The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, dedicated to fostering public trust and confidence in Canada's financial system by rigorously regulating and supervising over 400 federally regulated financial institutions (FRFIs) and 1200 federally regulated pension plans (FRPPs). OSFI has offices located in 4 major cities across Canada: Ottawa, Toronto, Montreal and Vancouver.

Safeguarding Canada’s Financial Future:
Through diligent regulation and supervision of FRFIs and FRPPs, we ensure that these entities operate soundly and securely. Our proactive approach to risk management and early intervention safeguards the interests of depositors, policyholders, pension plan members, and beneficiaries. We remain committed to fostering public confidence and supporting the competitive and resilient nature of Canada's financial landscape.

Our Mandate:
Our mandate is to ensure the stability and integrity of Canada's financial system. We achieve this by:

  • Maintaining Financial Soundness: Ensuring that FRFIs and FRPPs remain in sound financial condition.
  • Safeguarding Against Threats: Ensuring that FRFIs protect themselves against threats to their integrity and security, including foreign interference.
  • Proactive Intervention: Acting swiftly when issues arise, requiring FRFIs and FRPPs to implement necessary corrective measures without delay.
  • Risk Management: Continuously monitoring and evaluating risks, promoting sound risk management practices among FRFIs and FRPPs.

Our Approach:
In fulfilling our mandate, we adopt a balanced approach:

  • For FRFIs: We protect the rights and interests of depositors, policyholders, and financial institution creditors. At the same time, we recognize the need for FRFIs to compete effectively and take reasonable risks.
  • For FRPPs: We safeguard the rights and interests of pension plan members, former members, and entitled beneficiaries.
