How you'll make a difference

As a Principal Delivery Manager, you will lead the delivery of complex, high-risk products and services throughout their lifecycle, ensuring they deliver value for users and meet strategic objectives. Working across multiple teams, suppliers and business areas, you will provide leadership on planning, resources and risks, ensuring services are delivered effectively and challenges are resolved quickly. Your work will help shape and improve services, ensuring they meet user needs and support organisational priorities.

You will join the Design, Develop and Transition team, where business challenges are translated into effective solutions. Working alongside specialist colleagues from across the Information, Technology and Digital Service, you will be part of a collaborative team that delivers innovation, service improvements and transformation projects across the council.

What you will be doing

  • Using your expertise, you will lead complex delivery programmes involving multiple delivery teams, contracts and external suppliers. You will embed lean practices into product and project delivery, and act as the initial point of escalation for project stakeholders.
  • It will be your responsibility to build and maintain high-performing project teams, creating a collaborative and motivated environment where colleagues are supported to deliver their best work. You will provide coaching and mentoring on agile tools and techniques, helping team members to develop their skills.
  • A key aspect of your role will be identifying and removing obstacles, enabling teams to remain focused on the successful delivery of products and services, while promoting continuous improvement and driving effective team practices and delivery performance.
  • Working closely with product owners and stakeholders, you will ensure alignment on priorities, scope and delivery objectives, promoting agile values and principles and influencing stakeholders at all levels to support successful delivery.
  • You will track progress, manage delivery risks and report on status effectively through agreed governance channels.
  • When required, you will deputise for the Lead Delivery Manager.

What we need from you

  • It is essential that you have substantial operational and project management experience gained within a large and complex organisation, ideally within an IT or digital delivery environment.
  • You will have a proven track record of managing technical work packages, ensuring projects are delivered to agreed timescales, quality standards and budgets while embedding digital strategies and best practice throughout delivery.
  • We are looking for someone with a strong understanding of IT and digital technical delivery, including the management of dependencies, risks, service transition and architecture integration. Experience of working with business systems, such as ERP, CRM, case management, asset management and GIS platforms is essential, alongside familiarity with delivery tools, such as Azure DevOps Boards, Jira or Microsoft Project.
  • Given the leadership responsibilities of the role, you will have experience of leading and developing teams or coordinating multiple workstreams, ensuring clear objectives, effective resource management and high levels of performance. You will be confident in supporting teams through change and driving the successful delivery of complex programmes and projects.
  • It is important that you can build and maintain trusted relationships with stakeholders, suppliers and customers at all levels, with strong communication, negotiation and influencing skills and the ability to resolve issues, promote alignment and represent the division with credibility.
  • Skilled in strategic awareness, prioritisation and critical path analysis, you will have the ability to analyse complex data, provide solutions and recommendations, and support evidence-based decision-making.
  • With sound commercial acumen, you will have significant experience of managing change and transformation programmes, including supplier performance management and procurement frameworks.

What you need to know

  • This is a one year limited term contract.
  • This role is hybrid, with a mixture of working at our office in Badminton Road and working from home.

Interviews will be held on 5th and 6th of November 2026.
