The Product Development Manager will lead the design, implementation, oversight, and organization of insurance products. They will ensure that products are strategically positioned, developed with appropriate regulatory input, and aligned with underwriting objectives. The role combines technical insurance expertise with regulatory awareness and requires strong collaboration across underwriting, actuarial, claims, compliance, operations, and technology teams.
It reports to the Chief Underwriting Officer and works closely with the Compliance and Regulatory Affairs teams on product development, implementation, and regulatory filings.

Key Responsibilities

Product Development and Management
  • Lead and collaborate with Underwriting, Actuarial, and Compliance, as well as external Program Administrators to develop, enhance, and implement insurance products and program offerings across multiple commercial and personal lines of business on both an admitted and surplus lines basis.
  • Review and analyze ISO/AAIS Circulars, bureau updates, and regulatory bulletins to evaluate business and operational impacts and coordinate implementation of required product, form, rule, rating, and system changes in consultation with Compliance and Regulatory Affairs.
  • Draft policy forms, endorsements, applications, underwriting guidelines, eligibility rules, rating methodologies, and product documentation for Compliance and Regulatory review and use in regulatory filings, as applicable.
  • Partner with Underwriting and Claims departments to identify and evaluate emerging claim trends, coverage issues, policy interpretation concerns, disputes, and operational challenges. Translate claims experience and lessons learned into product improvements, including recommending and implementing updates to policy forms, endorsements, definitions, exclusions, conditions, and other coverage language.
  • Coordinate with Claims, Underwriting, Legal, Compliance, and other stakeholders to ensure policy wording changes appropriately address identified issues while supporting regulatory compliance, underwriting intent, and product strategy.
  • Develop, assemble, and maintain admitted product materials for regulatory filings based on business decisions made by Underwriting and Actuarial, including forms, endorsements, applications, rates, rules, manuals, state-specific variations, filing support documentation, and implementation requirements; provide these materials to and coordinate with the Compliance team to facilitate timely regulatory filings and approvals.
  • Maintain governance of the corporate forms library, including version control, regulatory approval information, jurisdictional applicability, effective dates, approval workflows, documentation standards, and accessibility for internal stakeholders.
  • Oversee onboarding of new programs, ensuring forms and requirements are fully documented and implemented.
  • Manage the lifecycle of assigned products by evaluating performance, profitability, regulatory development communicated by the Compliance team, and market conditions, recommending product enhancements and updates as appropriate.
Regulatory Coordination and Product Implementation
  • Review communications from the Compliance department regarding state and federal regulatory developments; assess potential product impacts and recommend or implement appropriate product-related changes.
  • Partner with the Compliance Filings Team to support responses to regulatory questions, objections, and other inquiries related to pending product, rate, rule, and form filings, including coordinating necessary product revisions.
  • Coordinate and implement necessary product modifications and product-related process improvements identified in collaboration with Compliance and Regulatory Affairs to address applicable legal and regulatory requirements
Strategic Leadership and Collaboration
  • Collaborate with Underwriting, Reinsurance, and other key stakeholders to develop and enhance insurance products that are competitive, commercially viable, designed to meet applicable regulatory requirements, and aligned with underwriting appetite, reinsurance requirements, and overall business strategy.
  • Support product modernization and operational improvement initiatives by identifying and leveraging technology, automation, and process enhancements to improve product development, implementation, maintenance, and speed to market.
  • Facilitate cross-functional communication and knowledge-sharing across business units to promote consistent understanding and application of product features, coverage intent, underwriting requirements, product standards, and market positioning.

Skills & Qualifications

Required
  • Bachelor’s degree in business, risk/insurance, actuarial science, finance, or related field; or equivalent experience.
  • 7 + years of experience in commercial P&C product management, product development, or related insurance roles.
  • Experience in multi-line commercial and personal P&C insurance.
  • Strong knowledge of the insurance product lifecycle, ISO/AAIS forms and rules, and state filing processes.
  • Demonstrated ability to manage multiple projects, coordinate cross-functional teams, and deliver results in a fast-paced environment.
  • Excellent communication, organizational, and analytical skills.
  • Ability to work a hybrid schedule in the New York office.
Preferred
  • Familiarity with actuarial modeling, rating plan design, and loss ratio analysis.
  • Professional designations (CPCU, ARM, AU, or actuarial credentials).
  • Familiarity with product development considerations related to state regulatory filings and approval processes.
  • Background in compliance, regulatory advisory, or legal aspects of insurance.
  • Technical expertise with rating engines, policy administration systems, and regulatory tracking tools.
The applicable base salary range for this role is $130,000 to $160,000. The base pay offered will be determined on factors such as experience, skills, training, location, certifications, education, and any applicable minimum wage requirements. Decisions will be determined on a case-by-case basis. In addition to the base salary, this position may be eligible for performance-based incentives.
