The Portfolio Manager - Strategic Projects manages and optimizes Vallourec North America strategic project portfolio, ensuring initiatives align with business strategy and deliver strategic and economic value. The role leads portfolio intake, evaluation, prioritization, governance, performance monitoring, and executive reporting, while overseeing consistent application of the NA Strategic Projects Framework. Working across functions, the position provides leadership with clear visibility and decision support on portfolio priorities, investments, risks, resource requirements, dependencies, and expected benefits.
Your Role at a Glance
- Manage the North America strategic project portfolio, including initiative intake, screening, prioritization, sequencing, and periodic revalidation based on strategic alignment, expected value, risk, feasibility, and resource requirements
- Maintain an integrated view of portfolio priorities, phase-gate status, investments, expected benefits, risks, interdependencies, constraints, and resource demand
- Lead portfolio governance and facilitate portfolio and phase-gate reviews, ensuring initiatives meet established evaluation criteria and decision requirements
- Provide executive-level reporting, analysis, and recommendations on portfolio performance, investment trade-offs, resource allocation, risks, and decisions required
- Review Express Business Cases to confirm the strategic rationale, preliminary value proposition, investment requirements, key risks, and readiness of new initiatives to advance
- Coordinate Deep Dive evaluations and the development of decision-ready business cases, ensuring alternatives and strategic, commercial, operational, financial, and implementation considerations are thoroughly evaluated
- Evaluate and challenge business cases, assumptions, and recommendations to provide leadership with a sound basis for investment and phase-gate decisions
- Monitor portfolio performance, expected benefits, and business-case alignment, coordinating revalidation when scope, cost, timing, risk, assumptions, or business conditions change
- Drive consistent application and continuous improvement of the NA Strategic Projects Framework, including governance, phase-gate discipline, portfolio tools, project readiness, benefits realization, and lessons learned
What Sets You Apart
We're looking for individuals who bring the right mix of experience, mindset, and motivation:
- Bachelor's degree in Finance, Business Administration, Engineering, Project Management, or related field
- 5+ years of portfolio management, project finance, or strategic project experience
- Advanced financial modeling capability, including integrated P&L, cash flow, capital investment, scenario, sensitivity, and return analyses
- Proven experience developing, reviewing, and challenging business cases and translating analyses into clear investment recommendations
- Experience establishing or supporting project portfolio management processes, including intake, screening, prioritization, governance, resource alignment, performance monitoring, and benefits realization
- Proven experience in strategic analysis and the ability to translate complex financial, commercial, and operational data into clear business insights and recommendations
- Strong attention to detail, with the ability to balance multiple priorities, work independently in ambiguous environments, and manage multiple workstreams in a fast-paced environment
- Strong communication skills, with the ability to present complex analyses clearly to senior leadership
- Ability to build cross-functional alignment through influence and collaboration with stakeholders across the organization
- Experience in manufacturing or industrial operations is highly valuable. Knowledge of OCTG or related energy industries is preferred
- PMP or portfolio management certification from an accredited source is highly valuable and preferred
- Advanced proficiency with Microsoft Excel and PowerPoint is required; experience with Power BI and enterprise planning, portfolio, or project management systems is preferred
