk)
- Proven experience managing vendors in both on-premise and cloud environments
- Demonstrated success managing large-scale, multi-year Enterprise Business Solutions (especially SAP/ERP projects)
- PMP Certification required
- Strong leadership, conflict resolution, and negotiation skills
- Expertise in MS Project/MS Project Online for creating and maintaining integrated project plans
- Excellent verbal, written, and presentation communication skills

SAP & Integration Environment:
- SAP S/4HANA, SAP Analytics Cloud, Business Data Cloud, BTP, Datasphere, SSAM
- Integrations with: SmartDocs, SAP SuccessFactors, OnBase, AgileAssets, ServiceNow, Qlik Sense, Board, Dynamics 365, Kahua, financial institutions, benefit providers, and Commonwealth systems

Other Requirements:
- Must attend onsite orientation in Middletown, PA (no reimbursement for travel within 3-hour commute)
- Must provide ePATCH and National Criminal Background Checks prior to engagement
- Must sign PA Turnpike Acceptable Use, NDA, and other onboarding agreements
- Must maintain professional appearance, use cameras during meetings, and be available for onsite emergencies within 3 hours
- Responsible for PA Turnpike-issued equipment and compliance with all IT and security policies
- Overtime requires prior approval


Summary:
This role requires a highly skilled, experienced Project Manager to lead and deliver a large, complex SAP S/4HANA enhancement initiative for the PA Turnpike. The position involves remote work with regular onsite presence, extensive stakeholder coordination, strong governance, and the ability to manage multi-faceted technical and business project streams. PMP certification, deep SAP project experience, and excellent organizational and communication skills are essential.
