Microsoft Cloud Operations + Innovation (CO+I) supports the infrastructure behind Microsoft cloud services. The Portfolio and Analytics Manager is an individual-contributor SME who supports the Director, Global Strategy & Planning in shaping Microsoft’s global portfolio standards in support on EPC delivery. In this Central EPC GCM group, the role translates MSFT global demand into partnering strategies for Construction and Construction services to enable regional execution. You will partner with cross-functional and regional leaders to support regional execution by securing global partner capacity, enable Early Contractor Involvement and advance funding to accelerate speed to market, and protect Microsoft’s business interests.
This role is eligible for hybrid or remote work, up to 100%.

Responsibilities
Sourcing
- Leads contract and price negotiation activities for multiple purchasing categories cross-functionally and ensures that price, capacity, and strategic business needs are met, while also reflecting Microsoft's cross-functional engagements with suppliers. Identifies systematic and long-term cost reduction opportunities and works across stakeholder teams to drive cost competitiveness. Leads collaboration with Legal and Corporate Affairs or global procurement team to negotiate Master Contract terms and conditions, independently.
- Creates, maintains, and executes on multi-year sourcing strategy for several complex, projects and/or purchasing opportunities, optimizing costs, ensuring continuity of supply and/or services, and driving benchmarking and alignment across Microsoft. Works cross functionally with senior stakeholders and consults with other industry experts to inform strategy with a global view. Leverages end-to-end sourcing and procurement expertise and benchmark data to identify, revise, and influence the definition of business requirements, manage conflicting priorities and tradeoffs, and resolve escalations to execute on sourcing strategies and solutions.
- Integrates business specifications and sourcing strategies for several complex purchasing areas into request for information (RFI) and/or request for proposal (RFP) processes, models operationally efficient supplier management practices, and is accountable for strategic oversight of multi-tier supplier selection. Manages, and improves upon supplier evaluation frameworks, identifies gaps or trends across supplier strategic business and performance reviews, and drives corrective actions. Partners with suppliers to drive innovation and improvement, transform operational capabilities, and proactively identify and manage risk. Evaluates procedural, operational, and/or environmental factors across categories, accounting for key stakeholder relationships and dependencies, analyzing root causes of risks or issues, linking insights into improvement strategies, and influencing the adoption of needed improvements.
Data Analysis and Reporting
- Applies advanced data analysis and dashboard tools to monitor program performance and inform strategic decision-making. Leads identification and resolution of anomalies across projects. Identifies and develops important metrics to communicate trends, insights, and performance drivers to stakeholders.
Process Improvement and Innovation
- Leads identification of process improvement opportunities and drives the implementation of solutions using established and emerging methodologies. Leads root cause analysis and synthesizes findings to inform team-wide best practices and continuous improvement efforts.
Program and Project Management
- Manages complex, cross-functional supply chain projects with broad scope and multiple workstreams. Drives execution across functions to ensure alignment and milestone delivery. Provides regular status updates to stakeholders and proactively resolves project- and program-level risks.
Risk Management
- Leads identification of operational risks across complex or cross-functional programs and partners with stakeholders to develop and implement mitigation strategies. Drives documentation of risk scenarios and formalizes response protocols to support organizational readiness and response efforts.
Stakeholder Engagement
- Leads coordination with internal stakeholders and external partners to enable successful program delivery and resolve complex or cross-functional issues. Drives cross-team collaboration and facilitates strategic working sessions to ensure sustained alignment and progress across teams.
Supplier and Vendor Management
- Manages supplier performance and compliance for complex or critical suppliers, ensuring adherence to standards and expectations. Leads issue resolution and contributes to improvement planning by collaborating with cross-functional teams. Monitors supplier KPIs and drives corrective actions to address gaps and enhance performance.
Supply Chain Management
- Leads integrated supply chain activities by aligning demand, supply, and capacity to optimize execution and performance. Applies advanced tools and analytics to ensure business priorities are met.

Qualifications
Required/minimum qualifications
- Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 4+ years experience in data science/analytics, finance, project management, supply chain, and/or operation
- OR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 6+ years experience in data science/analytics, finance, project management, supply chain, and/or operation
- OR equivalent experience.
Background Check Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Additional or preferred qualifications
- Master's Degree in Supply Chain Management, Business, Engineering, or related field AND 8+ years experience in end-to-end supply chain processes (e.g., planning, sourcing, contracts, category management) and working across functions to deliver program outcomes
- OR Bachelor's Degree in Supply Chain Management, Business, Engineering, or related field AND 10+ years experience in end-to-end supply chain processes (e.g., planning, sourcing, logistics, fulfillment) and working across functions to deliver program outcomes
- OR equivalent experience.
- Experience in sourcing and managing EPCs, GCs, MEPs in large capital projects for datacenters, mission critical infrastructure, or similar mega construction projects.

Sourcing and Category Management IC5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year.
